CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
Staff Report
Subject:
Resolution authorizing the submittal of four (4) project applications for FY 2004/ 2005 Hazard
Elimination Safety Program (HES) Funding
Background:
The Transportation Efficiency Act for the 21st Century (TEA-21) of 1998 requires that ten percent of
the apportioned Surface Transportation Program (STP) funds be made available for safety programs
as defined by Section 130- Railway-Highway Crossing Program and Section 152- Hazard
Elimination Program of Title 23, United States Code.
The HES Program provides funds for safety improvements on any public road, any public surface
transportation facility, any publicly owned bicycle or pedestrian pathway or trail, and for any traffic
calming measure. These funds serve to eliminate or reduce the number and severity of traffic
accidents at locations selected for improvement. It is anticipated that District 8 agencies, which
includes Riverside and San Bernardino Counties, may receive a total of $1 ,414,000 to fund their HES
Projects this fiscal cycle.
The City was very successful in last year's HES Program, receiving funding approval for 3 out of 4
projects submitted. There were a total of 415 HES project applications submitted statewide and only
77 received funding approval.
Staff recently presented seven potential HES projects to the City's Grant Ad Hoc Committee for
consideration. Subsequent to their review of the projects, the Committee nominated four projects for
this FY 2004/2005 HES funding cycle. All of the project locations reviewed by the Committee for
safety improvement upgrades were initiated by council, citizen, and/or SBPD requests. The HES
application deadline is October 29, 2002. The projects, which require a 10% local match, are listed
as follows:
Total HES Project Funding Breakdown:
Local Match HES Funds Total Cost
$8,050. $72,450. $80,500.
$11,000. $99,000. $110,000.
$6,875. $61,875. $68,750.
$15.000. $135.000. $150.000.
$40,925. $368,325. $409,250.
. 20'h Street at Arden Avenue: New Pedestrian Signal.
. 30" Street at Valencia Ave.: Traffic Signal Upgrade
. Rialto Ave. at Pepper Ave. : Traffic Signal Upgrade
. Rialto Ave. at Meridian Ave.: New traffic Signal
Financial Impact:
Beginning with the 2003/2004 Federal Fiscal Year (FFY) HES Program Plan, the maximum federal
reimbursement ratio for any HES project will be 90 percent and the maximum federal reimbursement
amount for any project will be $360,000. In accordance with that requirement, the City would be
obligated to allocate local matching funds of $40,925 if all of the projects are awarded. It is
anticipated that the local match would come from the Traffic Systems Construction Fund in the FY
04/05 budget.
