The territory proposed to be annexed is encompassed on three sides by the .corporate limits of said City, and whereas this adjacent City area is owned bq a majority of those owners requesting annexation of their additional properties now lying within the County. 2. The incorporation of this territory will help contribute to and facilitate the orderly growth and development of the existing City area and the territory proposed to be annexed. 3. .This annexation will also help to provide a uniform and orderly manner of ' growth, planning and zoning of lands, and the subdivision of lands therein such a manner most conducive to the welfare of said City and said uninhabited territory The City of San Bernardino has planned for providing all typical City services to the area under consideration for annexation. Currently through contractural agreements with the County this area is already receiving the services provided by the City of San Bernardino. The following is an enumeration and description of services which will be extended to the affected territory, which described the level and range of such services that will be provided, as well as the feasibility of extending such services and any improvements that will be required by the City, along with a description of when the services will commence and the financing of such improvements and services and any condition imposed by the City. 1. Planning, Zoning, Code Enforcement and Building Inspection - The City shall provide these services in conformance with appropriate government codes and City Ordinances as well as following the City's General Plan for zoning and subject to the provisions of Land Use Ordinance No. 1991. This function is supported under the City's tax rate. 2. Parks and Recreation - The area proposed for annexation will have no impact on park or recreational facilities or programs, and no additional service will be required as a result of the annexation. Recreation services available to this area are presently provided through the programs and recreational activities currently conducted at Perris Hill Park, approximately two (2) miles west of this proposal, and the facilities located at Patton Farms located at Arden and Pacific, approximately three-quarter (3/4) of a mile Southwest of said proposal. The cost to the taxpayer within the proposed annexation will be collected through the property taxes, and by required fees charged to those individuals who wish to participate in City sponsored recreational activities where charges and fees are applicable. ' 3. Library Service - The City presently serves the area with. two (2) branch libraries. Coddington Branch Library, located at 1003 E. Highland Avenue, is the closest of the two. It is important to note that the resources of the entire library system are readily made available to the proposed annexation, including the Downtown Central Library. 4. Public Safety, Police - The San Bernardino Police Department is authorized a complement of 199 sworn officers and approximately 63 civilians not counting 53 school crossing guards. The Patrol Division maintains a 12 beat or section split of the City. The Patrol Division presently averages 15 police units on patrol 24 hours a day, counting supervisory and traffic personnel. The Detective Division has 30 sworn officers and works from 8:00 a.m. to 5:00 p.m. daily, Monday through Friday. The Services Division maintains all records and identification and provides support services to the other two divisions on a 24 hour a day basis. .The only cost for these police services is property taxes to the City. 5. Public Safety, Fire, Paramedic and Rescue - The City of San Bernardino is currently providing fire protection to the proposed annexation area under CSA #38. Fire protection service which will continue upon annexation and the affected residents will be provided with a Class 3 rate3 Fire Department arith ter. (10) different fire stations to respond. The closest of these is Station No. 8 located at 3398 East Highland Avenue. Atypical structural fire on the first alarm deploys two (2) engine companies, one (1) ladder truck company, a paramedic squad and one (1) Battalion Chief. In addition to fire protection, the City also has a minimum of three (3) paramedic units on duty 24 hours a day, each unit has two (2) paramedics each, giving a total of six (6) paramedics on duty at all times. Also, the City is equipped with helicopter assistance for rescue and/or evacuation service when required. 6. Public Safety, Ambulance Service - The City of San Bernardino under Ordinance No. 1987 franchise to Courtesy Ambulance Company as the only medical transportation carrier within the City limits. The rates are established bq the above ordinance and said fees are paid by the user as set forth below. (1) Ambulance Rates: (a) Response to a routine non-emergency call, $45.00; non-routine emergency call, $10.00 additional. (b) Each mile or fraction of a mile $2.00. • (c) On scene time $.SO per minute for calls requiring emergency response. (d) Night service charge 7:00 p.m. to 7:00 a.m., $7.50. (e) Response to a call for ambulance not used, $15.00. (f) For each additional patient, 50% over charge for one. patient. (g) Carrier shall be permitted in its discretion to fix the • rates for special services. ' (2) Wheelchair Passenger Transportation Vehicle Rates: (a) Response to call, $9.00. (b) Each additional passenger (from and to same addresses) $4.50 (c) Each mile or fraction thereof - one way, $ .65. (d) Sunday and legal holiday charge. $5.00. (e) Night service charge, 7:00 p.m. to 7:00., $5.00. (f) Waiting time or standby time after first 15 minutes at request of or for the benefit of the passenger for each 15 minute period or fraction thereof, $5.00. (g) Passengers covered by Medi-Cal will be charged and billed at the State`s schedule of maximum allowances. 7. Public Safety, Animal Control - The City provides for the regulation of animals as required by the Health and Safety Codes and City Ordinances. The City presently provides animal control to this County area under a present contract. Once annexed, the cost will be absorbed in the City's tax rate. There are present plans for expanding the City's animal shelter facilities located at 333 Blood Bank Road that will allow for an additional 12 new holding pens. Currently, the City has 4 full time animal control officers, equipped with 4 appropriate vehicles. 8. Street Construction, Maintenance and Sweeping - Upon annexation, the City would continue the regular maintenance and sweeping program, which is paid for out of the City's tax rate. If any new streets are constructed within this proposal the cost will be borne at the developer`s expense and shall be constructed to City Standards. Also, under the jurisdiction of the Street Division is the City's control and operation of the weed abatement services which will also be extended to this area once annexed. 9. Lighting - The City of San Bernardino's Electrical Division of the Public Works Department maintains the street lighting once annexed. Any expansion of the present services or future additional lighting would be contingent upon development of the area, which cost would be paid at the expense of the developer. 10. Flood Control - This service is provided by the County and remains so after annexation to the City. Please see the outline below which references the existing and future services provided in this area. 1. The operation and maintenance of all District facilities are financed by Flood Control Tax, which is a part of the overall property tax. 2. Pattoa Basin occupies most of the east half of the area. This is a water conservation facility for replenishment of ground water supply. 3. Although there is no current plan to upgrade this facility, normal maintenance of its appurtenant elements such as, but not limited to, fencing, weed abatement, debris removal, etc., is part of the District's ongoing program. 4. The overall area has been master planned for storm drains; how- ' ever, none of these drains are proposed within the area to be annexed. 11. Parking - The public parking provided within this project area is both on and off street parking, which is regulated under City Ordinances and enforced by. the City Police Department. When the area is further developed, the City's' Planning Department and Engineering Division will make the appropriate recommendations for off street parking in conformance to City Ordinances that regulate parking for the type of development which would be applicable. The cost of off street parking would be borne by the developer and/or.property owners, when additional areas are developed. 12. Wastewater; Collection, Treatment, Disposal and Reclamation - The East San Bernardino County Water District serves this area with an existing 8" V.C.P. main in both Highland and Victoria Avenues. The treatment, disposal and reclamation of wastewater is processed by the City of San Bernardino's own Treatment Plant. No future extension or upgrading of services is foreseen at this time unless such a request is made, at which time additional charges would then be passed onto the customer requesting this change. Such changes would be in accordance with the Water District's ordinance, please see Exhibit "A". 13. Water Service, Acquisition, Storage and Distribution - This area lies within the Southern California Water District Boundaries. Presently there are no storage facilities within this project, but there are water mains. A- 4" main runs north of Victoria Avenue, and a 2" main runs west on Highland Avenue. The static water pressure is 85 psi for the area being currently served. F For the appropriate rates, please see Exhibit "B". 14. Cable TV - Teleprompter Cable TV Co. presently provides services to this area, upon property owners request. The basic charge is $19.95 to install: plus $7.50 @ month service charge, plus the appropriate City utility tax of SY on such services. 15. Public Utilities: Electricity, Gas and Telephone Service - These services are currently provided to the project area. The City will allow service to continue upon annexation under the present franchise agreements between the various utility companies. The rate structure and cost to the property owners are controlled by the Public Utilities Commission and any expansion of future services will be created by the request of developers and/or property owners. 16. Solid Waste, Collection and Disposal - The proposed annexation is partially developed, whereas the residents and existing commercial are using a private hauler. The area bordering the west ~ of this annexation is currently vacant. When the area is annexed and developed, the City will provide service at that time. Also, if upon request the City will provide refuse service to the existing customers,or at the end of the 5 year cancellatiDci period, whichever comes first. 17. Transit - Upon annexation, the bus service provided for this area will remain unde the control of Omnitrans, which is as follows: • The area is served by Route 11 which pzovides half hour service in both directions along Highland Avenue between Victoria Avenue and Palm Avenue. The running hours are from 6:00 a.m. to 7:00 p.m., Pionday thru Saturday, with alternate routes available, please see Exhibit "C" for additional information. Omnitrans long range transit plan are at the request of residents in the area through their Councilman or directly to Omnitrans. Such change must have approval of the City Council. the Shozt Range Transit Plan calls for continuation of the present service levels on these routes. Service level changes are made twice yearly, in January and June, and are initiated at the request of the City Council and/or Qmnitrans planning staff. Public transportation in the Omnitraas service area is financed by the following fund sources: (1) Section 5 of the Urban Mass Transportation Act. (2) Article 4 of the Transportation Development Act.
