Recommended Motion:
1.
Change the part-time position of Administrative Clerk II in the Police Department to a full-time
position at Range 1312, $2,002-$2,433 per month.
2.
The Director of Finance is authorized to amend the FY 02/03 Crime Free Rental Housing budget
in the Police Department budget to reflect 50% of the added costs coming from the Local Law
Enforcement Block Grant (LLEBG) and 50% costs being paid for from the existing Police
Department General Fund budget.

SUBJECT
Implernent two new Crime Prevention Programs in the Police Department and change the part-
time position of Administrative Clerk II to full-time.
BACKGROUND
The Crime Free Rental Housing Program is looking at expanding to include two new programs:
1) an Apartment Association; and 2) a Crime Free Business Program within the City of San
Bernardino.
Apartment Association
As part of the Beautification Action Team (BAT), a goal was established to form an apartment
association. The notion is the apartment association would enable landlords and property
managers the opportunity to network with one another and to share ideas and information on
managing multihousing units within the City of San Bernardino. The Police Department
anticipates reaching to the multihousing industry to develop a network among the landlords to
assist them in reducing crime while improving the standard of living within their respective
communities.
Crime Free Business Proeram
Another program being established by the Police Department is a Crime Free Business Program,
which also coincides with the Mayor's strategic plan to reduce crime and improve the
beautification of the City of San Bernardino. This program is also meant to establish a network
amongst business owners. Small business owners can participate in a free education and
certification program. This two-phase program will be developed in an effort to reduce crime,
assist small business properties and build a partnership between the Police Department and City
merchants.
As a result of the expansion of the Crime Free Rental Housing Program, the Police Department
is requested that the part-time Administrative Clerk II position be reclassified into a full-time
position. This will provide greater staff support to the Crime Free Rental Housing Program
Project Coordinator by contacting apartment landlords and business owners, as well as handling
the increase in phone calls and mail.
FINANCIAL IMPACT
The financial impact of this expansion will be the conversion of the part-time Admiuistrative
Clerk II position to a full-time position. The estimated costs are:

This full-time Administrative Clerk II position will be funded using fifty percent of the funds
allocated to the Local Law Enforcement Block Grant (LLEBG) and fifty percent from the City's
General Fund. The existing agreement states that any costs associated with the Crime Free
Rental Housing Program are to be equally shared with the City. Therefore, the estimated
increase for FY 2002-03 will be $8,200 with $4,100 coming from the existing police Department
General Fund budget and $4, I 00 from the FY 02/03 Local Law Enforcement Block Grant.
RECOMMENDATION
1. Change the part-time position of Administrative Clerk II in the Police Department to a
full-time position at Range 1312, $2,002-$2,433 per month.

ADMINISTRATIVE CLERK II
Class specifications are intended to present a descriptive list of the range of duties performed by employees in the
class. Specifications are not intended to reflect all duties performed within the job.
SUMMARY DESCRIPTION
Under supervision, to perform varied clerical duties of moderate difficulty involving the use of a variety
of office equipment; to file and maintain records and prepare reports, and perform transcribing duties; to
provide information and assistance to the general public; and perform related work as required.
ORGANIZATIONAL RELA TIONSIDPS
The class of Administrative Clerk II is the intermediate level in the clerical series. Positions are assigned to
various City offices. Supervision is received from professional or supervisory personnel of the assigned
department. Lead supervision may be received from more experienced clerical staff.
REPRESENTATIVE DUTIES
The following duties are typical for positions in this classification. Any single position may not perform all of these
duties and/or may perform similar related duties not listed here:
I. Provides courteous and expeditious customer service to the general public and City department staffs.
2. Types forms, schedules, reports, lists, general correspondence, manuscripts, charts, labels, graphs,
contracts and statistics; types, files, records, computes and maintains sensitive and privileged
information; assembles and prepares materials for mailing; receives, opens, date stamps and
distributes mail.
3. Acts as a receptionist to the public, takes and responds to calls, screens inquires, takes messages,
schedules appointments; answers questions and makes referrals requiring a basic understanding of
policies and procedures of the work unit.
4. Operates a variety of office equipment, such as a typewriter, calculator, computer, transcnptlOn
equipment and specialized office equipment of the assigned unit; transcribes cassette tapes of dictated
correspondence, reports, interviews, legal documents, lists and related materials using a typewriter
and word processing equipment.
5. Files and retrieves materials from established filing systems and develops standard office filing
systems for records storage and retrieval; enters and maintains data into appropriate computer
systems; maintains records, files and books according to established methods and procedures;
maintains records of the unit concerning purchases, budget accounts and inventory; requisitions office
supplies; maintains records of staff attendance and absences.
6. Compiles and tabulates data for reports; performs simple computations for statistical reports and
records; codes and posts data to logs and records and prepares summaries and reports of data;
researches readily available information not requiring interpretive judgment and compiles information
for reports; sorts, alphabetizes, separates, batches al).d distributes forms and reports; proofreads
materials for clerical aCcuracy and spelling; copies, collates, staples and otherwise binds a variety of
materials.
7. Collects fees or payments and prepares receipts; runs errands to the mail room, other City
departments and local agencies; assembles and prepares materials for mailing; types office forms or
memoranda from rough draft, written or oral instructions; composes and types routine
correspondence; examines materials for accuracy and completeness; resolves errors and makes

8. Routinely adheres to and maintains a positive attitude towards City and Department goals; and
performs related work as required.
GENERAL OUALIFICA nONS
Knowledl!e of:
Modem office procedures, methods and equipment including computers and related software;
Correct English usage, spelling grammar and punctuation;
Basic mathematics;
Preparation of business correspondence;
Receptionist and telephone techniques;
Principles and practices of filing and standard office equipment operation;
Standard clerical techniques involving classifying, indexing, processing, retrieving and controlling a

Minimum Oualifications:
Graduation from high school or G.E.D. equivalent and one year of recent entry-level clerical
experience; or six months as a Administrative Clerk I with the City of San Bernardino. Typing speed
of 45 wpm is required.
