Resolution of the Mayor and Common Council of the City of San Bernardino establishing the
San Bernardino Ad Hoc Committee for the purpose of planning the celebration of the 200th
anniversary of the founding of San Bernardino.

May 20,2010 will mark the 200th anniversary of the date when Father Dumetz, a Franciscan
missionary, traveled from Mission San Gabriel to establish the fust Spanish mission in the valley
and named the area "San Bernardino" after Saint Bernardine of Sienna, the patron saint of the
day on the Catholic calendar.
The San Bernardino Bicentennial Ad Hoc Committee will be established for planning the
celebration for the 200th anniversary of the founding of San Bernardino. The Committee shall
consists of 12 members, two of whom may be considered "at-large" and not subject to residency
requirement. The Mayor shall nominate five members and each Council member shall nominate
one member.

None at this time.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO ESTABLISHING THE SAN BERNARDINO
BICENTENNIAL AD HOC COMMITTEE FOR THE PURPOSE OF PLANNING
THE CELEBRATION OF THE 200TH ANNIVERSARY OF THE FOUNDING OF
SAN BERNARDINO
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF
THE CITY OF SAN BERNARDINO AS FOLLOWS:
WHEREAS, May 20, 2010 will mark the 200th anniversary of the date when
Father Dumetz, a Franciscan missionary, traveled from Mission San Gabriel to
establish the first Spanish mission in the valley and named the area "San Bernardino"
after Saint Bernardine of Sienna, the patron saint of the day on the Catholic calendar.
SECTION 1. purpose. It is the desire of the Mayor and Common Council
to establish an Ad Hoc Committee for the purpose of celebrating the 200th
anniversary of the founding of San Bernardino.
SECTION 2. Name ofCommission/Members. The Committee formed for
the purpose of celebrating the 200th anniversary of the founding of San Bernardino
shall be called The San Bernardino Bicentennial Ad Hoc Committee and shall
consist of 12 members, two of whom may be considered "at-large" and not subject to
the residency requirement.
The Mayor shall nominate five members who shall serve during and for the
term of the Mayor. Each Council member shall nominate one member who shall
serve during and for the term of the nominating member. The terms ofthe
committee members shall coincide with the term of the nominating Council member
or the Mayor. If a vacancy occurs in the office of the Council member or the Mayor
who originally nominated any member, the applicable term of that member shall

continue until a successor has been appointed. Nomination and appointment of a
replacement member at any time shall terminate the appointment of any member so
replaced, without need for formal removal action.
SECTION 3. Alternate Members. The Mayor shall nominate two alternate
members who shall serve during and for the term of the Mayor. Such alternate
members may attend the meetings of the Ad Hoc Committee and may participate in
the discussions but shall not be considered for the determination of a quorum, unless
a quorum is not otherwise present. When a quorum is not otherwise present, such
alternate member or members shall be counted in the determination of a quorum and
may vote and have all other rights and responsibilities of a member of the Ad Hoc
Committee for that meeting. When any regular member of the Ad Hoc Committee is
not in attendance, but a quorum still exists, the most senior alternate member may
vote on any matter pending before the Ad Hoc Committee and shall have all other
rights and responsibilities of a member of the Ad Hoc Committee for that meeting.
If two or more regular members are not in attendance, then both alternate members
may vote and have such rights and responsibilities.
SECTION 4. Appointment of Members. Each member of the Ad Hoc
Committee, after having been nominated, shall be appointed by the Mayor, with the
approval of the Common Council. Each member shall be and remain a registered
voter within the City and each member of the Ad Hoc Committee nominated by a
Council member shall be and remain a resident of the ward of such Council member

during the term of appointment, except as may be otherwise provided in Section 3.
Members shall serve, without compensation, at the pleasure of the Mayor and
Common Council. Any vacancy shall be filled and appointment shall be made in the
manner herein before set forth as for an original appointment.
SECTION 5. Oath of Office. Prior to undertaking his or her duties as a
member of the Ad Hoc Committee, the member shall subscribe and file his or her
official oath of office with the City Clerk.
SECTION 6. Chairman - Meetings - Absences. The Ad Hoc Committee
shall elect a chairman and a vice-chairman from among its members, and the
chairman and vice-chairman shall serve for a term of one year. The Ad Hoc
Committee shall meet not less than once a month in the City Hall, San Bernardino,
California, or such other place within the City as the Ad Hoc Committee may select.
If a Committee member fails to attend three consecutive regular meetings
without excuse from the chairman, which excuse must be obtained within five
calendar days before or after any meeting date, he or she shall automatically cease to
be a member of the Ad Hoc Committee and the chairman shall notify the former
member and the nominating official of the declared vacancy. The vacant office shall
be filled by nomination and appointment made in the manner of the original
appointment.

Meetings of the San Bernardino Bicentennial Ad Hoc Committee shall be
open to the public and shall be governed by the provisions of the Ralph M. Brown
Act, Sections 54950.5, et seq., California Government Code.
SECTION 7. Quorum. Any seven members in attendance at any meeting
shall constitute a quorum. Except for public hearings (which shall not be conducted
without a quorum), the Ad Hoc Committee may meet in the absence of a quorum as
a committee of the whole, and recommend actions and propose resolutions which, if
ratified at a subsequent meeting of the committee at which a quorum is present, shall
constitute the official action ofthe Committee.
SECTION 8. MonthlvlYearlv Reports. The Committee is required to
submit to the City Manager a monthly report of its activities. The report to the City
Manager is due on the 10th day of each month, until such time as the Committee is
disbanded. In addition, beginning with the first Council meeting in January 2008,
the Committee is required to submit an annual report to the Mayor and Common
Council noting its activities and plans for the celebration of the 200th anniversary of
the founding of San Bernardino. Such annual reports will be submitted in
subsequent years at the first Council meeting in January until such time as the Ad
Hoc Committee is disbanded.
SECTION 9. Dissolution of the Commission. The San Bernardino
Bicentennial Ad Hoc Committee will exist until such time as the Mayor and
Common Council formally disbands the Committee.
