Staff Report
Subject:
Resolution authorizing the execution of a purchase order to Pacific Utility Equipment
Company for the furnishing and delivery of one (1) Ford Chassis, Flatbed body and
aerial tree trimming device for the Public Services Tree crew.
Background:
The Public Services Street Tree Division utilizes two (2) aerial lift bucket trucks. Unit
#521 is a 1989 Ford F700 Chassis and Unit #518 is a 1985 GMC Chassis with 145,063
miles of service. Unit #518 was inspected and certified by the American National
Standard Institute (ANSI) in February of 2001. At that inspection, Fleet staff was
notified that due to the age and condition of this unit it would not be certified in the next
inspection. In March 2002 the ANSI inspection was conducted and at that time Unit
#518 was not certified and removed from service. This has resulted in the Tree Division
only having one aerial lift unit available to perform services on the City's 52,000 street
trees. This unit is listed in the Vehicle Replacement List for this fiscal year and will be
placed into surplus for auction.
Staff received a quotation from Pacific Utility Equipment Company of Ontario, California,
as a negotiated purchase in the amount of $71 ,953 plus tax for a Truck-Cab-Aerial Lift.
The vendor is able to offer a lower price for the 2002 Ford Chassis due to the quantity of
chassis purchased for their stock. The City Fleet Manager surveyed other vendors of
similar equipment and determined that Pacific Utility Equipment's quotation was the
lowest vendor available. Section 3.04.010 B-3 of the Municipal Code allows an
exemption for purchases approved by the Mayor and Common Council.
Included in this quotation is a 2002 Ford F-750 Chassis, a 12 foot Diamond Plate
Flatbed Body with a 40" x 48" Transverse Compartment, a Terex-Hi-Ranger XT-52
Over-Center Aerial Device, and miscellaneous installation items (Exhibit 2). Staff is
recommending award of this purchase since the quotation meets the City's
requirements; and there are no local vendors who can provide this particular unit. It is
not practical to purchase the chassis and body separately, and the additional time
required to develop and issue a bid package does not justify the delay in obtaining this
replacement unit. The City currently has only one aerial tree unit available; in the event
that this unit is out of service, the City would not have the internal capacity to respond to
emergencies.
Financial Impact:
Funds for this purchase are available in the Fleet Division's FY02/03 budget, Account
No. 635-341-5701 Motor Vehicle Fund.
Recommendation:
Adopt resolution.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING THE EXECUTION OF A PURCHASE ORDER
TO PACIFIC UTILITY EQUIPMENT COMPANY FOR THE FURNISHING AND
DELIVERY OF ONE (1) FORD CHASSIS, FLATBED BODY AND AERIAL TREE
TRIMMING DEVICE FOR THE PUBLIC SERVICES TREE CREW.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Pacific Utility Equipment Company of Ontario, California
offered for sale one (1) 2002 Ford F-750 Chassis, a 12 foot Diamond Plate Flatbed
body with a 40" x 48" Transverse Compartment, and a Terex-Hi-Ranger XT-52 Over-
. Center Aerial Device to be utilized by the Street Tree Crew of the Public Services
Department.
SECTION 2. That the Mayor and Common Council authorize the Purchasing
Manager to issue a purchase order for $77,529.36 to Pacific Utility Equipment
Company to provide said equipment t6 be utilized by the Public Services Tree crew for
16 tree trimming.
17 SECTION 3. The Purchase Order shall reference the number of this Resolution
No. 2002-
and shall read, "Pacific Utility Equipment Company, not to exceed
$77,529.36"
SECTION 4. The authorization to execute the above referenced purchase order
is rescinded if not issued within sixty (60) days of the passage of this resolution.
