AN ORDINANCE OF THE CITY CF SAN BERNARDINO REGULATING THE INSTALlA-
TIOO OF TELEVISION ANTENNAS, ESTABLISHING FEES, AND PROVIDING PmALTIES FCE
THE VIOLATIOO THEREOF.
The Mayor and Common COlUlcil of the City of San Bernardino do ordain
as follows:
SECTIOO I: That public health, safety and welfare requires that
certain regulations be adopted pertaining to the construction, erection, use,
and location of television antennas.
SECTION 2: It shall be lUIlawful for any person, firm, corporation,
copartnership or association, either as owner, agent or otherwise, to erect,
construct, establiSh, alter or enlarge any television antenna without first
having obtained a permit from the Chief Building Inspector to do so.
SECTIW 3: The tee tor such permit shall be $2.00. Where work for
which a permit is required by this ordinance is started or proceeded with,
prior to obtaining said permit, an additional tee ot 10% of the cost of the
project shall be paid, not to exceed the sum of $200.00, and it shall be the
duty of the Chief Building Inspector to levy and collect said additional fee.
The payment of such fee shall not relieve any person from fully compJ,ying
with the requirements of this ordinance in the execution of the work nor from
any other penalties prescribed herein.
SECTION 4: Any permit issued herelUlder shall be conditioned upon
compliance by the applicant with the following minimum specifications for the
design and erection of television antennas, and it shall be the duty of the
Chief Building Inspector to enforce compliance therewith:
(a) Installation shall be not less than a four (4) point anchorage.
No point of horizontal anchorage shall be closer to the base of a mast than
one-half of the vertical heiglxt; of the mast, and shall be anchored with a
three-eighths (3/8) inch galvanized eye bolt with washer on top and under the
nut, or three-eighths (3/8) inch galvanized screw eye, five (5) inches long,
and screwed into roof ratter four (4) inches.
(b) All guy wires shall be galvanized wire not less than No. 12
gauge spaced ten (10) feet apart vertical, except the top mast gtJ3 wire, which

1 may be not less than No. 14 gauge galvanized wire, and shall be anchored
2 within twelve (12) inches of the top of mast.

(c) The saddle on the roof shall be of not less than fourteen (14)
gauge metal, eight (8) inches wide, and extend on each side of ridge at least

ten (10) inches with aN,wo and one-half (2!-) inch O. D. stud two and one-half
(2!-) inches high, together with a three-eighths (J/8) inch set screw to hold
the first joint firmly in the stud welded on the saddle, and must be placed

over roof rafter.

(d) On flat roofs, a flat plate shall be used in place of saddle-
size to be eight (8) inches by twelve (12) inches, No. 14 gauge set on a
tw (2) inch by eight (8) inch flat wood support extending over three (J)
rafter bays.
(e) Where installation is to be made from the ground up, base of
mast shall be set on a concrete block twelve (12) inches by twelve (12) inches
square and twelve (12) inches in the ground. All guy wires on this type of
antenna shall be of the same size and points of anchorage from the base as
already mentioned.
(f) All free standing masts shall be engineered and plans signed
by a registered engineer.
(g) The mast shall be of not less than standard gauge galvanized
steel tube or double strength aluminum tubing, and the top most section of the
mast shall be at least one (1) inch steel tube or double strength aluminum
tube; each section of the mast shall be telescoped into the one below at
least one (1) foot, and keyed with at least a one-quarter (1/4) inch cotter
key with ends of key flanged to prevent slipping out. Drilled washer rings
shall be used to tie guy wires to mast.
(h) If manufactured television towers or mast are used, they shall
be installed according to manufacturers' specifications, provided such tele-
vision towers meet all the minimum requirements of this ordinance.
(i) Whenever an antenna is installed near power lines, or where
damage would be caused by its falling, a separate safety wire of eight (8)
gauge galvanized wire must be attached to the cross-arm of the antenna, and
secUl'ed in a direction away from the hazard. When turn buckles are used, they

1 IllUst be secured by a safety wire. Guy wires shall clear all electric wires
2 by at least twenty-four (24) inches. Every antenna mast must be adequately
3 grounded for protection against a direct stroke of lightning, with an adequate
4 ground wire.

(k) Masts and antennas shall be of noncombustible materials.
(1) The Chief Building Inspector is authorized to permit variances

7 from the foregoing specifications where conditions require that such variances
8 be granted; provided, however, that the safety factors provided by the fore-
9 going specifications shall at all times be maintained.
SECTION 5: Any person, firm or corporation violating any of the
11 provisions of this ordinance shall be deemed guilty of a miMfteJ'nor, and upon
12 conviction thereof shall be punished by fine not exceeding $500.00, or by 1m-
13 prisonment for a term not exceeding six months, or by both such fine and 1m-
14 prisonment.

SECTIOO 6: The passage of this ordinance is an emergency matter,
16 and said ordinance shall be in force and take effect immediately after its
17 passage and approval.
