Synopsis of Previous Council action:
1/23/92 -- As part of budget reductions in City Administrator's
office, position of Rideshare Coordinator was
eliminated.
Recommended motion:

That the City Administrator be authorized to enter into a
contractual agreement to hire a Rideshare Coordinator with
$3000 of the annual salary of $20,800 to be borne by the
Economic Development Agency.

As part of the budget reductions adopted by the Council, the city
Administrator's office eliminated one part-time Rideshare
Coordinator's position. Since that time, two additional funding
alternatives have been identified.
The first source is partial support of this Coordinator's position
by the Economic Development Agency. The Air Quality Management
District (AQMD) requires that public and private agencies prepare
a trip reduction plan, as directed by Regulation XV. The City's
part-time Rideshare Coordinator has been developing the required
Trip Reduction Plan for EDA for the past two years. It is
recommended that the Economic Development Agency pay a portion of
the Coordinator's salary in the amount of $3,000 to continue to
develop and implement the Trip Reduction Plan for the Economic
Development Agency.
The second source is revenue from AB2766, which is funding from an
increase in vehicle registration fees specifically designated to
fund vehicle trip reduction measures. The City has begun to
receive the revenue, which is estimated to be $104,000 for FY
1991/92. The remainder of the annual personnel costs for the
Rideshare Coordinator, which is $17,800 annually, can be funded
from this source.
. RECOMMENDATION
It is recommended that the Mayor and Common Council authorize the
city Administrator to enter into a contractual agreement to hire a
Rideshare Coordinator, and that the Economic Development Agency pay
a portion of the annual salary, in the amount of $3,000.

KASTER SERVICES AGREEMENT
(Rideshare Coordinator)
through the city Administrator, is prepared to provide
assistance, as required by the Air Quality Management
to employees of the Economic Development Agency. The
is a list of services that can be provided:
Develop, update, and implement a Trip Reduction Plan, and
all other Air Quality Management District (AQMD)
Regulation XV requirements.
Promote the Trip Reduction Plan and rideshare activities
with EDA employees, and track and document employee
rideshare participation.
Network with AQMD and attend all necessary training,
meetings, and workshops as required by AQMD.
At the commencement of the term of this agreement, Agency shall pay
City an amount of $3,000 upon receipt of a statement prepared by
the Finance Department upon submittal of a billing advice by the
City Administrator.
