Background: The Code Compliance Department was created in December of 1996 to consolidate functions related to improving the appearance of properties within the City of San Bernardino. The Department is currently divided into areas that correspond with the Police Department's Problem Oriented Policing ("POP") Areas, designated as Areas A-E. Each Area is divided further into 3 smaller Areas and are staffed with either a Supervising or Senior Code Officer and Code Officer II's. The Department also has two (2) Code Compliance Officer I's whose sole responsibility is abandoned vehicle abatements, covering the entire City. The Code Compliance Department has typically divided their enforcement Areas to reflect the Police Department's Areas. The Mayor and Common Council recently approved the Department's hiring of 4 new Code Compliance Officer II's, which has been completed. In order to complement the Police Department's Beat Plan, the Department is recommending that the 2 Officer I positions be reclassified to Officer II's. In doing so, each of the Officers will now be responsible for vehicle abatements in their assigned Areas rather than having 2 dedicated Officer I's providing vehicle abatements for the entire City. Supervisory and Management staff will be meeting with Council members to discuss code enforcement priorities and concerns in their wards respectively(tentatively scheduled the week of June 11, 2007). Financial Impact: This action will reclassify 2 positions from Code Compliance Officer I, Range 1384, $3,013- $3,663 per month to Code Compliance Officer II, Range 1412, $3,465-$4,212 per month. Employees will be placed at the step closest to a 5% increase in the new classification of Code Compliance Officer II. Annual salary and benefit cost is approximately$5,500. The department will absorb the cost of approximately$1,400 for fiscal year 2006/2007. Future salary and benefits cost will be included in the department's annual budget. Recommendation: 1. Specifications are not intended to reflect all duties performed within the job. SUMMARY DESCRIPTION Under supervision,performs technical office and field work associated with the enforcement of municipal and other related codes, including zoning, land use, housing, litter, sanitation, vehicle abatement and public nuisance code provisions; performs a variety of clerical tasks in support of assigned area of responsibility; and performs related work as assigned. ORGANIZATIONAL RELATIONSHIPS The Class of Code Compliance Officer I is the entry-level class involved in the enforcement of City codes. Incumbents are expected to progress to the working level of the Code Compliance Officer II class after successful completion of an on-the-job training program. Supervision is received from a Code Compliance Officer II or other supervisory classes within the department. REPRESENTATIVE DUTIES The following duties are typical for positions in this classification. Any single position may not perform all of these duties and/or may perform similar related duties not listed here: 1. Provides courteous and expeditious customer service to the general public and City department staffs. 2. Ensures compliance with City codes and ordinances which pertain to such areas as nuisance, zoning, substandard housing, health, sanitation and vehicle abatement; receives and investigates complaints, and surveys the City for possible code and ordinance violations; explains ordinances to citizens and works with citizens to gain voluntary compliance to applicable codes and ordinances. 3. Inspects dwellings, buildings, businesses, commercial properties and building construction projects for violations of applicable City ordinances and codes; reports irregular or suspicious circumstances to the Police Department;prepares reports and letters regarding related ordinance and code violations; reviews grant deeds and tract maps to ascertain property ownership; maintains logs and applicable records. 4. Issues, when required, citations and directives to offending parties outlining or describing steps for compliance; requests, with supervisor's approval, assistance from other departments and outside agencies as necessary; refers cases for possible prosecution to supervisory personnel; provides court testimony as needed. 5. Performs a variety of clerical duties including typing, proofreading and word processing a variety of correspondence, letters, forms and documents; files and retrieves materials from established filing systems; answers and responds to citizens calls; schedules appointments with citizens and city staff, copies, collates, and staples a variety of materials. 6. Operates a variety of office equipment, such as a typewriter, calculator, computer terminal, and specialized office equipment of the assigned unit. 7. Attends and participates in meetings; stays abreast of new trends and innovations in the field of code enforcement. 8. Routinely adheres to and maintains a positive attitude towards City and department goals. 9. Performs related work as required. Minimum Oualifications: Graduation from high school or GED equivalent, and experience which demonstrates the ability to perform the duties of the position. Familiarity with municipal codes, ordinances and the issuance of citations is highly desirable. Successful completion of the PC-832 course is required within 12 I months after appointment. License or Certificate: Possession of a valid Class "C"California driver's license.
