ECONOMIC DEVELOPMENT AGENCY STAFF REPORT Neiehborhood Housinl! Services Of The Inland Emuire. Inc. (NHS) Homeownershiu Center Located At 1400 North "D" Street- San Bernardino BACKGROUND Under contract with the Agency, for the past two (2) years, Neighborhood Housing Services of the Inland Empire, Inc., (NHS) has been providing education for homebuyers participating in the Agency's Mortgage Assistance Program (MAP), the ARR Program and for City of San Bernardino homebuyers at large. Due to the large homebuyer education demand, NHS has outgrown their current space at 1390 North "D" Street and has acquired the properties located at 1400 North D Street and 414 W. 14th Street (the "Properties") for development and operation of a new Homeownership Center. The Center would give NHS an opportunity to expand their operations in the area of promoting homeownership and it would provide classroom and counseling offices for new homebuyers (see attached letter from NHS dated August 8,2000). CURRENT ISSUE NHS purchased the Properties in July 99 and March 2000 and had high expectations of completing the Center by December 1999. However, since that time, they have encountered a series of delays and unforeseen problems. First, they had to clear a number of encumbrances on the 14th Street property, which will be used for parking for the Center and then they had to file with the City a lot merger, finally completed in June 2000. Consequently, these delays have resulted in increased cost and have extended the completion date of the Center to about December 2000. As such, NHS is seeking assistance from the Agency in order to make up any financial shortfalls. Their total development costs equate to approximately $392,000 and they have received tentative commitments and grants from various lenders of approximately $345,000. However, all of these commitments are merely estimates and are inadequate to complete the project at this time, thus, NHS needs financial assistance from the Agency. Therefore, staff is recommending a $60,000 HOME CHDO Grant for NHS. Because NHS is one of the only few San Bernardino Community Development Housing Organizations (CHDO), as defined by U.S. Department of Housing and Urban Development (HUD), the Agency is able to provide funding to NHS from its HOME CHDO administration fund. Under the HOME federal regulations, the Agency is allowed to use up to 5% of its annual HOME grant of approximately $1.7 million to help qualified CHDO's with funds for capacity building and expansion of housing operations, etc. GVO:MP:lag:1O-16-00 Homeownership Center COMMISSION MEETING AGENDA Meeting Date: 10/16/2000 Agenda Item Number: R~o f' " . Economic Development Agency Staff Report October 3, 2000 NHS Homeownership Page Number -2- Therefore, staff recommends that the Commission authorize approval of the agreement and the expenditure of funds. FISCAL IMPACT The HOME Grant for fiscal year 2000-2001 is $1,774,000, of which up to five (5) percent of these funds may be used for administration and operations of qualified CHDO's. The proposed NHS Agreement and appropriation of $60,000 will be paid from this CHDO category.
