OTY OF SAN BERNARDINO - REQUEST FOR COUNOL ACTION
STAFF REPORT
SUBJECT
Resolution of the City of San Bernardino authorizing the City Manager or his designee to
execute the sale of two Kawasaki police motorcycles (as equipped, minus City radios) to the San
Bernardino County Sheriffs Department Emergency Vehicle Operations Center (EVOC) to be
used as training motorcycles for Basic and Instructor Police Motorcycle classes. These
motorcycles are identified as Unit #1005 (VIV #JKAKZCP28ZB5l9662, a 2002 Kawasaki) and
Unit #1006 (VIN #JKAKZCP2XYB5l77l3, a 2000 Kawasaki).
BACKGROUND
The Kawasaki Motorcycle Corporation has recently discontinued production of the Kawasaki
Police KZIOOO motorcycle. The Police Department has begun the transition to the Honda police
equipped STX motorcycle for enforcement use in the City. The Police Department still has six
operable Kawasaki motorcycles in the fleet. One has reached the 50,000+ mile marker and has
been earmarked for replacement. The other five are primarily used for back up in-service motors
and for prospective motor officers to conduct recommended 80 hours of pre-training prior to
enrolling in the Basic Motor School.
It is a rare occasion when more than two officers are available or required for positions as new
motor officers and assigned to pre-training prior to the acceptance to Basic Motor School.
Therefore, it is only necessary to maintain two motorcycles for this training. The additional
three motorcycles would traditionally be sent to auction, grossing $1000.00 or less each. As an
alternative to auction, the City could sell two motorcycles for a nominal fee of $1 each to the
EVOC facility to be used as training motors for their motor schools which will benefit the law
enforcement community as a whole.
FINANCIAL IMPACT
None.
