Subject:
Resolution awarding a contract to New West Signal for the Traffic Signal at Mill Street and Doolittle
Drive (TC06-01), per Project Plan No. 11330, and authorization for the Director of Finance to amend
the FY 2006/07 Budget.
Background:
On August 7, 2006, the Mayor and Common Council allocated funds, as part of the FY 2006/07
Capital Improvement Program (CIP) for Mill Street and Doolittle Drive Traffic Signal (TC06-01).
This. project consists of the following:
I. Removal of existing sidewalk and curb.
2. Installation of traffic signal.
3. Construction of concrete sidewalk and ADA ramps.
4. Painting of new striping.
5. Replacement of signs and delineators.
The purpose of the project is to provide convenient ingress and egress to Doolittle Drive for the new
warehouse distribution facility recently completed by Catellus Land and Development Corporation
(Catellus) on Doolittle Drive north of Mill Street. As a condition of approval for the project, Catellus
was required to contribute $74,000 toward the cost of a traffic signal at the intersection of Mill Street
and Doolittle Drive. The County buildings and the Salvation Army also benefit from the signal;
however, they are existing uses and their fair share is not recoverable at this time. Therefore, Catellus
was only required to pay its proportionate fair share of the cost of the signal and the City, using its
traffic systems fund, agreed to pay the difference of approximately $150,100. Since the majority of the
cost is being borne by the City, it was agreed that the City would take the lead and construct the signal
as part of its FY 2006/07 ClP.
Catellus also contributed $432,677 toward the cost of undergrounding overhead lines along the north
side of Mill Street adjacent to its project. Bids for the undergrounding project (SS07-18) were
received on May 8, 2007 and work on the undergrounding is expected to start in early July of 2007,
concurrent with the start of construction on the new traffic signal. .
The plans and specifications for this project were completed and the project was opened to public
bidding on March 16, 2007. The project was advertised locally in the San Bernardino County Sun
Newspaper, F. W. Dodge, Construction Bid Board, High Desert Plan Room, San Diego Daily
Transcript, Sub-Hub Online Plan Room. Reed Construction Data, Bid America Online, Construction
Bid Source, Bid Ocean, the City's web sites, and with the San Bernardino Area Chamber of
Commerce.

Based on review of the sealed competitive bids received, staff has determined New West Signal of
Fontana of Riverside, the apparent low bidder, has met the minimum requirements of the specifications
and bid guidelines; and, therefore, recommends that the Mayor and Common Council award the
referenced contract to New West Signal.
The estimated project costs are as follows:
$ 153,191.80
$ 24,100.00
$ 22,978.77
$ 23,829.43
$ 224,100.00
If approved, this project is expected to begin construction in late June or early July of 2007 and be
completed by December of2007.
Financial Impact:
Approximately $148,200 has been budgeted in Account No. 250-370-5504-7656 (TC06-01) "Mill
Street and Doolittle Drive Traffic Signals", which includes $74,000 in fair share contribution from
Catellus Land and Development Corporation. Based on the total project cost of $224, I 00, a shortfall
of $75,900 exists. To eliminate the shortfall, the FY 06/07 budget is proposed to be adjusted by
transferring funds from three completed projects as indicated in Attachment "I ". After the budget
adjustment, the total funding will be adequate for the project.
Staff is recommending that the budget for this project be supplemented by transferring funds from
three completed traffic signal projects as follows: (TC04-21) "Highland A venue and "E" Street Signal
Upgrade", "5th Street and "F" Street Signal Upgrade" and (TC04-20) "18th Street and "E" Street
Traffic Signal". Sufficient funds will remain in these three projects to cover close out costs.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AWARDING A CONTRACT TO NEW WEST SIGNAL FOR
TRAFFIC SIGNAL AT MILL STREET AND DOOLITTLE DRIVE (TC06-01), PER
PROJECT PLAN NO. 11330, AND AUTHORIZATION FOR THE DIRECTOR OF
FINANCE TO AMEND THE FY 2006/07 BUDGET.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. New West Signal, 14055 Foothill Blvd., Fontana, CA 92335, is the
lowest responsible bidder for Traffic Signal at Mill Street and Doolittle Drive (TC06-0 1), per Project
Plan No. 11330. A contract is awarded accordingly to said bidder in a total amount of
$153,191.80, with a contingency amount of $23,829.43, but such award shall be effective only
upon being fully executed by both parties. All other bids, therefore, are hereby rejected. The
City Manager is hereby authorized and directed to execute said contract on behalf of the City; a
copy of the contract is on file in the office of the City Clerk and incorporated herein by
reference as fully as though set forth at length.
SECTION 2. This contract and any amendment or modifications thereto shall not take
effect or become operative until fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No oral agreements, amendments,
modifications or waivers are intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it
within sixty (60) days of passage of the resolution.
