Synopsis of Previous Council Action:
On May 7, 2007, Resolution 2007-143 authorized the purchase of 37 Motorola XTS 2500
portable radios to replace a portion of the Police Department's obsolete Motorola STX 821
radios.
On February 5, 2007, the Mayor and Common Council approved a motion authorizing the
Director of Finance to establish revenue and expenditure budgets for the new Development
Impact Fec (DIF) Funds for FY 2006-2007.
On July 10,2006 Resolution #2006-257 ratified the submittal of the FY 2006 Homeland Security
Grant application and authorized the Police Department to adminiSter the awarded grant funds in
accordance with the grant expenditure plan.
On May 18, 2006 Resolution #2005-125 ratified the submittal of the FY 2005 Homeland
Security Grant application and authorized the Police Department to lldminister the awarded grant
funds in accordance with the grant expenditure plan.

Resolution of the City of San Bernardino authorizing the purchase of 29 Motorola XTS 2500
portable radios from Motorola, Inc.

On June 6, 2007, the County Office of Emergency Services (OES) approved a revision to the
Police Department's FY 2006 Homeland Security Grant to utilize $37,393.13 in residual grant
funding to purchase (12) Motorola XTS 2500 portable radios. Reimbursement for this purchase
must be submitted the County OES by June 30, 2007.
On May 14, 2007, the County Office of Emergency Services approved a revision to the Police
Department's FY 2005 Homeland Security Grant to utilize $3,293:00 in residual grant funding to
purchase (I) additional Motorola XTS 2500 portable radio. Reimbursement for this purchase
must be submitted the County OES by October 18,2007, as all Operational Areas received a
one-year grant extension.
On February 5, 2007, the Mayor and Common Council approved a motion authorizing the
Director of Finance to establish revenue and expenditure budgets for the new Development
Impact Fee (OIF) Funds for FY 2006-2007. The Law Enforcement DIF budget, Account #261-
481-5702, includes $47,200 in funding an additional (16) Motorola XTS2500 portable radios,
chargers, batteries, and software licenses. (Note: the Police Department account # 001-213-5703
will also be used to cover a $658.05 shortage for the purchase of these 16 radios).
On July 10,2006 Resolution #2006-257 ratified the submittal of the FY 2006 Homeland Security
Grant application and authorized the Police Department to administer the awarded grant funds in
accordance with the grant expenditure plan.
On May 18, 2006 Resolution #2005-125 ratified the submittal of the FY 2005 Homeland
Security Grant application and authorized the Police Department to lldminister the awarded grant
funds in accordance with the grant expenditure plan.
The Police Department will purchase 29 Motorola XTS 2500 portable radios at a cost of
$88,544.18 to replace the obsolete Motorola STX 821 model radios within the Police
Department Investigation's radio inventory. Motorola STX radios have been out of production
since 1994 and Motorola no longer manufactures replacement parts for them. Funding will be
derived from 05/06 and 06107 Homeland Security Grant monies (accounts #123-798-5703 and
#123-794-5703), from the Law Enforcement Development Impact Fees (account #261-481-
5702) and from the Police Department general fund (account# 001-213-5703).
The Motorola XTS 2500 portable radio is the current standard 800 MHz radios used by the
Police Department. The City of San Bernardino owns a proprietary Motorola SmartNet radio

backbone. This proprietary system only supports Motorola brand radios. Other alternative
radios will not function on our radio infrastructure. It is recommended that the City ColUlCil
approve a sole source purchase for these proprietary radios under San Bernardino Municipal
Code Section 3.04.01O.B.3 (Purchases approved by the Mayor and Common Council).

RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
PURCHASE OF 29 MOTOROLA XTS 2500 PORTABLE RADIOS FROM
MOTOROLA, INC.
SECTION I. That Motorola Inc. is the sole source provider of 800 MHz radios
supported by the City's radio infrastructure.
SECTION 2. That the Mayor and Common Council authorize the Purchasing
Manager to issue a purchase order for $88,544.18 to Motorola Inc., for the purchase of 29
Motorola XTS 2500 portable radios, pursuant to Quote "SBQUOTE 06-2007 (29)". The
Purchase Order shall reference the nwnber of this resolution and shall read "29 Motorola XTS
2500 portable radios. Motorola Quote SBQUOTE 06-2007 (29). Not to exceed $88,544.18."
SECTION 3. That the Mayor and Common Council authorize an exemption from the
regular bid process in accordance with Section 3.04.010.B.3 of the San Bernardino Municipal
Code for the above purchases.
