MOTION: That the Community Development Commission authorize an amount not to exceed $50,000
for security services at 699 and 715 North Arrowhead Avenue for the Office of Hearings &
Appeals, and authorize the Acting Director to select a private security company and execute a
contract with the to-be-selected security company, based on the receipt of qualified bids, in an
amount not to exceed $50,000 for a one-year time perio4, and that the Agency budget be
increased accordingly. d

STAFF REPORT
Security Services - Office of Hearin!!s & Anneals
As part of the incentive package presented to the U. S. Bankruptcy Court encouraging their retention
and/or relocation within the City of San Bernardino, private security services were provided by the
City of San Bernardino Economic Development Agency. On December 5, 1994, the Community
Development Commission discontinued the security services in light of the Court's decision to reject
the San Bernardino incentive package. Recently, staff was contacted by the Office of Hearings &
Appeals (OHA) of the Social Security Administration (SSA) regarding the impact this action had on
their operation. The OHA are major tenants leasing space at 699 and 715 North Arrowhead Avenue.
The offices presently contain ten U. S. Administrative Law Judges and a support staff of 45
employees. The hearing office was originally headquartered solely at 699 North Arrowhead Avenue;
however, due to growing caseloads and expanding staff levels, significant additional space was leased
across the street at 715 North Arrowhead Avenue. In addition, it is anticipated the OHA will further
expand their office space to accommodate an additional 12 judges and support staff of 56 employees
within the next year.
The OHA has expressed interest in remaining in downtown. Their jurisdiction extends over both
San Bernardino and Riverside Counties. The hearing office holds an average of30 administrative
hearings per day. Hearings are attended by attorneys, claimants and supporting witnesses.
Approximately 200 people are drawn to the hearing office per day. The federal Department of
General Services Agency is currently soliciting proposals for locating both the OHA and the SSA into
one building. We are prepared to submit the Pacific Federal Building at 701 North "E" Street as a
viable site.
The OHA is a valuable tenant in downtown San Bernardino and it is important that they remain within
the civic center. Staff recommends hiring a security company to assign one armed guard to patrol
the parking lots at 699 and 715 North Arrowhead Avenue from 5:30 a.m. to 7:00 p.m., five days a
week, to ensure the safety of the OHA judges, employees and clients. The security shall serve as an
interim incentive package while negotiations occur and an ultimate agreement for the sale and/or lease
of an Agency asset is reached.
