He feels that it is essential the Deparbnent be in a position to dem:mstrate to potential develqlerS that there is a deman:l for the renovated theatre, or to specify feasible alternative uses. To a lesser degree, Mr. Donaldscm has the same oancerns aJ:x:ut the retail ani office portions of the b.1ildin;J. It is staff's opinion that issuance of a RFP with the current J1l1l11her of unknown elements l<<lUld result in a failure to attract qualified deve1qlerS.
