WHEREAS, the 11ayor and Common Council by resolution ~o.

13431, authorized the execution of an agreement dated September

WHEREAS, it is desired that the said agreement with the

Inland lIanpower Association be modified and replaced by the agree-

ment attached hereto, marked Exhibit "A" and incorporated herein

PROGRAM NARRATIVF rnN
OBJECTIVE: The prime objective is to operate an on-the-job
training program through the Help' Through Industry Retraining .and
Employment (HIRE) Program. This initiative is designed to encour-
age the development of additional employment and training opportun-
ities for unemloyed veterans and persons eligible for veter~rts
preference. The goals and purposes of this program are:
A. To expand the level and improve the quality of the employ-
ment and training opportunities available to unemployed veterans
and persons eligible for veterans preference.
B. To increase private sector participation in the delivery
of employment and training activities funded under CETA. Partici-
pating employers will be those who agree to hire and train eligible
individuals under a contract with the City of San Bernardino.

C. Employers will be reimbursed for extrabrdinary training
costs incurred by their firms in training eligible individuals up
to a maximum level of 50% of the starting hourly wage. This level
may be exceeded where intensive training a.rrangements are necessary
for veterans with severe employability problems, particulary dis-
able veterans.

D. This program is designed to enable veterans to learn bona-
fide skills and/or qualify for a particular occupation through expo-
sure and practice. Prior to enrolling an eligible applicant for
. participation in this program, the private-for-profit firm must hire
the individuals into its workforce with the committment of employ-
ment continuing after the training ends.
E. This program will provide training at the entry level,
except where applicable personnel procedures and collective bargain-
ing procedures regarding.'the advancement of currently employed work-
ers, are complied with.
F. The ultimate goal of the program is to train program par~
ticipants so that they have achieved skill levels which will enable
them to become economically self-suffiecient. All employer com-
mitments will be accomplished by March 31, 1979.
RECRUITMENT: In order to recruit veterans, number of coordin-
ated outreach recruiting efforts have .been extablished. Veterans
organizations, including the City of San Bernardino Veterans Assist-
ance Center will recruit veterans for the program. Target groups,
in order of priority for employment, are disabled veterans, Viet
Nam era Veterans, any unemployed veterans, and any other unemployed
person who is eli~ible for veterans preference.

1. (a) Priorty for participating in the HIRE II Program
will be given veterans who are residents of the City of San
Bernardino, however, eligible veterans residing in the Inland
Manpower Consortium Areas will be eligible for the program... .

areas to be served. It should be noted, however, that the
following numpers are goals only as the HIRE II program is
free from residency requirements.

INTAKE: The Veterans Assistance Center, CETA Office,
195 North "D" Street; will process all applicants for HIRE II
on-the-job training.
ASSESS'IENT: Eligible individuals wili. bave their files
reviewed by job counselors to determine job capabilities, ex-
perience and career goals. Those individuals not selected for
HIRE II on-the-job training program will be referred to a job
developer for possible job placement in the private sector.
OUTREACH: The City of San Bernardion will provide a multi-
media advertising campaign to recruit eligible veterans and
employers. This campaign will include, but not be limited to
the use of radio and newspaper advertising, and flyers. The'
City may utilize a consulting firm to recruit employers by phone.
The City of San Bernardino will also utilize a job fair to re-
cruit veterans and employees.
OREINTATION: All selected veterans will be given an in-
coming br1ef1ng detailing their rights and benefits under the
HIRE II program. They will be advised of complaint procedure
processing at this time.
TRAINING: Training will be provided on-the-job by private-
for-profit f1rms under contract to tbe City of San Bernardino.
These firms will be responsible for providing trainees with
the necessary skills and knowledge necessary for the specified
job.
SUPPORTIVE SERVICES: Outreach Counseling Services will
be provided to assist veterans seeking on-the-job training
programs, employment, educational benefits, apprenticeship pro-
grams, disabled veterans vocational rehabilitation programs,

up-grade discharge programs, and compensation entitlements
and pension claims. Services will also include assistnace
orphasn and widows in educational benefits, and death and
burial benefits. The outreach service sites will be the
Veterans Assistance Center and the area military bases.
Supportative services also include outreach, assessment and
development of an employability plan.
JOB DEVEOPHENTjPLACEHENT: Efforts will be made to place
veterans with employers who are in a position to employ and
train 10 or more. However, the City of Ran Bernardino will
also place veterans in small firms where appropriate. Pro-
cedures will be established with the Veterans Rervice Repre-
sentative of the Employment Development Division to insure
eligible veterans are given first opportunity for available
jobs. No veterans will be placed in OJT positions where the
entry level wage is less than ~1.50per hour.
JOB REA~CH: The City of Ran Bernardino will utilize a
job search certificate component of HIRE II. This will be
in addition to traditional job development techniques. Vet-
erans who are deemed appropriate, after HI~E II eligiblity is
established will be insured a HInE II Certificate. The job
developer/counselor will then provide counseling, job referral
and job assistance to the potential HIRE II participant who
will then seek assisted employment in the field. If the po-
tential participant lacks confidence, jOb seach skills, etc,
they will be enrolled in all or part of a job search class.
The job search class includes but not limited to, resume
writing, application procedures, interview/employee interaction,
appropriate dress as well as confidence building role playing.
The potential participant may take refresher courses when they
feel it is necessary.
FOLLOW-UP: Follow-up visits to worksites will be made to
interview trainees and participating veterans to insure adequate
performance of training and schedules. Veterans who complete
the training will be contacted after termination to evaluate
the programs. .This follow-up will be made by OJT Program I!on-
itors, and will be conducted on a 30, 60 and 90 day basis. OJT
Program monitors will be provided thrpugh this grant.
ADHINIRTHATI01\): ",he staff of the Ran Bernardino Employment
and Training Administration wll maintain personnel and counsel-
ing files on all program aprticipants. In additon, files and
billing records including copies of time sheets and reimbure-
ments requests will also be maintained. SBETAstaff will mon-
itor enrollment levels, placement rates, and expenditure levels
on a monthly basis and notify responsible staff members of de-
viation from planned figures so that they may take the necessary

corrective action. Bi-weekly reprots of line-item expenditures
are prepared by the Finance Department of the City of San
Bernardino and forwarded to the SBETA Office. Fiscal account-
ablility and cost-control systems being used to meet the current
requirements of the Inland'lanpower Association will be used -to
meet the need of this on-the-job training program. The account-
ing transactions and records are maintained under the direct
supervision of a qualified accountant. Reimbursement for train-.
ing costs to sub-contracts must be signed by the employer and
trainee. If the participant is unavailable to sign the time sheet,
reproduced copies of payroll records or an audit report will be
obtained to verify hours worked. Billings may be set up for the
full contract period or an a 30, 60, or 90 day basis. These
reports are given to the fiscal officer where they are audited.
Data from the reports are coded and forwarded to an out-side
processing unit for check preparation. If there are any complaints
or grievances for non-receipt of funds, vendors or sub-contractors
are advised to contact the SBETA staff. (If nO.;csatified at that
point, they are referred to the next highest level, i.e;, Inland
Hanpower Association.) Training of participants will be sub-
contracted to area private-for-profit business using VIA approved
standard sub-contract forms.

REVENUE GENERATION: This program will not generate any net
or gross revenue for the City of San Bernardion.
PARTICIPANT SELECTION C9.ITERIA: Participant selection will
be accomplished through the development of a potential employment
pool utilizing eligible Title I applicants. The selection .of
participants will be determined by the applicants ability to meet
the employment experience requirements as determined by the
occupation. The employer will have the ultimate responsibility
for participant selection.
OCCUPATIONAL PRC1FICIENCY: Droficiency levels of trained
participants will be in accordance with the various occupations
described in the dictionary of Occupational Titles.
COMPLAINT PROCEDURE: Any adverse aciton to a participant
by the employer shall be made in writing.
All complaints oral or written, will be accepted by the San
Bernardino Employment and Training Administration at 195 North
"D" Street, San Bernardino. If the complaint is from a par-
ticipant, he/she must have attempted to resolve the complaint
through their supervisor, department head, executive director,
employer or sponsor at his/her place of employment. All com-
plaints not submitted in writing must be reduced to writing
and the SBETA Office will, if necessary, assist in the composi-
tion of the complaint. "Tithin five working days after receiv-
ing the complaint a SBETA Official will be appointed to informal

conference with the comPI.ainant, If the complaint is not resolved
at the informal conference, a formal hearing will be scheduled
within five working days to include the complainant and super-
visor before a SBETA hearing committee. However, if the comp~aint
continues unresolved, the participant may make a formal allega-
tion to the Affirmative Action 0fficer Inland ~~anpower Association,
336 North La Cadena, Colton, CA. The SBETA Office will forward
all pertinent data concerning the case to PIA within 10 working
days after the formal hearing.
AFFIRMATIVE ACTION: The Affirmative Action Plan';of the City
of San Bernardlno wlll apply to this program. Generally stated,
affirmative action progibits discrimination in employment for
reasons of race, religion, sex, national origin, or age. The
plan is on file with the Inland Manpower Association.
