BACKGROUND
Former Norton Air Force Base and the surrounding Alliance California Specific Plan area have
been under the purview of the San Bernardino International Airport Authority (SBIAA) and the
Inland Valley Development Agency(NDA) since 1994. The IVDA and SBIA.A have been
successful in attracting reputable, quality businesses to the area and the NDA improved
Tippecanoe Avenue between 3rd Street and Mill Street and opened it up to public use. However,
because of the configuration of the former base and the layout of the runway, many sites within
the boundaries of the Airport and specific plan area are not readily visible or accessible.
The IVDA/SBIAA are requesting an amendment to the Development Code to allow a program of
0,ww► off-site business identification and directional signage within the Alliance California Specific
Plan and the Airport areas. The signage would be limited to identification of businesses located
in either area.
At its meeting on May 22, 2007, the Planning Commission recommended approval of
Development Code Amendment No. 07-02. Commissioners Dailey, Mulvihill, Munoz, Rawls,
and Sauerbrun voted in support of the motion and Commissioners Coute, Durr, Hawkins,
Heasley, and Longville were absent.
FINANCIAL IMPACT
None. The applicant paid the filing fees for the Development Code Amendment.
RECOMMENDATION
That the hearing be closed and said ordinance be laid over for final adoption.

Specifically, the proposed amendment shall modify the following:

REQUEST AND LOCATION
The Inland Valley Development Agency and San Bernardino International Airport Authority are
requesting an amendment to the Development Code to allow off-site business and tenant
I dentification signage w ithin the "A," Airport District and San Bernardino Alliance California
Specific Plan areas and add "A", Airport District to Section 19.22.150, Table 022.01 to establish
standards for signage in the "A" district, consistent with existing standards for commercial and
industrial districts. Attachment A shows the airport area and specific plan area and the proposed
signage language is included in Attachment B.
BACKGROUND
In 1995, the Mayor and Common Council amended the General Plan and Development Code to
establish the "A", Airport District for the airport and related areas at San Bernardino International
Airport. The San Bernardino International Airport is under the ownership and operational control of
the San Bernardino International Airport Authority (SBIAA).
The Mayor and Common Council adopted the San Bernardino International Trade Center Specific
Plan and amended the General Plan to incorporate the Specific Plan in 1996. The SBITC SP includes
the non-airport portions of former Norton Air Force Base that were conveyed to the Inland Valley
Development Agency (IVDA) for economic development purposes. The SBITC SP has been
amended various times over the years. Staff is currently processing Specific Plan Amendment No.
06-03 to incorporate various modifications and to change the name to "San Bernardino Alliance
California Specific Plan."
FINDINGS AND ANALYSIS — DEVELOPMENT CODE A-MENDMENT
I. Is the proposed anretrchutnt consistent with the General Platt.,
The San Bernardino International Airport and Trade Center are identified as a strategic area and
the General Plan identifies six strategies that emphasize the importance of both areas. Goal 2.3
states, "Create and enhance dynamic, recognizable places for San Bernardino's residents,
employees, and visitors."
.Allowing off-site business and tenant identification signage within the Airport District and San
Bernardino Alliance California Specific Plan areas will help to enhance the identity of those
areas. Strategic placement of off-site signs will facilitate way finding, especially to businesses
located on the airport property.
Goal 5.3 states, "Recognize unique features in individual districts and neighborhoods and
develop a program to create unifying design themes to identify areas throughout the City."
Establishing a sign program will ensure that a unifying design theme is used throughout the San
Bernardino International Airport and Specific Plan areas.

The proposed amendment will not be detrimental to the public interest, health. safety,
convenience, or welfare of the City. It provides for unified signage that will enhance the San
Bernardino International :airport and San Bernardino Alliance California Specific Plan areas and
prevent an overproliferation of signage.
CONCLUSION
The proposal meets all necessary Findings of Fact for approval of the Development Code
:amendment.
RECOMMENDATION
Staff recommends the Planning Commission recommend that the :Mayor and Common Council
approve Development Code Amendment No. 07-0' based on the Findings of Fact in this staff report.

19
20 or effectiveness of any of the remaining provisions of this Ordinance. or any part thereof,
21 or any application thereof to any person or circumstance or of said provision as applied to
22 any other person or circumstance. It is hereby declared to be the legislative intent of the
23 City that this Ordinance would have been adopted had such unconstitutional. invalid. or
