STAFF REPORT
The California Integrated Waste Management Act of 1989 (AB 939) requires each county to use
a Solid Waste Advisory Task Force (SW ATF) for regional cooperation in solid waste
management. County's SW A TF is comprised of one elected official from each city as delegates,
with alternates appointed by city action. The City currently has Councilwoman Norine Miller
serving as delegate, and Superintendent of Sanitation Kevin Barnes serving as alternate. Mr.
Barnes is no longer an employee of the City, and a new alternate will need to be appointed.
The Recycling Coordinator ordinarily follows trends in solid waste management, formulates
programs, represents the City on SWATF committees, and provides staff support for City
leaders on solid waste management issues. .
Staff recommends appointing the Recycling Coordinator as an alternate delegate to the SW A TF.
