Honorable Mayor and Members of the City Council

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO REQUESTING THAT THE CITY OF SAN
BERNARDINO'S MUNICIPAL ELECTION BE CONSOLIDATED WITH THE
NOVEMBER 7, 1995, UNIFORM DISTRICT ELECTION LAW (UDEL)
ELECTION CONDUCTED BY THE COUNTY OF SAN BERNARDINO --
February 20, 1995 Council Agenda
BACKGROUND INFORMATION:
On June 2, 1992, the voters of the City of San Bernardino voted to
amend City Charter Section 10 to change the dates of the City's
primary election from March of odd-numbered years to November of
odd-numbered years and the general election dates from May to the
following February.
The primary reason advanced for the change was the fact that by
changing our election dates we would be in a position to request a
consolidation with the County's UDEL election and thereby save
considerable funds by not having to conduct a stand-alone election.
Although a resolution requesting consolidation must be filed at
least 88 days prior to the date of the election, I believe it's
best to submit this resolution as soon as possible so that we can
proceed with planning for the November election. If at a later
date the Mayor and Council decide to have charter amendments placed
on the November ballot, we can submit another resolution to address
those issues.
Nomination .papers will be issued by the City Clerk's Office;
however, the County of Registrar of Voters Office will designate
polling places; issue absentee ballots; conduct the election; tally
votes and conduct the canvass.
City Offices up for election in November are: Council seats in the
Third, Fifth, Sixth and Seventh Wards; City Attorney; City Clerk;
and City Treasurer. The nomination period opens Monday, July 17,
1995 and closes Friday, August 11, 1995.
Recommend adopting form motion.

-------------------------------------------------------------------
I request that item #30 on today's agenda be continued until April
3, 1995. Agenda item #30 concerns a Resolution requesting that the
City's municipal election be consolidated with the County's
November 7, 1995 election.
The Registrar of Voters has not had sufficient opportunity to
review the resolution and has requested that this matter be
continued.
The Resolution must be adopted at least 88 days prior to the
November 7 election; therefore, we do have ample time to bring this
back for your consideration and adoption.
Thank you for your consideration of this request.
