RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING THE
SALE OF APPROXIMATELY 13,314 SQ. FT. OF REAL PROPERTY LOCATED AT
4TH AND "E" STREETS IN THE CENTRAL CITY NORTH PROJECT AREA TO
H. FRANK DOMINGUEZ, DBA VANIR RESEARCH COMPANY BY THE REDEVELOP-
MENT AGENCY OF THE CITY OF SAN BERNARDINO (HEALTH & SAFETY CODE
SECTION 33433).
WHEREAS, the Redevelopment Agency of the City of San
Bernardino proposes to sell to H. Frank Dominguez, dba Vanir
Research Company, hereinafter referred to as "Developer", approxi-
mately 13,314 sq. ft. of real property located within the Central
City North Project Area, described in Exhibit "A" attached hereto
and incorporated herein by reference as though set forth in full,
for the sum of $ d3 .4f,:t
which will be paid by the
Developer in cash, and
WHEREAS, Developer proposes to develop on said real property
a retail office structure, and
WHEREAS, notice of the time and place of hearing has been
the proposed sale, and
WHEREAS, all hearings have been heard as required by
Health & Safety Code Section 33433,
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. It is found and declared that the consideration
for said real property,in accordance with covenants and condi-
tions governing such sale, is less than the fair market value of
the property determined at the highest use permitted under the
plan, and that sale for such consideration is necessary to

1 effectuate the purposes of the plan for the following reasons:

(a) Pursuant to Ordinance No. 3366, adopted August 6, 1973,
3 the Redevelopment Agency and the City of San Bernardino have
4 heretofore adopted a redevelopment plan for the Central City
5 North Project Area.

(b) The plan provides for the acquisition and sale of real
7 property within the project area.

(c) The plan provides for and allows uses including, with-
9 out limitation, residential, retail and offices, financial offices
10 and professional areas, convenience neighborhood centers, general
11 commercial, hotel-motel and other compatible uses, as may be
12 directly of benefit to the general public.
(d) Through the efforts of the Redevelopment Agency staff,

this Developer has offered to locate within the Central City North
15
Project Area and to construct a retail office building, and the
16
Agency may be compelled to offer this property located within the
17
project area, namely the property to be sold to Vanir Research
18
Company, at a reduced price and less than fair market value,
however, the proposed new building would aid in the revitalization
of "E" Street and the surrounding area. I
SECTION 2. The Mayor and Common Cbuncil of the City of San I

Bernardino hereby approve the sale of said property upon the terms,
conditions, and for the reasons set forth herein.
