Approve the submittal and combined $30,000 local match requirement for a grant application for
the Environmental Justice: Context-Sensitive Planning for Communities Program
Background
The California Department of Transportation, Division of Transportation Planning provides
grants (up to $300,000 per grant with a required 10% local match) to promote Environmental
Justice: Context-Sensitive Planning for Communities. Grants will be awarded on a
competitive basis to Metropolitan Planning Organizations, Regional Transportation Planning
Agencies, cities, counties, Native American Tribal Governments, Community-Based
Organizations, universities, transit agencies, and private non-profit organizations. An estimated
$3.0 million in grants will be available for FY 2002/03, pendinl! approval of the final state
budl!et. Proposed projects should have a clear focus on transportation and community
development issues that address the interests of low-income, minority, Native Americans, or any
other underrepresented group.
The City is submitting a grant application for the "Planning for Communities" Program. The
project proposal is designated as the San Bernardino Urban Care Environmental Justice
Enhancement Plan (per attached map).
The San Bernardino Urban Care Environmental Justice Enhancement Plan will encompass
an area bounded by Highland Avenue to the north, Tippecanoe Avenue to the east, 1-10 to the
south, and Herrington A venue to the west and will focus on community revitalization and
economic development with a transportation component. The plan will accomplish these goals
through an intensive and thorough interactive process between governmental agencies and the
numerous existing community and stakeholder groups. The Plan will update and expand upon
the Paseo Las Placitas Plan for the Mt. Vernon Corridor that was completed in 1993, and also
supplement the recently funded Santa Fe Depot Area Plan that will begin later this year.
The Plan will also encompass the County administrative complex, the CAL TRANS District
facilities, the City offices, and the commercial/residential neighborhood that surrounds
Seccombe Lake Park, as well as the other commercial/residential neighborhoods that fall within
the boundaries. The plan will be developed to supplement and expand upon the Downtown
Revitalization Plan currently underway and will focus on civic, community and business
revitalization with emphasis on community based and stakeholder group participation, input, and
interaction.
Staff is requesting $300,000 for the study, with a required 10% local match of $30,000 that
includes in-kind services. Total project cost: $330,000.

Financial Impact
The total estimated local match contribution for the grant application will be $30,000. The
funding is proposed to come from the FY 2002/03 Capital Improvements Program or Measure I
funding. In the event the state approves the grant request, the FY 2002/03 Budget will have to be
amended to allocate/designate funds for this project from the "Economic Development set aside"
established in the Capital Improvement Program.

Project: San Bernardino Urban Care Environmental Justice
Enhancement Plan
OBJECTIVE:
The City of San Bernardino is proposing to hire a professional urban transportation planning
consultant firm to develop a comprehensive land-use plan for the San Bernardino Urban Care
Environmental Justice Enhancement Plan (SBUCEJEP). This unique plan will incorporate
transportation, historic preservation, economic development and housing issues within the project
area, with the goal of implementing realistic strategies that will create a model "livable
community". The Plan will also create needed employment opportunities that will improve the
lifestyles of all ethnic groups in the area.
DISCUSSION:
The SBUCEFEP will encompass an area bounded by Highland A venue to the north, Tippecanoe
A venue to the east, the 1-10 freeway to the south, and Herrington A venue to the west. The Plan
will focus on civic, community, and business revitalization with emphasis on community based
and stakeholder group participation, input, and interaction. The Plan will accomplish these goals
through an intensive and thorough interactive process between governmental agencies and the
numerous existing cornmunity and stakeholder groups. It will also strive to improve the
jobs/housing balance in the community thro'1gh planned improvements in transportation and
targeted development.
