SUBJECT
Increase the salary for Senior Planner in the Development Services Department.
BACKGROUND
The Development Services Department recently recruited for the position of Senior Planner.
As a result of the recruitment, there were only two qualified candidates for the position. This
is not a sufficient number of candidates from which to choose a qualified employee. The
recruitment was opened again on September 25, 2000 in order to try and attract more
candidates.
Staff has reviewed compensation for comparable positions in other agencies and has found
that there is discernable difference in pay for Senior Planners employed by the City of San
Bernardino. During our recent recruitment for this position there were five other active
recruitments in other cities. The average pay for the top step in these five cities was $5,804
per month. The current top step for the City's position is $4,965 per month or a 16.9%
difference in pay.
The duties and responsibilities of the Senior Planner are such that higher compensation is
expected. As it currently stands, other public agencies will attract most, if not all, qualified
candidates that are applying for public planning positions. A higher salary, as well as the
benefits that are offered to City employees, will provide a better pool of candidates.
The City is in the process of a classification and compensation study. The compensation
results of this study should be in by the end of October. However, it is necessary to make an
adjustment to the Senior Planner's salary at this time given the need to fill the position. Staff
is recommending a 12.5% increase in salary. The salary for the position will be re-evaluated
once the study results are received.

The total salary and benefits will increase by approximately $12,800 annually. Cost for the
remainder of FY 2000-01 will be approximately $6,400. It is anticipated that the position will
remain vacant until January 1, 2001, which will result in approximately $7,100 in salary
savings, which will offset the cost for this fiscal year. The cost for subsequent years will
require an increase in the departmental budget.
RECOMMENDATION
3. Increase the salary for the Senior Planner position to Range 2472, $4,674-$5,681.
4. Direct the Human Resources Department to update Resolution 6413, Section eleven,
to reflect this change.
