Staff Report
SUBJECT:
Resolution authorizing the execution of a purchase order to Crest Chevrolet for the
purchase of two (2) 2003 15-Passenger Express Vans to be utilized by the Public
Services Street Division.
BACKGROUND:
Currently, the Public Services Street Division Special Projects crews are utilizing Unit
#1550, a 1988 Ford E350 passenger van with 96,000 miles of service and Unit #1551, a
1989 Ford E350 passenger van with 99,000 miles of service. These vehicles average
approximately 8,000 to 10,000 miles annually and will be well over 100,000 miles of
service by the time the new units are delivered. The vehicles to be replaced are
considered an economic burden to maintain in the current capacities. The cost to
maintain a vehicle increases with age, use and mileage; and most repair parts are no
longer available for vehicles of this age.
It is recommended these vehicles be replaced while they are still in working condition
and able to be placed in surplus for auction. At one time unit #1550 was assigned to
the Fleet carpool, and when unit #1600 became inoperable it was turned in for surplus
and #1550 was reassigned to the Street Division. In the early stages of the vehicle
replacement schedule the possibility of reassigning either Unit #1551 or #1550 to the
carpool when the new units arrived, however, due to the age and condition of the units,
it is no longer feasible. The fleet carpool has a passenger van at this time.
Both vehicles were listed in the Vehicle Replacement Schedule for Fiscal Year 2001/
2002. This purchase started out as a piggyback purchase on the County of San
Bernardino bid with a local dealer. When the local dealer, Moss Brothers Dodge, was
contacted after the County's award, the City was informed that 2002 model year vans
were no longer available and would not bid for a 2003 model. Fleet contacted the next
local bidder, Crest Chevrolet of San Bernardino, and was informed that 2002 models
were no longer available. However, using Chevrolet Factory Fleet pricing for a 2003
model, Crest Chevrolet has confirmed a negotiated price of $23,224.00 plus tax
($1,799.86), and $5.00 California tire fee for a total of $25,028.86 for each van
(Attachment 1). Due to these delays, the replacement of Units #1550 and #1551 will be
carried over to Fiscal Year 2002/2003.
FINANCIAL IMPACT:
Funds for the purchase of these vehicles are being carried over to the Vehicle
Replacement Fund, Account No. 635-341-5701, Motor Vehicles, FY2002/2003 budget.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING THE EXECUTION OF A PURCHASE ORDER
TO CREST CHEVROLET FOR THE PURCHASE OF TWO (2) 2003 15-PASSENGER
EXPRESS VANS TO BE UTILIZED BY THE PUBLIC SERVICES STREET DIVISION.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Crest Chevrolet of San Bernardino has proposed a
negotiated purchase of two (2) 2003 15-Passenger Express Vans; pursuant to this
determination the Purchasing Manager is hereby authorized to issue a purchase order
to Crest Chevrolet for said vehicles in the total amount of $50,057.72.
SECTION 2. Such awards shall only be effective upon the issuance of a
purchase order by the Purchasing Manager. The authorization to execute the above
referenced purchase order is rescinded if not issued within sixty (60) days of the
passage of this resolution.
