Synopsis of Previous Council action:
08-20-90 .'- Approval for acquisition of land north of 7th Street, west of
Waterman Avenue for Pioneer Memorial Cemetery expansion.
Recommended motion:
1. That the Negative Declaration for Public Works Project No. 90-39,
Installation of a storm drain in an existing ditch on the grounds of
Pioneer Cemetery, located at the northeast corner of Sierra Way and
7th Street, be adopted.
2. That a finding be made that the installation of a storm drain in an
existing ditch on the grounds of Pioneer Cemetery, located at the NE
Corner of Sierra Way and 7th Street, is consistent with the Utilities
Element of the General Plan.

STAFF REPpRT
The Negative Declaration for Public Works Project No.
90-39 was recommended for adoption by the Environmental Review
Committee at its meeting of 11-8-90.
A 21-day public review period was afforded from 11-15-90
through 12-5-90.
Comments were received from Lester Ross, of the
Archaeological Information Center at the San Bernardino County
Museum, concerning possible cultural or archaeological artifacts
that might be disturbed by this project. A review of his
comments by City staff concluded that no cultural or
archaeological review is needed prior to installation of the
storm drain (See attached memorandum from Planning and Building
Services) .
We recommend that the Negative Declaration be adopted
and a finding made that the project is consistent with the
Utilities Element of the General Plan.

ordinance of the City of San Bernardino adding Chapter
19.23 to regulate the construction and operation of
convenience stores.
CONDITIONAL USE PERMIT NO. 90-64 To convert an
existing 19,000 square foot retail building into a Blood
Donor Center and expand an adjoining commercial building
to 23,100 square feet for auxiliary offices on a 3.15
acre site located on the north side of Orange Show Road,
approximately 440 feet west of Arrowhead Avenue. The
subject site is within the CG-l, Commercial General,
General Plan land use designation.

c. DISCUSSION OP ENVIRONMENTAL EVALUATION AND MITIGATION MEASURES
1a. The storm drain is proposed to be installed inside an open
ditch that will subsequently be covered with soil. This will
require the import of approximatelY 20,000 cubic yards
of fill, which will be imported from the excess soil
excavated durinq the Southern California Edison utility
underqroundinq project on Waterman Avenue. The followinq
mitiqation measures shall apply:
_ A truck haulinq route shall be filed with and approved by
the city Public services Department.
_ schedulinq of dates and times of import shall be approved
by the Public services Department.
_ compliance with city Codes reqardinq dust control and noise
attenuation shall be required.
If. The proposal will result in the fillinq in of an approximate-
ly 660-foot lonq, unlined drainaqe ditch. The installation of
the storm drain will replace the function of the ditch and do
so in a more efficient and safe manner.
lq. The project area is located within a liquefaction zone.
Because the project is not subject to Ordinance MC-676, a
liquefaction report is.not required. If a major earthquake
was to occur, the water line could rupture and discharqe
into the qround. Because of the relatively small potential
maqnitude of such a spill, the resultant environmental
impact would be minimal.
3b. The installation of a storm drain will alter the flow of
flood waters. However, the intent and desiqn of a storm drain
is to reduce the potential damaqe due to floodinq
throuqh the redirection of flood waters. Therefore, no
neqative impacts will result from the alteration of the
course or flow of flood waters.
5b. ourinq construction, exterior noise levels are expected to
exceed 65 dB. Since the increase in noise levels will be
temporary, and because the hours of construction activity
will be limited by Municipal Code Section 8.54, the impact is
not considered to be siqnificant.
13a. Accordinq to the Technical Backqround Report (TBR) of the
city of San Bernardino General Plan, the subject property
lies within the city's Urban Archeoloqical District, which is
predominantly an area of concern for historical archeoloqical
resources of 19th century San Bernardino. If there are any
cultural or archeoloqical artifacts located on the project

site, they will not be disturbed for the following reasons:
1. The soils to be covered will not suffer serious
compaction--a soft, or "powder puff" compaction technique
will be used because heavy compaction would dislocate the
pipes that are being placed;
2. The covering soils, extracted from Waterman Avenue, will
not be chemically active; and
3. Any erosion currently under way on the project site will
be arrested through the filling of the unlined ditch and
the hydro-seeding of the new surface.

Information Center.
Conduct an archival search for information on historic resources.
Pertinent records might include original General Land Office plats and
surveyors' fieldnotes on file at the County of San Bernardino Office of
Surveyor; property ownership records on file with the County of San
Bernardino Assessor and the Bureau of Land Management, Riverside
office; and Sanborn maps on file at CSU Northridge.
