Racommanded motion:
That Change Order No. One to the contract with Cornish Construc-
tion, for the construction of a storm drain in Redlands
Boulevard, from Hunts Lane to Waterman Avenue, in accordance with
Plan No. 8072, be approved, to direct the Contractor to install
455 feet of 8-inch sewer main, for an increase in the contract
price not to exceed $19,500.00: from $330,000.00 to $349,500.00.

The plans for the installation of a storm drain in
Redlands Boulevard, from Hunts Lane to Waterman Avenue, show a
conflict with an existing sewer lateral. This lateral serves a
business on the south side of Redlands Boulevard, and is located
about 400 feet east of Hunts Lane.
The Contractor is required by the plans and specifica-
tions to re-install the lateral to cross over the new storm
drain, or under in an inverted siphon, depending upon the actual
relative elevations determined during construction. During con-
struction, a second lateral was found, that was not shown on the
plans. This omission was due to the fact that this lateral is
not included in our records.
These laterals serve the Motel 6 and Country Hoe Down
Restaurant. Both of these businesses are experiencing sewer
problems, consisting of odors due to low velocity of flow in
their laterals. This condition is a result of the sewer
interceptor flowing at or near pressurized conditions.
Additional sewer capacity is, therefore, needed to accommodate
the sewage flow in the 21-inch sewer interceptor in Redlands
Boulevard.
After excavating the liiterals and ascertaining their
exact elevation, in relation to the storm drain, it was dis-
covered that the laterals would have to be re-installed for a
considerable distance on the properties served. permission to
work on these parcels would be required from the property
owners, which might be difficult to obtain (due to the resulting
disturbance to their business operations).
The best method. of maintaining sewer service to these
two businesses would be to install a relief sewer from the 12-
inch main in Hunts Lane, as shown on the attached map. This
relief sewer could be extended to the east in order to serve the
properties south of Redlands Boulevard, and thereby relieve the
21-inch intercepting sewer.
Change Order No. One will authorize the Contractor to
install 455 lineal feet of 8-inch sewer main in Redlands Boule-
vard, on a time and material basis. The work is to be done in
accordance with Section 3-3 of the Standard Specifications, at a
cost not to exceed $19,500, which includes a credit of $500.00
for eliminating Bid Item 21 for reconstructing one sewer
lateral.
The alternative to installing this relief sewer is to
have the Contractor install an inverted siphon for the sewer
lateral shown on the plans, and issue a change order to
authorize this same work for the lateral not shown on the plans.
The estimated cost for a siphon is $500.00.

The total estimated project cost, based upon the actual
low bid price, included an amount of $55,000, for contingencies,
which could be used to finance the cost for this change order.
We feel the appropriate way to maintain sewer service to
these two properties is by installation of a relief sewer.
Therefore, we recommend that Contract Change Order No. One be
approved.

extra work:
1. Construct, complete and in-place, 455 :!: L.F. 8" sewer in
Redlands Boulevard, a manhole tie-in at the existing 12" sewer
main in Hunts Lane, and 2 lateral tie-ins, as directed by the
Engineer. This work shall be performed in accordance with the
Project Specifications, and shall be paid by force account in
accordance with Section 3-3 of the Standard Specifications. The
total cost shall not exceed $20,000.00.
