2 RESOLUTION OF THE CITY OF SAN BERNARDINO OPPOSING SENATE BILL
66 AND HOUSE RESOLUTION 4103 REGARDING CABLE TELEVISION
3 REGULATION.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:

SECTION 1. Findings.
(a) The City of San Bernardino has long-established
7
8 franchises with different cable television companies, which have
9 been in existence for more 'than ten years, and represent
10 contractual arrangements between the City of San Bernardino and
11 the franchised cable television providers.

(b) Senate Bill 66 and House Resolution 4103, presently
13 being considered by the Congress of the united States, would have
14 drastic effects on franchise renewals, and would also impose
15 additional federal control~'over the franchising arrangements
16 between the City of San.Bernardino and its franchisees, and would
17 remove a large degree of local authority over local franchised
18 cable operations.

(c) Local authority over franchised cable operations serving
20 the residents of the City of San Bernardino is beneficial to the
21 residents of the City of San Bernardino, and provides to such
22 residents a degree of input into the operations of such franchised
23 activities as cannot be provided without such local control.

(d) The City of San Bernardino joins with the National
25 League of Cities in expressing the reservations and concerns
26 heretofore expressed by the National League of Cities in testimony
27 before the Congress of the united States, and in letters to the
28 Congress, and adopts such concerns as being concerns of the City

SECTION 2. Implementation. The City of San Bernardino
therefore opposes the adoption of Senate Bill 66 or House
Resolution 4103, in their present form, and urges the Congress of
the united States, and those legislators representing the City of
San Bernardino, specifically the Honorable George Brown,
Congressman, and the Honorable Alan Cranston, Senator, and the
Honorable pete"Wilson, Senator, to oppose the adoption of Senate
Bill 66 and House Resolution 4103, unless and until such bills are
amended to address the concerns expressed heretofore by the
National League of Cities.
SECTION 3. The City Clerk is hereby authorized" and directed
to send a certified copy of 'this resolution to the Honorable
George Brown, the Honorable Alan Cranston, and the Honorable
pete Wilson, to evidence the concern of the City of San Bernardino
regarding the provisions of Senate Bill 66 and House Resolution
4103, and to urge their opposition to those bills as presently
constituted.
I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the Mayor and Common Council of the City of San
Bernardino at a reqular meeting thereof, held on
the 7th day of November , 1983, by the following vote,
to wit:
