Staff Report
Subject:
A resolution of the Mayor and Common Council of the City of San Bernardino
authorizing an increase to Annual Purchase Order Number 207326 in the amount of
$24,000.00 between the City of San Bernardino and the County of San Bernardino Solid
Waste Management Division pursuant to 3.04.010B3, of the Municipal Code for street
sweeping and street dump disposal fees.
Background:
The City of San Bernardino has approximately 630 road miles and 1,300 curb miles.
Cleaning the public areas of illegally dumped material results in nearly 275 tons of trash
per month, which is 3,300 tons per year. The County of San Bernardino Solid Waste
Management Division charges the City of San Bernardino $35.56 per ton in dump waste
fees. Therefore, it costs the city approximately $117,300.00 per year to dispose of
waste at the County landfill.
The Public Services Department, Integrated Waste Management Division has a
purchase order with the County of San Bernardino Solid Waste in the amount of
$89,900.00. The amount left in Purchase Order Number 207326 is $7,393.92. The
additional $24,000.00 will cover the disposal costs fees for the remainder of the FY 06-
07.
Financial Impact:
There is no impact to the overall Public Services Department, Integrated Waste
Management Division budget. Funding for this increase is contained in the FY 06/07
budget, Account Number 527-414-5179 (DumplWaste Fees) in the amount of
$24,000.00.
Recommendation:
Adopt resolution.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING AN INCREASE TO ANNUAL PURCHASE
ORDER NUMBER 207326 IN THE AMOUNT OF $24,000.00 BETWEEN THE CITY
OF SAN BERNARDINO AND THE COUNTY OF SAN BERNARDINO SOLID WASTE
MANAGEMENT DIVISION PURSUANT TO 3.04.010B3, OF THE MUNICIPAL CODE
FOR STREET SWEEPING AND STREET DUMPS DISPOSAL FEES.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
WHEREAS, the City entered into a Waste Delivery Agreement with the County
of San Bernardino dated December 16, 1997, which requires the City to utilize the
County landfill; and
WHEREAS, the current purchase order of $89,900.00 has a balance remaining
of $7,393.92; and
WHEREAS, the amount of $24,000.00 is required to meet the costs of street
sweeping and street dumps waste fees for the remainder of the FY 06-07.
SECTION 1. The Mayor and Common Council hereby authorize an increase in
the existing purchase order by an additional $24,000.00.
SECTION 2. This purchase is exempt from the formal contract procedures of
Section 3.04.010 of the Municipal Code, pursuant to Section 3.04.010. B.3 of said
Code.
SECTION 3. Pursuant to the above determinations, the Purchasing Manager is
hereby authorized to increase Purchase Order 207326 to the in the amount of
