SUBJECT
Resolution authorizing the City of San Bernardino Fire Department to extend the
Agreement with Advanced Data Processing, Inc. to provide billing services for EMS and
paramedic membership program fees from July I, 2007 through June 30,2008.
BACKGROUND
Pursuant to the City's bidding process, Advanced Data Processing, Inc. (AD PI) was
awarded an agreement to provide billing services for emergency medical service (EMS)
user fees under request for quote #F 05-008. The agreement was entered into on October
18, 2004 for billing services starting July 1, 2004 and ending June 30, 2007.
The Fire Department is requesting that the agreement entered into with ADPI for EMS
billing services be extended for an additional year as a select source purchase order. This
extension will allow the city the opportunity to review alternative options in operating the
EMS billing service. The Fire Department is trying to identify solutions (restructuring) to
continue the program and increase the revenue collected.

ADPI has agreed to continue under the terms and conditions of the current agreement.
And, has agreed to continue the agreement until a successor contract could be
established. Therefore, the Fire Department is requesting approval to extend the existing
agreement with ADPI for a year, from July I, 2007 through June 30, 2008 (attachment
A). The agreement provides that either party may terminate this agreement by giving not
less than thirty (30) days written notice to the other party of said intent to terminate.
FINANCIAL IMPACT
Compensation to ADPI is $17.00 flat fee per account that is forwarded to them for EMS
user fee billing and $2.50 per account for the membership program. Funding in the
amount of$150,000 is included in the Fire Department FY 2007-2008 budget for billing
services. Funding is available in account number 001-201-5505 (Other Professional
Services).
RECOMMENDATION

attached as Attachment A, and authorize the City Manager to execute said letter agreement.

Notice of Acceptance-Advanced Data Processing, Inc. Contract Extension
This letter shall serve as notification that the October 19, 2004, Services Agreement Between
City of San Bernardino and Advanced Data Processing, Inc. For First Responder, Paramedic
Membership Program & Related Professional Services, as amended on May 18, 2006, ("the
Agreement") has been extended for one additional year. Accordingly, the Agreement is
amended as follows:
Item #1 - Paragraph 3 of the Agreement is amended to extend the Time of Performance one
year, through and including June 30, 2008.
Item #2 - All other provisions of the Agreement not in conflict with this renewal shall remain the
same.
