to retain Milford Wayne Dalaldscm, an experieooed historical architect, to
assist in the preparation of a Request for ~ls (RFP). '!he primary c:bjec-
tive of the RFP in-uo.=oS 1rIOO1d be to identify a deve1qler capable of restoring
the structure ani retuming it to use in the Central Rlsiness District. Mr.
Dalaldscm is currently ccniuc:ting the City's Historical SUrvey ani has extensive
experience in the renovation ani revitalization of historical areas, SI.lCh as the
gaslanp quarter in San Diego.

pad........t staff, have met with Mr. Dalaldscm. It was Mr. Dalaldscm's opinion
that to issue a RFP which does not provide detailed infonoation 1rIOO1d result in

Mr. Dalaldscm I s primary oorx:em is the theatre portion of the b.ti.1din;J. He
feels that it is essential the Deparbnent be in a position to dem:mstrate to
potential develqlerS that there is a deman:l for the renovated theatre, or to
specify feasible alternative uses. To a lesser degree, Mr. Donaldscm has the
same oancerns aJ:x:ut the retail ani office portions of the b.1ildin;J. It is
staff's opinion that issuance of a RFP with the current J1l1l11her of unknown
elements l<<lUld result in a failure to attract qualified deve1qlerS. It 1rIOO1d be
