STAFF REPORT
Federal EDA Grant Application - Cl\jon Interc,-:pt Sewer
The attached letter from the Economic Development Administration of the U.S. Department of
Commerce is aformal invitation to submit a final application for a grant of $500,000 to assist in
the construction of the Cajon Intercept Sewer. The letter is the result of preliminary information
developed by staffand submitted to EDA for evaluation. The County of San Bernardino is
supporting the City in this application for EDA grant funds.
The sewer project is in Cajon Boulevard and is described by the City's General Plan. The project
will construct an intercept trunk sewer line from approximately Little League Drive to the
Northern boundary of the City limits. This sewer will allow development to proceed in a
significant area of the City that includes the industrial portion ofthe Agency's Northwest Project
Area. The sewer will provide services for residential and business users including, notably, the
development of businesses (and creation of jobs) in connection with the Calmat project in Lytle
Creek. A potential hotel and other business opportunities will be provided for as well.
Total cost of the project is estimated at $1,021,000 which means that the federal grant will supply
approximately 49% of the cost of the project. The remaining local share of the project cost will
come from funds on hand in the City's Sewer Line Construction Fund. The Department of Public
Works suggested this project for consideration in late 1992. Both the Departments of Public
Works and the Department of Planning have been instrumental in developing information during
the pre-application period and are assisting in the preparation of the final grant application.
The invitation signals that the grant request appears likely to be granted. However, the invitation
is not absolute assurance of success and prompt action is necessary to successfully compete
against other applicants. Adoption of the attached resolution will allow the application to be filed
with the Seattle Regional Office of ED A as requested in the letter.
For the above reasons, staff recommends that the form motion be approved to adopt the attached
resolution.

Title I Public Works and Development Facilities Assistance Grant
to the Seattle Regional Office (SRO) of the Economic Development
Administration (EDA). This grant will assist the funding of your
project proposal to construct the Cajon Intercept Sewer, located
in the City of Bernardino, San Bernardino County, California.
The City is authorized to request a $500,000 EDA grant, which is
49 percent of the total estimated project costs of $1,020,987.
The local matching share is $520,987 which will be provided by
appropriation from the City of San Bernardino.
EDA suggests that the City include a voluntary Employment Plan
as a part of the application to help assure that the populations
in the City with the highest levels of unemployment, and those
most impacted by the recent base closures, are linked with the
employment generators which provide the justification for the
Federal financial assistance. David Svendsen, Civil Rights
Officer in the .Seattle Regional Office is available to assist in

A set of application materials is enclosed. Submit the completed
application and supplemental exhibits on or before February 8,
1995, to your Economic Development Representative (EDR), Charles

EDA staff is available to meet with you to discuss the Title I
Public Works application requirements in detail, and review and
comment on application exhibits already prepared. To schedule a

Application processing begins with a thorough initial review by
your Economic Development Representative. If your application is
complete, the EDR will forward it to the SRO Public Works
Division. The Seattle Regional Office ,will conduct another
preliminary review within approximately two weeks of application
receipt and notify you of any deficiencies identified.
The Seattle Regional Office has limited annual authority to
invite public works grant applications. Therefore, our policy
allows 120 days from date of receipt of the application in the
Regional Office to complete all application deficiencies. If you
do not meet this deadline, EDA will deny and return your
application, and consider other proposals.
This invitation to apply for a grant is not an indication EDA
will approve your application. Each year EDA invites
applications which collectively exceed available funds.
Therefore, your project will be in competition for approval with
many other worthwhile projects.
