CITY OF SAN BERNARDINO - REOUEST FOR COUNCIL ACTION
STAFF REPORT
SUBJECT
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
execution of a Memorandum of Understanding between the San Bernardino Police Department
and California Highway Patrol for law enforcement assistance.
BACKGROUND
Recently, Governor Schwarzenegger led a cooperative state-wide effort to create the California
Gang Reduction and Prevention Program (CALGRPP), which has marshaled more than $48
million in additional state and federal funds for suppression, intervention, and prevention
strategies. Under the CALGRPP umbrella, the California Highway Patrol is authorized to assist
local law enforcement through 90-day deployments in local High Intensity Gang Areas (HlGA).
San Bernardino County is one of 19 counties identified by the California Department of Justice
as having jurisdictions that rank in the top 25 for homicides per capita.
Historically, summer months are time periods where cities nationwide experience an increase in
all crime types, particularly violent crime. The City of San Bernardino is no exception and has
experienced such increases in the past. Beginning in 1994 cooperative partnerships between the
San Bernardino Police Department and the California Highway Patrol have been successful in
reducing criminal activity and the adverse affects of crime throughout our community. As a
result of past success, San Bernardino Police Chief Michael A. Billdt and commanders of the
Inland Division of the California Highway Patrol have agreed to work in tandem for a joint
cooperative effort beginning July 18th, 2007, and ending October 6th, 2007. The proposed
collaborative team is named CITE V (Community Interagency Training and Enforcement).
The primary assistance to be provided during this 90-day program will be for the augmentation
of traffic law enforcement services. This will include increased levels of high-visibility patrol
within the City of San Bernardino to enhance compliance with the provisions of the California
Vehicle Code, and thus decrease the spillover of criminal activity onto the roadways upon which
the California Highway Patrol has primary jurisdiction. Working together, teams of officers
from the San Bernardino Police Department and California Highway Patrol will also focus on
High Intensity Gang Areas in the City of San Bernardino.
The California Highway Patrol will commit six officers and one supervisor with the necessary
supporting equipment for the duration of the 90-day agreement. Support will be provided four
days a week between the hours of 1600 and 0200 hours, from Wednesday through Saturday of
each week. California Highway Patrol personnel will be deployed along with San Bernardino
Police Department personnel in designated areas of the city to reduce crime through high-
visibility patrol, traffic enforcement, and other suppression strategies. The commitment by the
San Bernardino Police Department is to deploy from existing resources eight police officers and
one Sergeant to equal the amount committed by the California Highway Patrol.
e
e
e
California Highway Patrol personnel will be governed by their agency's policies and procedures
related to the documentation of accidents, arrests, and other on-duty incidents. San Bernardino
Police Department personnel will be governed by the policies and procedures of the San
Bernardino Police Department.
FINANCIAL IMPACT
None.
RECOMMENDA nON
