SUBJECT
Resolution authorizing the City of San Bernardino Fire Department to enter into an
agreement with the California Charter Academy to provide Emergency Medical
Technician (EMT) students the ability to ride along for the purpose of observation and
certification requirements.
BACKGROUND
The California Charter Academy provides EMT students with career opportunities to
work with established Fire and Emergency Medical Service (EMS) organizations. The
California Charter Academy was established in August 2000 and is located at 1525 North
D Street, San Bernardino, California. The academy's vision is to not only provide
students with a high school education, but to prepare and encourage young men and
women to seek careers in the fire service and law enforcement fields. EMT students will
be able to develop skills through field observation and in-class training.
In order to complete the EMT program, California Charter Academy requires that EMT
students volunteer at a fire department. This gives students an opportunity to view the
operations and decide whether or not they desire to pursue a career in the fire service. In
addition, the primary training program completed by EMT's must include a minimum of
ten (10) hours of clinical experience in either an ambulance, fire department or a hospital
emergency room.
The Fire Department's involvement in the program is to help the student meet the
following objectives:
.~ Familiarization of operations and procedures of the fire service
<- Exposure to the career opportunities available in the fire service
(. Observe treatment of patients in a live setting
.:. Observe all safety techniques.
The EMT student will gain valuable insights into the EMS and firefighting profession
through supervised observation. This program is a rewarding way for professionals to
remain connected to the community by contributing to student's personal and professional
development through help and advice.
FINANCIAL IMPACT
The City will have no financial obligation to the program. Any expenses incurred will be
borne by the California Charter Academy.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION 1. The California Charter Academy and the San Bernardino City Fire Department
wish to enter into an agreement to provide mentoring services.
SECTION 2. The Mayor or her designee is hereby authorized and directed to execute said
agreement, a copy of which is attached as Attachment "A".
SECTION 3. The authorization to execute the above referenced agreement is rescinded if it is
not executed within sixty (60) days of the passage of this resolution.

AGREEMENT TO PROVIDE RIDE-A-LONG CLINICAL
TRAINING BY AND BETWEEN THE CALIFORNIA CHARTER
ACADEMY (CCAl/PUBLIC SAFETY EDUCATION CENTER
AND THE SAN BERNARDINO CITY FIRE DEPARTMENT.
This agreement for professional services (the "Agreement") is made and entered into this _
day of . 2002, by and between the CCA-Public Safety Education Center, a California
public high school (the "School") and The San Bernardino City Fire Department ("City Fire")
RECITALS
The CCA-Public Safety Education Center operates a high school diploma program, that includes
a cadet program with an Emergency Medical Services ("EMS") section.
A. In order to provide emergency medical treatment in the field, EMTs must complete an
approved training program and be duly certified by an authorized certifying authority in
accordance with the provisions of Division 2.5 of the California Health & Safety Code
(commencing with Section 1797). The primary training program completed by EMT's
must include a minimum of ten (10) hours of clinical experience in either an
ambulance, fire department or a hospital emergency room.
B.
In addition to the primary training, all EMTs must complete a prescribed program of
continuing education and be re-certified by the certifying authority every two (2) years.
C. The CCA-Public Safety Education Center ("CCA-PSEC") is not currently its own
certifying authority. Consequently, all of the EMTs taught by the academy staff must
be certified by the Inland Counties Emergency Medical Authority (ICEMA), the local
certifying authority authorized by the State EMS Agency.
D. CCA-PSEC lacks the facilities and personnel to provide the necessary clinical training on
its own. The San Bernardino City Fire Department is specially qualified and staffed to
provide the necessary clinical training to enable CCA-PSEC to qualify as an EMT training
facility .
E. CCA-PSEC has requested, and the San Bernardino City Fire Department has agreed to
provide, clinical experience for the program as part of CCA-PSEC's primary EMT training
program.
F. The parties are desirous of entering into a formal agreement to allow the San
Bernardino City Fire Department to provide such clinical training on the terms set forth
herein.
NOW, THEREFORE, IN CONSIDERATION OF THE MUTUAL COVENANTS AND
PROMISES ,SET FORTH HEREIN, THE PARTIES DO HEREBY AGREE AS
FOLLOWS:

ARTICLE 1
TERM OF AGREEMENT
1.1 Recitals
The foregoing Recitals are hereby incorporated by this reference as though fuliy set forth at
length herein.
1.2 Term of Aareement
This Agreement will be effective from December. 2002 and shall continue in full
force and effect unless terminated earlier by either Party pursuant to the terms of section
1.3 herein.
1.3 Termination
However, either Party, may terminate this Agreement at any time upon giving the other
Party thirty (30) days written notice of its intention to terminate. Should notice of
termination be given, students assigned to the San Bernardino City Fire Department shall
be permitted to complete their previously scheduled assignments then in progress at the
San Bernardino City Fire Department subject to the business necessity of the San
Bernardino City Fire Department. This Agreement supersedes all former agreements,
whether written or oral, between the Parties.
ARTICLE 2
RESPONSIBILITIES OF THE SCHOOL
2.1
Selection of Students
CCA-PSEC (hereinafter the "School") shall select only student(s) for assignment to the San
Bernardino City Fire Department who have completed all academic requirements necessary
to competently fulfill the clinical education assignment and responsibilities involved in the
applicable Program and who are at least eighteen (18) years old. The San Bernardino City
Fire Department shall in its sole discretion, have the rights to decline or accept any
student( s) selected by the School.
2.2 Student List
The School shall provide the San Bernardino City Fire Department with the names of the
student(s) selected to participate in the Program's clinical education experience at San
Bernardino City Fire Department, information on the student's level of expertise and
competency, and such other educational data as may be required by the San Bernardino
City Fire Department for evaluation. Such information shall be provided to the San
Bernardino City Fire Department no later than thirty (30) days prior to the arrival of the
student(s) at the San Bernardino City Fire Department.
2.3 Authorized Activities
The School shall prepare a description of the Program's clinical education requirements and
a list of the types of clinical education assignments and/or professional activities, which the
student(s) is authorized by School to perform during the Program's clinical experience at
the San Bernardino City Fire Department. This description of the Program and list of
,
authorjzed activities shall be referred to as the Program Plan, which is attached to this
Agreement as Exhibit "A" and incorporated hereby by reference.

2.4 SUDervisina Faculty Member
The School shall designate a Supervising Faculty Member to coordinate with the Clinical
Coordinator(s) designated by the San Bernardino City Fire Department pursuant to Section
3.1 of this Agreement. The Supervising Faculty Member coordinating assignment of
student(s) to the Program shall instruct each of the students in the responsibilities
incumbent on the student(s) during assignment to the Program at the San Bernardino City
Fire Department and shall advise such student(s) of activities prohibited by School, by the
San Bernardino City Fire Department or by law. Each student(s) shall be provided this
information in writing and shall be required to aCknowledge in writing that he/she
understands the same. The Supervising Faculty Member and the Clinical Coordinator shall
jointly coordinate the clinical or practicum schedule of each student participating in the
Program at the San Bernardino City Fire Department and shall confer with each other while
the student participates in the Program's clinical education experience. In addition, the
Supervising Faculty Member, in concert with the Clinical Coordinator, is responsible for
counseling and/or advisingstudent(s) regarding the clinical, practicum of fieldwork
responsibilities during the period of assignment. "
2.5
Evaluation Notification
The School shall provide the Clinical Coordinator with an evaluation tool at the beginning of
the Program's clinical education experience for each student(s) assigned to the San
Bernardino City Fire Department. Moreover, the Clinical Coordinator shall be notified thirty
(30) days in advance of the date the evaluation is due to the SuperVising Faculty Member
at School.
2.6
Student Health Certificate
The School shall require that its student(s) present medical certification to the San
Bernardino City Fire Department that they are immune from rubella, have had a timely
negative TB test and undergone a physical examination within the year immediately prior
to entering the Program at the San Bernardino City Fire Department. Moreover, the School
shall also provide evidence of students' ability to perform the essential functions of the'
clinical education experience/practicum to which the student(s) is assigned.
2.7 Student Insurance
The School shall assume full responsibility for requiring each student to arrange for their
own health insurance for injuries or illnesses suffered by student(s) when not provided by
the School for the period of time the student(s) is at the San Bernardino City Fire
Department. It is understood and agreed that the San Bernardino City Fire Department
shall not be responsible for providing any type of insurance coverage, including workers'
compensation coverage, for any and/or all student(s) who choose to participate in the
Program's clinical education experience at the San Bernardino City Fire Department.
2.8
Insurance
The School shall, at its sole cost and expense, provide coverage for its activities in
connection with this Agreement by maintaining in full force and effect programs or
insurance and/or self-insurance as follows:
1. Liability coverage with limits of one million dollars ($1,000,000) per occurrence
and an aggregate of two million dollars ($2,000,000). The City of San
~ Bernardino and the San Bernardino City Fire Department shall be named as an
additional insured.
2. Workers' Compensation coverage covering School's full liability as required
under State law.

2.9 Indemnification
The School hereby agrees to indemnify, defend and hold San Bernardino City Fire
Department, The City of San Bernardino and their officers, employees and independent
contractors free and harmless from any liability, the City of San Bernardino or the San
Bernardino City Fire Department, may suffer as a result of claims, demands, costs, or
judgments, against the San Bernardino City Fire Department for property damage or
personal injuries which relate to or arise out of the operation of the Program covered by
this Agreement and which result from the willful misconduct or negligence of the School,
its officers, members, employees, or participating students in the performance of its duties
or obligations under this Agreement. The City of San Bernardino and the San Bernardino
City Fire Department agree to give the School notice in writing within thirty (30) days of
the receipt of any claim made against them that relates in any manner to the obligations
covered under this Agreement. The School agrees to assume full responsibility for cost or
replacement of equipment and/or property that is damaged due to willful misconduct or
negligence on the part of the School's students or faculty members.
ARTICLE 3
RESPONSIBILITIES OF THE SAN BERNARDINO CITY FIRE
DEPARTMENT
3.1
Clinical Coordinator
The San Bernardino City Fire Department shall provide the School with the name, and if
requested, the professional and academic credentials of the individual(s) who will serve as
the Clinical Coordinator(s) of the Program's clinical education experience.
3.2
Proaram Reauirements
The Program Plan, which is a description of the Program's clinical education requirements
as defined by the School, is attached to this Agreement as Exhibit "AU and incorporated
herein by reference. The San Bernardino City Fire Department agrees to work with the
student(s) to assure that such requirements are followed and documented during the
period the student(s) is assigned to the San Bernardino City Fire Department. The San
Bernardino City Fire Department shall endeavor to provide the clinical education
experiences and opportunities in accordance with the requirements of the Program as
presented in the Program Plan. The San Bernardino City Fire Department shall also provide
the facilities and supplies required by the student(s) to participate in the Program's clinical
education experience. In the event of a conflict between the terms of this Agreement and
the terms of any appendix to this Agreement, the provisions of this Agreement shall
prevail.
3.3 Proaram Schedule/Rotation
The clinical internship schedule or rotation for the student(s) shall be mutually. agreed upon
by the School and the San Bernardino City Fire Department to assure that the requirements
of the School are met. Therapeutic, diagnostic or other procedures are prohibited by
applicable laws or statutes of the State of California.
3.4
Evaluation
At specified intervals and at the conclusion of each student's clinical education experience,
the Clinical Coordinator shall prOVide the Supervising Faculty Member(s) with an evaluation
of each student's performance in a form satisfactory to the School.

3.5 Student Status
Students assigned to the San Bernardino City Fire Department shall not be considered as
employees of said Department. The San Bernardino City Fire Department will not provide
the student(s) with any salary or benefits during the Program's clinical education experience
at the San Bernardino City Fire Department. The San Bernardino City Fire Department will
provide no financial reimbursement to the School or to the student(s). The San Bernardino
City Fire Department shall not be responsible for any medical, travel, housing, meals, or
other expenses of the student(s). Student(s) shall have no right or claim against the San
Bernardino City Fire Department for any social security benefits, workers' compensation
benefits, disability benefits, unemployment insurance benefits, health benefits, vacation
pay, sick leave or any other employee type benefit of any kind. In addition, this
Agreement is not a third-party beneficiary contract and confers no rights upon any student
or employee of the Parties.
3.6 . Student Withdrawal
The San Bernardino City Fire Department will recommend to the School the withdrawal of a
student from the Program if the achievement, progress, adjustment or health of the
student does not warrant a continuation at the San Bernardino City Fire Department, or the
behavior of the student fails to conform to the appliC9ble rules, policies or procedures of
the San Bernardino City Fire Department. The San Bernardino City Fire Department
reserves the right, in its sole discretion after consultation with the School, to discontinue a
. speCific student's participation in the Program and to exclude such Student from its
premises in the event such student's conduct or health is deemed objectionable or
detrimental for any reason. Any unacceptable conduct of the student shall be reported to
the Supervising Faculty Member(s) immediately. The San Bernardino City Fire
Department's policies and procedures shall govern any corrective action or discipline taken
by the San Bernardino City Fire Department toward the student. Since the student is
neither an employee nor a staff member of the San Bernardino City Fire Department, it is
understood and agreed that the student's approval to obtain clinical education experience
at the San Bernardino City Fire Department shall not entitle the student to any hearing or
appeal process at the San Bernardino City Fire Department other than as expressly
provided herein.
3.7 Insurance
The San Bernardino City Fire Department shall, at its sole cost and expense, provide
coverage or self-insurance for its activities in connection with this Agreement.
ARTICLE 4
GENERAL PROVISIONS
4.1 Non-Discrimination
The School and the San Bernardino City Fire Department agree that the activities set forth
in this Agreement shall be administered in accordance with federal and state laws,
including those regarding equal opportunity and affirmative action. Specifically, the School
and the San Bernardino City Fire Department shall administer the activities set forth herein
without unlawful regard to gender, race, color, creed, religion, national origin, age,
veteran's status, or disability.

4.2 Removal from the San Bernardino City Fire DeDartment Clinical Education
EXDerience
Student(s) not complying with the academic requirements of the School or the requirements
and policies of the San Bernardino City Fire Department shall be removed from the
Program's clinical education experience after notification of the Supervising Faculty
Member(s) and after discussion with the Clinical Coordinator(s). Student(s) shall be
provided an opportunity for an informal appeal of any such decision. The mechanism for
such appeal shall be via a written document signed and dated by the student(s) explaining
the facts and proposed resolution which shall be submitted no later than three (3) days
after the student(s) is notified of the decision to remove the student(s) from the Program.
The original document shall be forwarded to the Clinical Coordinator with copies to the
Supervising Faculty Member. The Clinical Coordinator and the school's Supervising Faculty
Member shall confer regarding the documentation. The final decision regarding the
appropriateness of the removal or reinstatement and/or any other requirements shall rest
with the Clinical Coordinator and shall be final and binding.
4.3
Confidentialitv
The School and San Bernardino City Fire Department agree that any information generated
as a result of the activities set forth in this Agreement, including information regarding
patients or the activities of the San Bernardino City Fire Department, as well as any
information regarding the.student(s), School, or the programs of the School, shall remain
confidential unless otherwise prohibited by law. School agrees to require any participating
student(s) to execute appropriate documents evidencing the student(s) agreement to keep
any and all information learned about the San Bernardino City Fire Department's patients
and activities completely confidential. Moreover, School agrees to require student(s) to
sign appropriate confidentiality statements presented by the Clinical Coordinator prior to
student(s) beginning the Program's clinical education experience at the San Bernardino City
Fire Department.
4.4 Student RelationshiD
The relationship of any participating student(s) and thE;! San Bernardino City Fire
Department is that of student and instructor, and nothing contained herein shall be
construed as creating any other relationship of any nature, including, but not limited to an
employment relationship of any nature, between any participating student(s) and the San
Bernardino City Fire Department.
4.5 Assigned Program EXDerience
The School and the San Bernardino City Fire Department agree that participating
student(s) may engage only in those School authorized activities that are listed in the
Program Plan, which is attached to this Agreement as Exhibit "A" and incorporated herein
by reference, which are permitted by applicable law and are of a type approved by the San
Bernardino City Fire Department.
4.6
Assignment
Other than as expressly provided herein, neither the San Bernardino City Fire Department
nor the School shall assign or transfer any of their respective duties or obligations under
this Agreement without the prior, written consent of the other Party. Nor shall any
studenJ(sy' participating in the Program assign or transfer their clinical education experience
obligations and/or rotations to anyone without the prior, written consent of the Clinical
Coordinator and the Supervising Faculty Member.

4.7 Cooaeration of Parties.
Each Party agrees to comply with all reasonable requests of the other Party and to provide
access to all documents reasonable necessary to the performance of each Party's respective
obligations under the terms and conditions of this Agreement.
4.8
Notices
Any notice required or authorized to be given by this Agreement shall, unless otherwise
specified herein, be served on the receiving party by either personal delivery, deposit in the
United States mail with first-class postage prepaid, or deposit with Federal Express or
similar courier service, and shall be addressed to the receiving party's specified contact
person and address listed below, unless written notice is provided of a change of address
as to either party. Notices delivered personally shall be deemed communicated as of the
date of actual receipt; Notices sent via regular mail shall be deemed communicated as of
three (3) days after deposit thereof in the United States mail, addressed as shown on the
addressee's registry of certificate of receipt; and Notices sent via Federal Express or similar
courier service shall be deemed communicated two (2) days after deposit of such notices
with Federal Express or similar courier or one of its agents.

4.9 Entire Aareement of Parties
This Agreement represents the entire and integrated agreement between the San
Bernardino City Fire Department and the School with respect to the subject matter hereof
and supersedes any and all prior negotiations, representations or agreements, whether
written or oral. Each party to this Agreement expressly acknowledges that the agreement
contains all the covenants and agreements between the Parties with respect to the subject
matter herein, and that no representations, inducements, promises, or agreements, orally
or otherwise, have been made by any Party, or anyone acting on behalf of any Party,
which are not embodied herein, and that no other agreement, statement, or promise, not
contained in this Agreement shall be valid or binding. This Agreement may not be
expanded, modified or amended except as provided in Section 4.10 herein.
4.10 Modification and 'Amendments
This Agreement may not be expanded, amended or modified except as expressly provided
herein. Any amendment, modification, waiver, consent or acquiescence with respect to
any provision of this Agreement shall be set forth in writing and duly executed by or on
behalf of the party to be bound thereby. No waiver by any party of any breach hereunder
shall be deemed a waiver of any other or subsequent breach.

4.11 Severabilitv
Wherever possible, each provision of this Agreement shall be interpreted in such a manner
as to be valid under applicable law. If any provision of this Agreement, or the application of
it to any person or circumstances, is determined by a court of competent jurisdiction to be
invalid, void or unenforceable, such provision shall be severed from and shall not effect the
validity or impair the enforcement of the remaining provisions of this Agreement.
Comaliance with Aaalicable Law
The Parties shall use reasonable care and diligence to comply with applicable federal, state,
and local laws, regulations, rules and ordinances in the performance of their respective
duties and obligations under this Agreement.
DruG-Free Workalace
CCA-PSEC agrees to comply with .the- Drug Free Workplace Policy of the San Bernardino
City Fire Department. School's signature affixed to this Agreement certifies that School
shall require that the School's faculty, agents and student(s) shall not engage in the
unlawful manufacture, distribution, dispensation, possession, sale or use of controlled
substances while engaged in clinical education experiences at the San Bernardino City Fire
- Department or when this Agreement is in force.
1. Coov of Drua-Free Workolace Policv: School acknowledges receipt of a copy
of the "Drug-Free Workplace Policy" (hereinafter "Policy") of the San
Bernardino City Fire Department concurrent with signing this Agreement.
2. Comoliance with Policv: School's signature affirms that School has read,
understands, and agrees to abide by and to require its faculty, agents and
student(s) to abide by the Policy as a condition of this Agreement.
3. Criminal Drua Violation Notice: School's signature affirms the understanding
and agreementthat any conviction of student(s) or an agent of School, of a
criminal drug statute, for a violation occurring on the premises of the San
Bernardino City Fire Department, must be reported to the San Bernardino City
Fire Department's Administrative Director of Human Resources within five (5)
days of any conviction. In turn the San Bernardino City Fire Department's
Administrative Director of Human Resources shall notify the appropriate
Federal agencies) within ten (10) days after learning of the conviction. By
such signature, School also agrees to require School's faculty, agents and
student(s) to abide by the five (5) day notice requirement and to notify
School's faculty, agents and student(s) of the requirement of the San
Bernardino City Fire Department to notify the appropriate Federal Agency(ies)
within ten (10) days after learning of any such conviction.
GoverninG Law
This Agreement shall be governed by and construed in accordance with the laws of the
State of California.
Successors
The terms contained herein shall be binding upon and shall inure to the benefit of the
Parties, their respective assigns, executors, administrators, heirs, and successors.

4.16 Waiver of Failure of a Condition
The waiver of any failure of condition shall not operate as nor be construed to be a waiver
of a subsequent failure of the same or other condition.

4.17 Caotions
Captions herein are used solely for reference and as a matter of convenience, and in no
way bind, emit or describe the scope or intent of any provision.
4.18 Counteroarts
This Agreement may be executed in any number of counterparts, each of which so
executed shall be deemed an original, but all of which when taken together shall constitute
one and the same instrument.
4.19 Status of Parties
The San Bernardino City Fire Department and CCA-PSEC shall not, by virtue of this
Agreement, in any way be deemed to be or construed as a single employer, joint ventures,
or joint employers.
4.20 Survival of Termination or Exoiration of Aareement
The Parties agree that the obligations, covenants, agreements and rights of the Parties as
set forth in Article II, sections 2.8 and 2.9; Article III, sections 3.7 and 3.8; and Article IV
sections 4.3, 4.4, 4.7, 4.11 and 4.13 shall survive any termination or expiration of this
Agreement.
4.21 Force Maieure
If either the San Bernardino City Fire Department or CCA-PSEC is unable to perform its
. duties under this Agreement due to strikes, lock-outs, labor disputes, inability to obtain
labor, governmental restrictions, regulations or controls, civil commotion, fire or other
casualty, emergency, or any other cause beyond the reasonable control of either the San
Bernardino City Fire Department or CCA-PSEC, such non-performing Party shall be excused
of performance by the other Party, and shall not be in breach of this Agreement, for a
period equal to any such prevention, delay or stoppage.
4.22 Reoresentation bv Counsel
Each of the parties hereto have been represented by or had the opportunity to consult with
counsel of their own choosing prior to executing this Agreement. Each of the parties
affirms to the other that it has consulted and discussed the provisions of this Agreement
with its counsel, or freely waived its right to do so, and fully understands the legal effect to
each such provision.
4.23 Incorooration bv Reference
All exhibits attached to this Agreement or documents expressly incorporated by reference
shall be deemed incorporated into the Agreement by the individual reference to each such
exhibit or document, and all exhibits and documents shall be deemed part of this
Agreement as though set forth in full.

EXHIBIT "A"
CLINICAL INTERNSHIP
REQUIREMENTS FOR COMPLETION
Ten (10) hours of San Bernardino City Fire Department Ride-a-Long experience
ASSIGNMENT
The student will perform/observe, record and hand in documentation of all clinical experience to
the instructor. The student performance documentation is to be turned in next class session
following clinical.
ABSENCES
If there is an emergency and you cannot attend your clinical assignment or unavoidably late, DO
NOT call the San Bernardino City Fire Department. Contact the clinical coordinator or the program
director.
TARDINESS
Late arrival to your assigned shift is unacceptable.
NO SHOW
Students scheduled for clinical must show up at assigned station at the assigned time. Failure to
do so will result in NO CREDIT and probation with possible inability to complete requirements.
EMERGENCY PROCEDURES
Should a disaster, emergency or injury occur during clinical, follow the procedure for that station.
Notify the clinical coordinator or program director as soon as possible.
UNIVERSAL PRECAUTIONS
Many diseases are transmitted through blood and body fluids. ALWAYS wear personal protective
equipment when you come in contact with blood or bodily fluids. Wash hands thoroughly after
caring for patients and dispose of supplies and equipment as contaminated waste. Be extremely
careful when needles or other sharp instruments are in use during patient care. DO NOT recap
needles.

PROFESSIONAL CONDUCT:
. You will be asked to leave a clinical area if there is ANY subjective or objective
assessment that you are under the influence of drugs or alcohol.
. Gum chewing, eating or drinking is never allowed in the ambulance or patient care areas.
. Profanity will not be tolerated.
. No smoking while on duty or in uniform.
. Students will attend ONLY at scheduled time.
. Students are to arrive on time and report to the Station Captain and EMT Preceptor.
. Any student not in proper uniform will be sent home and will have to reschedule.
. Student nametag is mandatory.
. Observe all rules of the station.
. Students will only observe patient care activities as directed by your preceptor.

. Remember to respect the patient privacy and privileged information. What you hear and
see is not for general discussion. Any violation of this policy will be considered a serious
breech of professional ethics.
. It is possible that during a potentially harmful or dangerous patient care situation, you may
be required to remain in the fire engine. Follow these directions without question.
. Carry your skills checklist and BLS report forms with you.at all times; you're responsible for
having your preceptor Sign-off our student performance documentation sheets.
. Any unauthorized time will not be accepted and any attempt to falsify documentation will
result in course failure.
. Students are not to make or receive personal phone calls while at the station except for
unusual or emergency situations.
. Take EMT books and. study during quiet times.
. Report at end of shift to your preceptor and the station captain.
ANY STUDENT WHO IS NOT APPROPRIATELY DRESSED OR IS AcnNG IN AN
UNPROFESSI~NAL MANNER WILL BE SENT HOME AND WILL NOT COMPLETE THE
CLINICAL EX ERlENCE.

DRESS CODE FOR CUNICAL INTERNSHIP
1. The following equipment is to be brought with you to the San Bernardino
Citv Fire Department:
a) Watch with second hand
2. Dress is to be professional and neat:
a) Clean hair, away from the face and off the collar of your uniform. Mustaches must
be neatly trimmed.
b) Makeup should be worn in moderation
c) Nails must be clean and appropriate working length. Clear polish only.
d) Jewelry should be left at home.
3. Attire for Ride-a-Longs:
a) School Cadet Uniforms (no wrinkles)
b) Boots
CLINICAL OBJECTIVES
OBJECTIVES RELATED TO BEHAVIOR:
1. Presents a neat, well groomed appearance
2. Dresses according to the clinical guidelines, name tag visible
3. Demonstrates dependability by reporting for duty on time and stays the full allotted
scheduled time
4. Notifies the EMT Program Coordinator when ill or unable to attend
5. Demonstrates cooperation and willingness to learn
OBJECTIVES RELATED TO PERFORMANCE:
1. Identifies the location and purpose of oxygen and suction equipment
2. Identifies the location of medical BLS supplies
OBJECTIVES RELATED TO OBSERVATION: The student is to observe and be prepared to
discuss the following:
1. The patient evaluation, including the physical exam and history recording
2. The care given in emergency situations, including airway management, breathing
assistance, oxygen therapy, control of bleeding, combating shock, care of the
emotionally disturbed, pediatric patients and patients with medical problems
3. Care of wounds and aseptic techniques
4. Application of slings, elastic bandages, basic bandages and pressure bandages
5. Methods of suctioning, including oral, oropharyngeal, endoctracheal and tracheal
6. Monitoring of Intravenous Therapy

agreement with California Charter Academy to provide emergency medical technician (EMT)
