The following is a status report on activities of The Planning Center in completion of Phase I of
the Arrowhead Springs Specific Plan. The Planning Center has been conducting background
work to determine the project and necessary permits.
Regarding alignment permit processing, The Planning Center reports that they have been
reviewing a lot of data from MWD to determine what the MWD project is and what permits they
were required to obtain. The Planning Center is coordinating with MWD because moving the
decomposed granite from the area being excavated for the giant water tunnel to a new location
requires MWD to have to change their original permit. The placement of decomposed granite
from the western tunnel on the Arrowhead Springs site represents a change to MWD's project
and its 1994 ErR. In the past MWD has prepared an Addendum to its EIR when it changed
receiving locations. The Planning Center believes that MWD will be obligated to prepare an
Addendum or a Supplement to their original EIR for the change the City may be contemplating.
The Planning Center reports that they have been coordinating with Transtech regarding possible
roadway alignments, issues pertaining to cultural resources, biological resources, possible
configurations of road elevations which may have an impact on noise, and other possible
environmental concerns. Also, they have been working on the rescoping effort, thus the revised
agenda item that is going to Council on October 21 st.
Transtech is analyzing the potential consequences of the truck trips to the City, which will be
routed through the City or to the proposed roadway project. For a summary of the progress to
date, please see the attached letter report titled Arrowhead Springs Development Project Letter
Report on Construction Truck Trips prepared by Transtech.
In addition, Transtech is working on calculating trip generations that would be originating from a
fully developed Arrowhead Springs. For example, work to date shows that more than 21,000
trips are anticipated to be generated from the build-out of the project.

LETTER REPORT ON CONSTRUCTION TRUCK TRIPS
SEPTEMBER 27,2002
Introduction:
This Letter Report summarizes the results of a traffic analysis conducted to estimate the
impacts of truck traffic to be generated due to the tunneling operation associated with
the Arrowhead Springs Development Project. The tunneling operation will generate
decomposed granite material which must be removed f rom the site by hauling away
using dump trucks either to a distant disposal site using the City streets and the
freeways, or to a nearby proposed future roadway alignment for use as roadbed
material thereby eliminating the use of City Streets and freeways by dump trucks.
Estimation of Truck Traffic:
The tunneling operation is estimated to generate approximately 700,000 cubic yards of
decomposed granite (DG). The operation is estimated to continue for a period of 2 and
a half years. It is assumed that the work will be conducted five days a week, Monday
through Friday, excluding week ends, holidays and non-workable days due to
unforeseen circumstances, such as rains. Assuming 10 holidays and 20 non-workable
days per year, the number of work-days per year is estimated to be 230 days.
(Calculation: 52 weeks per year x 5 days a week = 260 days minus 10 holidays and 20
non-work days = 230 days.)
The daily DG generation per day is estimated to be 1,015 cubic yards. (Calculation:
700,000 cu. yd. in 2.5 years divided by 2.5 = 280,000 cu. yd. per year divided by 230
days = 1,218 cu. yd. per day).
Assuming that a dump truck will have a capacity of 10 cu. yd. for hauling DG, the
number of trucks required to haul 1.218 cu. yd. of DG is estimated to be 122 trucks per
day. The total truck trips to be generated due to tunneling operation will be 244 truck
trips per day (122 trips inbound and 122 trips outbound). For an assumed 8-hour
work period between 7 AM and 3 PM, the hourly truck trips have been estimated to be
approximately 32 trips (16 trips inbound and 16 trips outbound). During the entire
tunneling operation, the number of truck trips generated is estimated to be 140,300 trips
(70, 150 trips inbound and 70,150 trips outbound).
For a transportation facility's traffic carrying capacity analysis, a passenger car
equivalent (PCE) factor is developed for the truck trips. A PCE factor of 3.0 is generally
used for this purpose. Using this PCE factor of 3.0 per truck, the equivalent passenger
car trips related to hauling of DG is estimated to be a total of 732 trips per day (366 trips
inbound and 366 trips outbound). This is equivalent to approximately 92 passenger car
trips per hour (46 trips inbound and 46 trips outbound) during the a-hour typical work
day from 7 AM to 3 PM.

Distribution of Trips
As indicated above, the DG carrying trucks will either use City streets to haul away the
material to a distant disposal site, or directly dump the material on a proposed roadway
alignment near the site. This proposed roadway will be aligned in the north-south
direction along the existing Flood Control Basin located between 40th Street and 30111
Street. The following is the distribution pattern for each of these two options:

Street, then turn right to travel on 40th Street. The trucks will turn left on Waterman
Avenue at the signalized intersection and travel south to SR-30 Freeway. The trucks
will use the interchanges of Waterman Avenue/30th Street and to travel on SR-30 and
other freeways to the final destinations. The following is the anticipated increase in
traffic volumes on various segments of City slreets for this option:

The trucks will travel north from the Arrowhead Springs development site up to 401h
Street, then cross 40111 Street to travel straight to the dumping site. The trucks will not
need to travel on City streets other than crossing 40th Street.
It should be noted that, the above trips would be related to DG hauling operation only.
There would be additional construction related trips to be made by the workers of the
tunneling operation, transportation of construction equipment, and various types of
trucks and similar vehicles to be used for material delivery and related activities of
construction at the site.

ensure that no City funds are expended without coming back to the Mayor and Council for approval.

Recommended Motion:

$64,200 from the developer for portions of previously approved Task 2.1 and for The Planning
Center to proceed with technical tasks (Portions of Tasks 2.2 and 2.3, and Tasks 3.2, 3.3, and 3.6,
as noted in the attached Staff Report) for the Arrowhead Springs portion of the General Plan
update subject to the City receiving the required amount of funds from the developer/property
owner of Arrowhead Springs to pay the Consultant for the completion of each work item, task, or
phase of the Scope of Work.

Staff Report
SUBJECT:
Authorization for the City to accept funds and for The Planning Center to proceed with select
technical studies for the Arrowhead Springs portion of the General Plan Contract.
BACKGROUND:
On September 9, 2002, the San Bernardino City Council approved the amendment to the existing
contract for the general plan update to include Phase One of the Arrowhead Springs Specific
Plan. The existing contract includes three phases; however, only Phase One was authorized at
this time. Phase One includes five tasks: alignment-permitting process, an analysis of
construction related truck trips, a biological records search, a cultural records search, and a
rescoping effort.
Since the approval of the Phase One contract amendment, the property owner has requested that
studies, which were originally identified in Phases Two and Three of the existing contract, be
pulled forward. The purpose of this request is to gain as detailed a level of understanding of the
potential project opportunities and constraints as possible before starting the specific plan and
EIR process. Also, commencing and completing these tasks will assist in keeping the
Arrowhead Springs Specific Plan (and related work) from slowing down the update of the
General Plan. Specifically, in addition to the existing contract, the following tasks and/or
portions of tasks are requested to be authorized at this time:
. Portion of Task 2.1 Circulation Studies (See Page 6 of Exhibit B to the Scope of Work in
the attached document titled "Revised Amendment No. One to the Agreement for
Professional Services with The Planning Center). As described in the existing contract,
excluding Subtasks l.l.B, identified on Page 20 in Attachment 2 of Exhibit B to the Scope
of Work in the attached document, until the Mayor and Common Council, at their sole
discretion, shall determine which, if any of the possible alternatives for the alignment
between 30th and 40th Streets shall be approved and gives authorization to proceed with
the remaining portion of Task 2.1. Approximate budget requirement in Phase One is
$64,200 out of $98,000 fee for Task 2.1. The remaining budget would be used in
subsequent phases. (Note: The request is to authorize the City to accept funds from the
developer for this previously approved task.)
. Portion of Task 3.3 Biological Resources Study (See Pages 13 and 14 of Exhibit B). As
described in the existing contract for the biological resources portion of this task but
because of the efficiencies gained by completing this work in a single phase, the study
will cover the Specific Plan area and not just the roadway alignment area. Budget is the
same as the existing contract, or $12,816.
. Portion of Task 3.3 Cultural Resources Study (See Pages 13 and 14 of Exhibit B). As
described in the existing contract for the cultural resources portion of this task but
because of the efficiencies gained by completing this work in a single phase, the study
will cover the Specific Plan area and not just the possible roadway ali,ment areas.
Budget is the same as the existing contract, or $22,352.

. Task 2.2 Environmental Studies (See Page 6 of Exhibit B). As described in the existing
contract. Budget is the same as the existing contract, or $6,000.
. Portion of Task 3.2 Screencheck Draft Specific Plan Analysis (See Pages 10 through 13
of Exhibit B). The Planning Center will perform a portion of the work described in the
second and third paragraphs of Task 3.2 in the existing contract, specifically providing a
review of the Screencheck Draft Specific Plan prepared by the applicant to determine the
document's completeness and adequacy to meet State law. Approximate budget
requirement in Phase One is $6,000 out of $65,000 fee for Task 3.2. The remaining
budget would be used in subsequent phases.
. Task 2.3 Base Mapping (See Page 6 of Exhibit B). Budget is the same as the existing
contract, or $7,630.
. Portion of Task 3.6 Administration (See Page 14 of Exhibit B). Same task but divided to
address each Phase separately. Approximate budget requirement in Phase One is $6,050
out of $12,100 fee for Task 3.6. The remaining budget would be used in subsequent
phases.
In addition to Phase One (Tasks 1.1 through 1.5) and portions of Task 2.1, these additional tasks
should allow efficiencies to be gained in the schedule and a greater understanding of the
opportunities and constraints facing the Arrowhead Springs proposal.
FINANCIAL IMPACT:
Funding in the amount of $470,000 was approved on August 19,2002 for this request.
RECOMMENDATION:
That the Mayor and Common Council accept funds in the amount of $64,200 from the developer
for portions of previously approved Task 2.1 and for The Planning Center to proceed with
technical tasks (Portions of Tasks 2.2 and 2.3, and Tasks 3.2, 3.3, and 3.6, as noted in the
attached Staff Report) for the Arrowhead Springs portion of the General Plan update subject to
the City receiving the required amount of funds from the developer/property owner of
Arrowhead Springs to pay the Consultant for the completion of each work item, task, or phase of
the Scope of Work.

Agenda Item #29: Resolution of the City of San Bernardino rescinding
Resolution No. 2002-281, approving Revised Amendment No. One to expand the

Revised Amendment No. One.
At the Mayor and Common Council meeting of August 19, 2002, Resolution No. 2002-281
was adopted which approved Amendment No. One to expand the agreement with the Planning
Center for providing professional services to update the City's General Plan to include preparation
of the Arrowhead Springs Specific Plan and related tasks. The following motions were also
approved:
I. That the Mayor and Common Council direct the City Attorney's Office, with the
assistance of Special Counsel Sabo, to review the agreement with the Planning Center and
to make appropriate changes to the language so it does not bind the Council, but expresses
an intent to explore and study; and
2. That the Mayor and Common Council direct the City Attorney's Office, with the
assistance of Special Counsel Sabo, to amend the agreement to ensure that money from the
developer must be on deposit prior to any release of payments to the consultant; and to make
those changes in the legal language that will protect the City and ensure that no City funds
are expended without coming back to the Mayor and Council for approval.
The City Attorney met/conferred with Special Counsel Sabo on several occasions. The
finished work product indicated as Revised Amendment No. One to Agreement for Professional
Services with The Planning Center is the result of those meetings/conferences, as is Exhibit "B"
entitled "Expansion of the General Plan Scope of Work."
The legal concerns raised by the City Attorney and the two motions resulting in direction
given by the Mayor and Common Council at the August 19, 2002 Mayor and Common Council
meeting have been addressed in the above-referenced revised documents, which resulted in a
substantive alteration of the earlier versions of said documents. As such, this item is being returned
to the Mayor and Common Council for action as they deem appropriate.

6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
7 OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Resolution No. 2002-281 is hereby rescinded.
SECTION 2. The Mayor is hereby authorized to execute Revised Amendment No. One
to Agreement for Professional Services with The Planning Center for providing professional
services to update the City's General Plan to include preparation of the Arrowhead Springs
Specific Plan, Traffic Impact Analysis, Environmental Impact Report, Development Agreement,
and Annexation Documents (a copy of Revised Amendment No. One is attached hereto as Exhibit
"A" and incorporated herein by reference in its entirety, as is the related Expansion of General
Plan Scope of Work with its three attachments, designated as Exhibit "B"). A contract is entered
into with said firm for the actual costs incurred, nOlIO exceed $470,000.00, with the fee for a
work item, task, or phase of the Scope of Work to be paid in advance by the developer/property

3. TERM[NA T[ON
The Consultant or the City. upon five (5) days' written notice, may terminate
this amendment for the expansion of the scope of services either with or
without cause or for any reason at any time. Failure of the property owner to
timely remit any Developer Deposit requested by the City shall be grounds
for termination by City. Upon the effective date of such notice, Consultant
shall provide work product to the City, and City shall compensate Consultant
for the reasonable value of services rendered and reimbursable expenses
incurred to the date of termination, but solely from the Developer Deposit.

THE APPROACH
The Planning Center will bring a number of strengths to this project. We have extensive experience
in the preparation of site plans and specific plans that address the unique aspects and issues of
each project. In fact, The Planning Center has prepared over 200 specific plans, each one
requiring a special approach and resulting in a unique outcome. The Planning Center will bring this
experience to bear on the Arrowhead Springs project and prepare a specific plan on behalf of the
City and the property owner. One thing our experience has taught is that a close collaboration
between the City and property owner is crucial to a project's ultimate success. Fortunately, this
project has involved and will continue to involve a collaborative effort between the American
Development Group, the City, and the consultant team.
The scope of work for this effort is designed in three phases: the first phase would be a fatal flaw
1)~,? analysis for a proposed roadway extension, the second phase would focus on preliminary studies
..., and an alignment study while the third phase would involve the creation of the specific plan and
supporting documents The scope of work is designed to allow the second and third phases to be
modified at the conclusion c.;f the previous phases. In this manner, the necessary environmental
and research efforts can be tailored to the specifics of the project in a manner that is not pOSSible
at this early stage.
The following describes the three phases of work proposed for the preparation of a traffic analysis,
alignment study, specific plan, annexation agreement, environmental analysis, and development
agreement for Arrowhead Springs. The budget, which corresponds to each task, is provided in
Attachment 1. This scope of work is intended to augment and amend the existing General Plan
scope of work and budget.
ARROWHEAD SPRINGS: THE VISION
The Arrowhead Springs property presents an exciting opportunity. Given the location of the
property, its natural assets, resources, and the ownership configuration, the options for viable yet
sensitive use and development are endless. We concur with the suggestion of the Development
Services Department that a specific plan is the appropriate vehicle to process a development
proposal for this property. A specific plan provides the ability to tailor use and development
standards that respond to the unique aspects of the site, are flexible enough to account for long-
term market changes, and are detailed enough to provide the City with the level of assurances

needed to respect the public interest
Given the unique nature of the Arrowhead Springs proposal, a specific plan is the ideal tool to
address the long-term use and development of the site. The Arrowhead Springs project envisions
the restoration and expansion of the historic Arrowhead Springs Hotel Resort, the development of
a new Conference Center, spa, and health club, and the restoration of the historic pools.
The concept for development includes a golf course; an impressive, upscale corporate office
complex; a "residential hill-town" community on 52 acres of the 1,916 acres of property; a "first
class" senior retirement village abutting the most southerly portion of the golf course; a small,
upscale single family residential neighborhood abutting a portion of the most northerly portion of
the golf course; a "village walk" shopping complex; and an education and entertainment park
focusing on community sustainability principles and the world of water. The vision includes
development of a world-class icon of a sustainable community, including water, electricity, and
sewer treatment. This project will be a demonstration to the world of a sustainable community in
harmony with the natural environment This "one of a kind" community will build on the effective
use of water, the imagery of artesian wells, and the romance of geothermal waters and steam
heating, mud baths, and the nostalgia of silver screen movie stars The following is a description
of the vision for the use and development of Arrowhead Springs:

Parcel 1: Historic Hotel and Conference Center (25 acres). The hotel, constructed in 1939, once
hosted Hollywood's celebrities including Elizabeth Taylor, Lucille Ball, Humphrey Bogart, and
Jimmy Durante. The hotel is positioned directly under the Arrowhead imprinted on the San
Bernardino mountainside and can be seen from 30 miles away. The grounds surrounding the hotel
are richly landscaped. There is a planned renovation of the existing 135 room, 154,000 square foot
hotel along with construction of an adjoining 115 room, 75,000 square foot annex along with a
15,000 square foot conference center.
Parcel 2: Arrowhead Springs Spa and Health Resorl (22 acres). The existing 60,000 square foot
complex of buildings is planned to become a world-class spa and health resort. This spa will
incorporate the natural spring waters and geothermal waters located on the property, which will
serve to set this resort apart. It contains an executive golf course, tennis courts, volleyball courts,
and geothermal heated pool, all of which are in good condition. The plans include developing trails
into the surrounding San Bernardino Mountains for both hiking and horseback riding.
Parcel 3: Residential Hill Town (52 acres). This proposed residential site has been selected to
overlook the historic hotel and spa allowing for both expansive views up into the canyons and down
to the valley. This residential development will include condominiums to be constructed in a
pedestrian-oriented European hill town setting. The residential community itself would be
surrounded on the perimeter by olive orchards and vineyards, which will also serve as fire breaks.
The remote and private setting in a natural environment provides easy access to recreation, quiet
and relaxation. Approximately 272 units are planned,
Parcel 4: Golf Course (175 acres). Using the West Twin Creek as its spine the planned 18-hole
public golf course will extend from the upper canyon down into the southern portion ofthe property.
The golf course offers easy access to the public and at same time serves as the front lawn of the

Arrowhead Springs development. The Clubhouse will be situated virtually in center of the planned
neighboring restaurants and shopping areas offering views of the lake and of the botanical gardens.
Parcel 5: Golf Course Residential North (79 acres). The golf course allows for two distinctive
residential areas: one will be located to the north in the canyon and the other in the southern
portion of the property. The residential components shall be incorporated along the fairways with
the North residential property consisting of private residences.
Parcel 6: Golf Course F?esidential South (65 acres). The South residential area will consist
predominantly of senior citizen condominium style units or single-family detached units. Access
to this portion of the development is provided both by Waterman Road and a new four-lane
highway to the East which, if constructed, would connect directly to 40th Street.
Parcel 7: International Hotel (27 acres). This proposed hotel will be situated in a prime location
overlooking the existing Lake Vonette and the valley below. The site is planned for a 300-room
hotel, which will serve the Conference Center, the Spa Resort, and the planned Edutainment
center. This site is located within easy walking distance of the "Village Walk" which includes shops
and restaurants planned around the expanded five-acre lake and botanical gardens.
Parcel 8: Corporate Offices (34 acres). Adjacent to the proposed hotel site is property overlooking
the entire golf course, botanical gardens and Lake Vonette. In this private yet prominent setting the
site is ideal for a proposed corporate headquarters. In this location security is easily maintained.
It is within easy walking distance of the golf course clubhouse and "Village Walk" shops and
restaurants.
Parcel 9: Village Walk (43 acres). Plans include expanding the existing lake and landscaping the
northern edge with botanical gardens. This is the proposed site for the "Village" center. The center
will include restaurants. shops, pedestrian promenades and an outdoor concert theater for day and
nighttime entertainment. This site will be known as the "Village Walk" and is planned for 175,000
square feet of building space along with terraced parking structures and easy access from 40th
Street.
Parcel 10: Edutainment Center (34 acres). Using a concept similar to Universal City Walk with its
adjoining Universal Studios theme park, the Arrowhead Springs "Village Walk" plans to host a
smaller version of an adjoining theme park. This theme park will depart from traditional parks by
combining the best technologies in entertainment with the highest quality educational environments
thereby becoming an "Edutainment" center Rides such as the "Journey to the Center of the San
Andreas Fault" will engage guests on an adrenaline-heightened learning experience to determine
how the Arrowhead Springs site developed such unique geothermal resources. Sponsors from
many sectors will be engaged to participate in this next generation theme park from information
technologies to robotics. from history and science to the arts and entertainment, including new
forms of transportation, energy, and advanced principles of sustainable living.
Remainder Parcel held by Arrowhead Water and Power, LLC. Arrowhead Water and Power, LLC
will own the approximately 1,360 acres on the Arrowhead Springs site for watershed and its mineral
rights. It owns all water rights for all springs, underground water, geothermal as well as the wells
and the surface water. It owns all the shares of stock in two mutual water companies and the rights

to spring water sold to Arrowhead Puritas. It.is noted that it is the intent of Arrowhead Water and
Power, LLC to be responsible to design, develop and construct any and all water distribution
systems within the project subject to all state law, City Charter and municipal code requirements,
and PUC regulatory jurisdiction. Arrowhead Water and Power, LLC may be able to develop and
manage those resources for sale both for domestic and irrigation purposes within the project as
well as water to be bottled and sold off the project. Arrowhead Water and Power, LLC may provide
all or some of the following services: Electric service; heating and cooling; gas; telephone; IT;
sewer treatment: security; metering of all utilities; billing and customer service.

SCOPE OF WORK
The following describes the tasks and steps to adopt a specific plan. The scope is divided into
three phases. At the end of each phase, a determination will be made by the City and the Property
Owner as to the need to proceed with the subsequent phases. If it is decided to continue. the
scope of work will be studied to determine if a revision to the tasks and budget are necessary. This
proposal is valid for 30 days. Any subsequent amendments or revisions to this scope of work will
require the written approval of all parties to the Amendment No. One.
The Planning Center and all consultants, subconsultants and employees and independent
contractors to such persons shall not have any direct communications, telephone conversations
or meetings with the Property Owner and its representative and consultants without either (i) a City
employee being in attendance, or (ii) having been previously authorized in writing by the Director
of Development Services of the City. All questions, comments and inquiries of the Property Owner
received by the Planning Center shall be forwarded to the Director of Development Services
Department of the City for his written response; copies of said questions, comments and inquiries
and any and all responses by the Director of Development Services shall be forwarded to the
Mayor and Common Council and to the City Attorney.
PHASE ONE

The Developer believes that a critical piece to this project might be a roadway connection between
Highway 18 north of Arrowhead Springs, south to 30th Street and ultimately to Highway 30. The
Developer further believes that the feasibility of this roadway will help determine the viability of
development in the Arrowhead Springs Specific Plan area.
The possible roadway project proposes to utilize a substantial amount of excess decomposed
granite (approximately 700,000 cubic yards) from the ongoing water line tunneling operation. As
it stands now, the decomposed granite is proposed to be hauled to a landfill, resulting in
approximately 70,000 truck trips on City streets. In this proposal, the issue of using the
decomposed granite to build the base of a possible future roadway between 40th Street and 30th
Street, will be studied.
Phase One addresses an initial effort to study environmental, permitting, traffic and cost issues.
It is anticipated that Phase One will take approximately four weeks to complete. Phase One will
not represent an analysis of the environmental impacts of a possible roadway itself, but will include
a projection and analysis of the likely traffic impact on Waterman Avenue from 30th Street to the
project.
Task 1.1 Permitting Process and Coordination. The Planning Center will serve as the overall
coordinator for the Expansion of the General Plan Scope of Work as well as perform an analysis
of the permitting process required for the possible roadway analysis. As the tinal product, The
Planning Center will develop a brief report on

the roadway connection feasibility. This report will summarize the findings of the various tasks
outlined in this scope of work.
Task 1.2 Truck Trips Transtech will analyze the potential benefits and consequences of the truck
trips to the City with the proposed roadway project
Task 1.3 Biological Records Search. NRA, Inc., will perform a records search for sensitive plant
and animal species that may be within the roadway alignment area.
Task 1.4 Cultural Records Search. SWCA will perform an archaeological literature review and
records search for significant archeological and cultural resources in the alignment area.
Task 1.5 Phase One Rescope. This is an opportunity for the parties involved to determine if the
tasks outlined in Attachment 2, Scope of Work, attached hereto and made a part hereof, are still
appropriate or if refinement is necessary. This task would involve a meeting with the applicant, City
Staff, and consultant team to discuss the next steps and then seek written authorization from the
City, following review and approval of the Common Council of the work product (from Phase I per
Page 2 "COMPENSATION" of Amendment No. One to the Agreement for Professional Services
with the Planning Center), to proceed further with Phase Two or propose formal amendments or
revisions to this scope or work.
PHASE TWO
Phase Two is a baseline analysis of the project prior to the Phase Three Environmental Impact
Report that includes a traffic impact analysis, both with and without a pOSSible future roadway, an
alignment study for a possible future roadway connecting Arrowhead Springs to the south, and
base mapping.
Task 2.1 Circulation Studies. In this task, Transtech will perform a Traffic Impact Analysis for the
Arrowhead Springs project and an Alignment Study for a possible future roadway through
Arrowhead Springs connecting to the south between 40th Street and 30th Street. A detailed
description of this work effort is provided in Attachment 2.
Task 2.2 Environmental Studies. In this task The Planning Center will make a recommendation
for the review and approval of the Mayor and Common Council as to the scope and content of an
Environmental Impact Report. The Planning Center will review existing environmental
documentation and monitor the road alignment project with the objective of determining what
technical studies and environmental documentation will be required. The Planning Center will
review existing data and studies provided by The American Development Group and as prepared
for the road alignment analysis.
Task 2.3 Base Mapping. This task includes the preparation of base maps for the Arrowhead
Springs project site. The Planning Center will create base maps for Arrowhead Springs utilizing
existing GIS coverages from American Development Group, Inc" City, and County.
Task 2.4 Phase Two Re-Scope. Upon completion of the tasks outlined above, the City, American

Development Group, Inc_, and The Planning Center will meet to determine the appropriate steps
to recommend to the Mayor and Common Council a specific plan, development agreement, and
complete an annexation application as well as recommend to the Mayor and Common Council the

Common Council, The Planning Center will then submit a revised scope of work to the City that
includes an estimated budget for the remaining tasks_ Any such revised scope of work shall require
the review and approval of the Mayor and Common Council as a formal amendment to this scope
of work prior to The Planning Center proceeding in furtherance of such revised scope of work_

PHASE THREE
This phase involves the creation of the documents necessary to entitle the Arrowhead Springs
project in the City of San Bernardino. The tasks described in this phase provide the consultant's
initial determination of the steps necessary to prepare the specific plan, annexation agreement,
development agreement, and necessary environmental documentation. Due to the unknown
outcomes of the alignment study and quality of information that can be provided by the property
owner, The Planning Center has provided this initial assessment of the steps and level of work
necessary to complete this project. The tasks in Phase Two may vary depending upon the
outcomes of Phase One and the quality of information available from the property owner.
Assuming that no additional studies beyond those described in this scope of work are required and
the information from the property owner is sufficient to allow the preparation of the specific plan,
then the fee would be $308,913 as noted on Attachment 1. Further, Phase Three will only begin
after Phase Two has been completed and only upon written authorization from the City and
property owner following the review and approval by the Mayor and Common Council.
In developing the work program for this phase, the Consultant Team assumed certain
characteristics of the project based upon input from the City and property owner. These
assumptions include:

The preferred plan for the project is essentially defined, and attached hereto as
Attachment 3, and is based upon documents provided by the American Development
Group.
The subject of the specific plan will be the approximately 556 acres of development,
including golf courses and the 1,360 acres of open space. Detailed analysis will focus
on the ten parcels proposed for development that include the hotel and conference
center, spa, resort, residential hill town, golf course, golf course residential north and
south, the international hotel, corporate office site, village walk, and unique
"Edutaintment Center."
The American Development Group will provide detailed background information based
upon their preliminary research of the project site.
The Mayor and Common Council shall review and approve any Development
Agreement between the City and the property owner and shall determine whether a
Development Agreement is advisable for the City to approve and enter into.
The provision of infrastructure to the project site will be the responsibility of the property
owner and. as such, the provision and phasing of infrastructure will be included in the
specific plan. The City will have no obligation to provide any infrastructure, public
improvements, public facilities or utilities on. to or from the project site
The Mayor and Common Council shall review and approve all aspects of the preferred plan.
Given these assumptions, our approach to this phase of the project will be to work with the
property owner and the City to create a specific plan and development agreement that
meets Campus Crusade for Christ's expectations and vision within the guidelines and

parameters to be established by the City,. while creating development standards based on
sound and legally defensible planning practices to ensure quality development. In turn, the
Environmental Impact Report and annexation agreement will be developed in accordance
with federal, state, and local regulations to promote the development of Arrowhead Springs
under the jurisdiction of the City of San Bernardino.

Task 3.1 Baseline Analysis. In this task, the consultant team will meet to discuss the
status of the project. the necessary steps to complete the job, and to officially start the third
phase after receipt of written directions to proceed from the City which will follow review and
approval by the Mayor and Common Council. The Planning Center will create a Critical
Issues Summary and Map, which documents the significant physical and policy issues
including historic, biological, cultural, historic, seismic, safety, natural resources, and public
services. The Planning Center will analyze the current and updated General Plan policy
foundation and other relative documents and policies to advise the Developer and Property
Owner as to what permits and/or other approvals the Planning Center believes will be
necessary. Final determination of what City permits and other City approvals are required
shall be made by the City.
Task 3.2 Specific Plan Preparation. In this task, The Planning Center will prepare a
recommended specific plan for Arrowhead Springs. A specific plan is a detailed plan
guiding the development of a particular area. The recommended specific plan implements
the general plan by creating a bridge between the general plan policies and individual
development proposals. Ideally, a specific plan guides the aspects of future development:
from the distribution of land uses to the location and sizing of supporting infrastructure, from
methods of financing public improvements to standards of development.

The preparation of a recommended specific plan will be a collaborative effort between the
City and property owner. In this manner, the City and property owner will receive a
regulatory product that works for both parties, helping to ensure successful adoption and
implementation. The American Development Group will be instrumental in the development
of all aspects of the recommended specific plan. The American Development Group will
supply the infrastructure analysis that will be incorporated into the recommended specific
plan and eventually analyzed in the Environmental Impact Report. The Planning Center
will work closely with the American Development Group and City to recommend the
development standards, design guidelines, and regulatory tools for the site. Final approval
of the recommended specific plan shall be at the sole discretion of the Mayor and Common
Council and no actions by City Staff and/or other individual City Officials shall commit the
Mayor and Common Council to any final decision on said recommended specific plan.

The Planning Center will also be available to discuss the organization and content of the
recommended specific plan with the property owner, neighborhood associations,
community groups, and other stakeholders.
While the final content and form of the specific plan will be reviewed and approved by the
Mayor and Common Council in concert with the property owner to best fit the particulars

The Planning Center will prepare the Screencheck Draft Specific Plan and refine the
document based upon City input to ensure an accurate and legally defensible
recommended plan that provides the proper development standards for the site. An
Administrative Draft Specific Plan will then be provided to the City incorporating feedback
from City Staff and the property owner. Following the Administrative Draft Specific Plan
review, changes resulting from the review process will be made and the Public Hearing
Recommended Draft Specific Plan will be prepared for distribution. Following adoption, The
Planning Center will incorporate the final changes and prepare the Final Recommended
Specific Plan for review and, at its sole discretion, adoption by the Mayor and Common
Council. The Planning Center will provide 20 hard copies of the final specific plan and an
electronic version that is compatible with the City's computer system.
A Fiscal Analysis will be conducted by Stanley Hoffman Associates to determine the
change in City revenue and cost streams potentially caused by annexation. These costs
will be critical in determining the financing portion of the recommended specific plan.
Task 3.3 Environmental Documentation. In this task, The Planning Center will prepare
the necessary environmental documentation. An environmental impact report (EIR) will be
the necessary documentation. The EIR for the Arrowhead Springs Specific Plan may be
a second tier document, taking full advantage of the upcoming General Plan EIR as a first
tier document. Considerable information will be generated as the General Plan, General
Plan EIR and various technical studies are completed. The General Plan and its related
studies will be especially important in providing the regional, long term and cumulative
context for the Arrowhead Springs Specific Plan EIR. As discussed, the EIR should utilize
a no project alternative, an alternative that is based on conventional design and an
alternative that is based on existing entitlements.
The Arrowhead Springs EIR will use the General Plan data to the extent possible, but will
also provide a more detailed and specific level of review for the proposed development.
This EIR will be considered a project specific EIR. Particular emphasis will be placed on
making the EIR a valuable device for documenting the commitments to environmental
sensitivity and sustainability characterizing this plan.
While the Historical Resources study is considered an optional task, it may be required if

information provided by the property owner proves insufficient to meet legal requirements.
Additionally, it may prove necessary to conduct special geotechnical and hydrological
studies, for the environmental analysis and specific plan if existing data proves inadequate.
In any case, the focus will be on areas proposed for development and their immediate
environs.
Task 3.4 Annexation. This task involves the preparation of the documents for Annexation
of the Arrowhead Springs area. This Task 3.4 shall only commence upon the specific
written authorization of the Common Council of the City at its sole discretion. The
annexation should be considered as a four part process: prefiling; filing and review by
LAFCO staff; proceedings of the LAFCO officials; and final certification. The consultant
team will assist the City in completing the prefiling phase of the process. The annexation
process will begin with a preliminary meeting with the Local Area Formation Commission
(LAFCO), and representatives from The Planning Center and the City in order to review
LAFCO's application requirements. The Planning Center will work in partnership with the
City of San Bernardino in completing the Application for Annexation forms. We will
coordinate with Stan Hoffman Associates who will prepare the Plan for Services portion of
the annexation application from infrastructure and fiscal analysis prepared for the specific
plan. The environmental requirements for the application will be met through submission
of the EIR for the specific plan. This proposal does not include services for preparation of
the legal descriptions, as required by LAFCO. It is assumed this will be provided by the
property owner.
Task 3.5 Development Agreement. This task involves the preparation of the
Development Agreement between the City and property owner. The Development Services
Department will take an active role in assisting The Planning Center in preparing the
Development Agreement for review and approval by the City and property owner. Neither
the City nor the property owner shall be obligated to accept a Development Agreement nor
have the City and the property owner committed to the form, content, duration or legal
effect of any Development Agreement. Whether or not a Development Agreement shall be
negotiated and considered shall at all times be a discretionary action of both the City and
the property owner. If a Development Agreement has been negotiated and presented for
approval, both the City and the property owner shall have full discretion whether to approve
and accept any such Development Agreement. All costs incurred by the City for review of
drafting of any such Development Agreement shall also be paid by the Property Owner or
reimbursed to the City by the Property Owner for such consultants and attorneys as the City
may retain.
The final decision on any such Development Agreement shall be made by the Common
Council of the City at its sole discretion.
Task 3.6 Administration. This task involves overall Project Management provided by The
Planning Center. This task is necessary to provide for the day-to-day management of the
preparation of the Plan and overseeing the products, including coordination with consultant
team and City Staff, billing activities, and schedule maintenance. The Planning Center will
prepare follow-up memos from the team meeting and Planning Commission/City Council
workshops. Instead of assuming a certain number of meetings in the budget, meetings will
be handled on a time and materials basis after written authorization by the City and a
Developer Deposit having been remitted by the property owner to the City.

AND FUTURE P ARKW A Y ALIGNMENT STlJDY
AMENDMENT TO GENERAL PLAN UPDATE CONTR~CT
The scope of work for this project is to prepare a TIA and new proposed roadway alignment
analysis for a proposed tlrture roadway connection between Highway 18 north of Arrowhead
Springs. south 10 30'" Street and ultimately to Highway 30. Currently. Waterman Avenue,
a local surface street. serves as the north-south link. The amount of trips the project will
generate exceeds the minimum thresholds; therefore. a CMP analysis will be conducted. The
study area is detined by the magnitude of the project trips, and per the SANBAG CMP
requirements could extend up to 5 miles beyond the project site to include "key
intersections" where the project generated traffic exceed CMP thresholds. In addition.
substantial amount of excess DG material (approximately 700,000 cubic yards) will be
generated as a result of the water line tunneling operation within the project area.
l. SCOPE OF WORK FOR THE TRAFFIC IMPACT ANALYSIS
A. Data Collection, Establishment Of Study Parameters, Determination Of Impact
Area

Peak hour ,'ehide turning movement counts will be taken for two hours during the AM
peak and PM peak periods on weekdays and weekends at the smdy intersections for
which recently c"':~~ted data is not available (those not included for the City of San
Bernardino General Plan Update and for any study intersections where counts are not
being taken on weekends). The collected peak hour traffic volume data will be
summarized and halanced. This compiled data will represent existing conditions. It is
estimated that a total of 50 locations will require further analysis. However, under the
General Plan Update, we are already obtaining counts for 23 ofthese locations. A total
of three new truck axle counts will be necessary. The CMP calls for a minimum of one
2-way dassitication count be provided per arterial and the truck volumes converted to
pce's. Additional axle counts along major arterials are provided for in the General Plan
Update.
Pertinent information relative to the circulation system in the study area will also be
secured from the local agencies in the project area. Our staff will supplement this
information with tield veritication of tramc control devices, roadway cross-sections,
parking restrictions and intersection geometrics within the study area.
To detennine the distribution of project traftic a CMP model select zone will be obtained
from SeAGo Project traffic will then be distributed throughout the adjacent street
network. and intersections and freeway ramps and mainline freeway lanes meeting

minimum CMP criteria for impact analysis will be determined. During this initial task.
the study scope will be refined and the locations for further detailed analysis will be
identified. Traffic counts at a minimum will be required at those intersections shown on
Attachment 2, located on pages 22 and 23 of this document. and on the five maps
attached hereto as Exhibit "B \", Exhibit "B2", Exhibit "Br, Exhibit "B4" and Exhibit
"B5" and incorporated herein by reference.
The following analysis scenarios will be included in the TIA as required per the
SANBAG CMP guidelines or as required herein.
B. Existing Conditions
The following conditions will be studied:

The data collected and summarized in the previous task will be utilized to assess
existing operational characteristics of the circulation system within the study
area. To assess existing operating conditions, a Level of Service analysis based
on the 2000 Highway Capacity Manual will be performed for each of the study
area intersections and freeway links for existing conditions. Truck traffic will be
converted to passenger car equivalents and factored into existing counts for
intersections and freeway ramps. Truck volumes for mainline freeway lanes shall
be obtained from the 1998 "Annual Average Daily Truck Traffic on the California
Highway System" compiled by Traffic and Vehicle Data Systems. All analysis will
conform to City and CMP Traffic Impact Analysis guidelines and standards.
C. Opening Year Conditions (With Full Project)
The following conditions will be studied:

The future year CMP model select zone needs to be obtained from SCAG to
determine distribution patterns. The use of accepted growth rates, provided by
the City, will be used for interim year analysis for with and without project traffic.
The Opening Day scenario is based on forecast increases in traffic between
existing conditions and opening year conditions based on City's
recommendations.

Future year 2015 traffic conditions are examined to provide the background traffic
forecasts to determine long-range cumulative and project related circulation
impacts The CMP traffic impact analysis procedures require that the future year
2025 traffic data are obtained from an approved local or regional traffic model.
In the case of this project, the SCAG CTP traffic model will be obtained. The B-
Turn program will be used to obtain future 2025 turning movements at
intersections from link volume associated with the intersections (namely the
arrival and departure volumes). All model forecasts shall be post-processed in
order to be used.
II. SCOPE OF WORK FOR THE POSSIBLE FUTURE ROADWAY CONNECTION
The Traffic Impact Analysis shall analyze the feasibility of connecting Highway 18
from north of Arrov'k'ad Springs to the Highway 30 by building a new Highway in
the north-south direction. The possible new highway may traverse the Arrowhead
Springs property and County Flood Control land, and provide an uninterrupted
connection to High,vay 30. Currently, Waterman Avenue, a local surface street,
serves as the north-south link.
The Traffic Impact Analysis may propose a multi-phased approach to respond to
immediate needs (a short-term objective) and ultimate needs (a long-term objective)
of traffic demand in the area.
An objective of the project is related to a tunneling operation within the area, which
will generate approximately 700,000 cubic yards of excess material (OG). The
project shall explore disposal of the excess material, including but not limited to,
hauling it to a landfill/dump area (which would result in 70,000 truck trips on City
streets), or utilizing it to build the base of the possible future north-south parkway
connection (which would eliminate the majority of the truck trips). The Mayor and
Common Council, at their sole discretion, shall determine if one of these options or
other options are deemed advisable.

The Traffic Impact Analysis should determine the viability of constructing the
roadway segment between 40th Street and 30th Street by utilizing the excess
material generated by the tunneling operation for the roadway base as fill material.
The Traffic Impact Analysis should address lead role determinations in the process
that may expedite the facilitation of this segment. The first step is to conduct an
alignment study to assess the issues and constraints, identify alternatives, and
establish the most optimum alternative for the possible proposed roadway. The
alignment study will produce a document which would enable the City to make an
informed decision if, how and when to proceed with the implementation of the
possible proposed future parkway. The Traffic Impact Analysis should evaluate
whether this first phase of the alignment study should proceed through
Caltrans/FHWA review and approval process. One objective of the Traffic Impact
Analysis is to conduct a focused study to establish the conditions, issues and
constraints the City will have to deal with, potential impacts and mitigation
measures, and estimate to build the possible roadway.
The Traffic Impact Analysis should address the feasibility of constructing the
remaining segments connecting State Highway 18 to State Highway 30, and the
issues of fronting the construction costs and the ultimate granting of jurisdiction of
the new roadway to Caltrans (which in essence may be viewed as a natural
extension of Highway 18 in the north-south direction).

The Traffic Impact Analysis should determine whether Caltrans/FHWA review and
approval process would be involved for the alignment study for the first segment
between 40th Street and 30th Street to accomplish an expedited process. If it is
determined that Caltrans/FHWA review and approval process could not be
completed within Phase One, it is understood that the project will not be submitted
for such review until a later date. However, the alignment study will follow a format
similar to the general guidelines outlined in Caltrans' Project Development
Procedures Manual (PDPM)
The alignment study, which is identified as task 1.1 in the overall scope of work for
the project, is divided in two subtasks as follows:
Subtask 1.1.A
Subtask 1.1.A is to prepare an expedited alignment study for the segment between
40th Street and 30th Street. Study shall include, but not be limited to, the following
five alternatives:
1. New roadway on the west side of flood control area.
2. New roadway on the east side of flood control area.

3. New roadway in the middle of flood control area.
4. Expansion of existing Harrision Street.
5. Use of existing Sterling Avenue.
Some of the issues related to the alignment study would include:
Right-of-way requirements and impacts relative to flood control land as well
as public streets as the new road joins 40th Street and 30th Street.
Service access road for flood control.
Impacts of new road on drainage and flood control basin
Noise onto adjacent residential areas.
Screening/landscaping of new road from residential areas.
Opposition by homeowners.
Re-alignment of 30th StreetlLynwood Drive intersection as the new road
connects to 30th Street (possible cul-de-sac of Lynwood at 30th Street).
Possible cul-de-sac of San Gabriel Street at 40th Street.
Traffic Signals.
The Mayor and Common Council, at their sole discretion, shall determine which, if
any of the possible alternatives shall be approved.

The following are specific tasks that will be performed by the consultant in subtask
1.1.A:
Aerial Surveying - Utilize existing aerial topographic mapping.
Geotechnical/Geological Constraints - Review published geologic data and
make a cursory field reconnaissance of the project study area. Based on
this review and knowledge of the vicinity, we will identify general
geotechnical/geologic constraints to consider in establishing alternate routes
(e.g., problematic slope orientations, seismic features, possible excavation
difficulties and potential soil removals).
Right-of-Way - Prepare plans showing the proposed right-of-way and slope
easements, and provide approximate right-of-way costs. It is assumed that
mapping of the take areas and not the entire property will be sufficient. It is
also assumed that title reports or legal descriptions/sketches are not
required.
Subtasks 1.1.8
Subtask 1.1.B of the project is to study possible concept alignment extending a
possible new roadway from 40th Street north to connect to Highway 18, and from
30th Street south to connect to Highway 30. The proposed connection at Highway
30 may have new ramps and may eliminate existing ramps at Waterman
" Avenue/30th Street. Final decision on all such issues shall be at the sole discretion

At this stage, the scope of work for Subtask 1,1,8 is to explore possible concept
level alignments showing feasible connections to State highways, initiate
discussions with Caltrans, suggest alternative concept alignments listing potential
issues, and assist the City in discussing new highway proposal and ramps with
Caltrans, While a scope cannot be identified to take the project any further at this
point, the consultants will be available to support the City if the project progresses
after receiving feedback and some direction from Caltrans/FHWA.
The study would show the possible alignments, feasibility of a connection to
Highway 18 and 30, potential for new ramp configuration at Highway 30, possible
deletion of ramps at Highway 30IWaterman/30th, proposed grading, possibility of
a bridge at the north end, potential for new ramps at the Highway 30 connection,
possible spacing with the existing adjacent ramps, possible removal of ramps at
Waterman/30th, crossings at 30th and 40th (underpass, overpass), traffic, and other
elements.

EXECUTIVE SUMi\IARY
Arrowhead Springs Specific Plan provides the framework for the development of a dynamic and
diverse community. The Specific Plan provides the vision for a community based on a mixture of
residential neighborhoods focused around a lively community core and a regional resort destination,
interconnected with multi-purpose open space features, including public golf course, nature trails
for hiking, biking, and equestrian, promenades, botanical gardens, ponds, streams, and environments
for viewing wildlife. Additional defining features of the concept include the renewal of historic
treasures from Native American heritage and early settlers to Hollywood's Golden Age. And not
to be mistaken, one of the most valuable features of the project are its water resources: both thermal
hot springs and fresh, pure cold water canyon springs. Finally, the project offers a mix of residential
selections ranging from golf course condominiums, to equestrian estates, to contemporary
townhouses, to orchard villas. to upscale retirement communities.
The Village Walk commercial center is envisioned as a multi-purpose "promenade" that serves as
the focal point of the community and provides its most prominent expression of uniqueness. It is
in effect a "main street" in the time-honored tradition of the American small town. Village Walk
provides a rich mixture of entertainment, commercial, cultural, educational, and residential uses.

Village Walk is intended to be a unique. walkable downtown. Buildings will be located so that
views ofth.e mountains, canyons, and lake are maximized. The sidewalks or "promenades" will be
filled with pedestrian amenities, such as benches, low planter walls, shaded or trellised areas, public
art, and outdoor dining to create an exciting pedestrian experience. Building massing and heights
will be varied, encouraging prominent architectural accent buildings. Streets and pedestrian links
will be oriented to frame views of natural features and manmade focal points. All of these efforts
help to create a strong sense of identity and interest. The following conceptual illustrations are
intended to provide a feel for what the Arrowhead Springs experience may become.
ARROWHEAD SPRINGS: THE VISION
The An'owhead Springs property presents an exciting opportunity. Given the location of the
property, its natural assets, resources, and the ownership configuration, the options for viable yet
sensitive use and development are endless. We concur with the suggestion of the Development
Services Department that a specific plan is the appropriate vehicle to process a development
proposal for this property. A specific plan provides the ability to tailor use and development
standards that respond to the unique aspects of the site, are flexible enough to account for long-term
market changes, and are detailed enough to provide the City with the level of assurances needed to
respect the public interest.
Given the unique nature of the Arrowhead Springs proposal, a specific plan is the ideal tool to
address the long-term use and development of the site. The Arrowhead Springs project envisions

the restoration and expansion of the historic Arrowhead Springs Hotel Resort, the development of
a new Conference Center. spa, and health club, and the restoration of the historic pools.
The concept for development includes a golf course; an impressive, upscale corporate office
complex; a "residential hill-town" community on 52 acres of the 1,916 acres of property; a "first
class" senior retirement village abutting the most southerly portion of the golf course; a small,
upscale single family residential neighborhood abutting a portion of the most northerly portion of
the golf course; a "village walk" shopping complex; and an education and ente11ainment park
focusing on community sustainability principles and the world of water. The vision includes
development of a world-class icon of a sustainable community, including water, electricity, and
sewer treatment. This project will be a demonstration to the world of a sustainable community in
harmony with the natural environment. This "one of a kind" community will build on the effective
use of water, the imagery of artesian wells, and the romance of geothermal waters and steam heating,
mud baths, and the nostalgia of silver screen movie stars. The following is a description of the
vision for the use and development of Arrowhead Springs:
Parcell: Historic Hotel and Conference Cenler (25 acres). The hotel, constructed in 1939, once

Bernardino mountainside and can be seen from 30 miles away. The grounds surrounding the hotel
are richly landscaped. There is a planned renovation of the existing 135 room, 154,000 square foot
hotel along with construction of an adjoining 115 room, 75,000 square foot annex along with a
15,000 square foot conference center.

Parcel 2: Arrowhead Springs Spa and Health Resort (22 acres). The existing 60,000 square foot
complex of buildings is planned to become a world-class spa and health resort. This spa will
incorporate the natural spring waters and geothermal waters located on the property, which will
serve to set this resort apart. It contains an executive golf course, tennis courts, volleyball courts,
and geothermal heated pool, all of which are in good condition. The plans include developing trails
into the sUlTolmding San Bernardino Mountains for both hiking and horseback riding.
Parcel 3: Residential Hill Town (52 acres). This proposed residential site has been selected to
overlook the historic hotel and spa allowing for both expansive views up into the canyons and down
to the valley. This residential development will include condominiums to be constructed in a
pedestrian-oriented European hill town setting. The residential community itself would be
surrounded on the perimeter by olive orchards and vineyards, which will also serve as fire breaks.
The remote and private setting in a natural environment provides easy access to recreation, quiet and
relaxation. Approximately 272 units are planned.
Parcel 4: Gol{ Course (175 acres). Using the West Twin Creek as its spine the planned IS-hole
public golf course will extend from the upper canyon down into the southern portion of the property.
The golf course offers easy access to the public and at same time serves as the front lawn of the
Arrowhead Springs development. The Clubhouse will be situated virtually in center of the planned
neighboring restaurants and shopping areas offering views of the lake and of the botanical gardens.

Parcel 5: Golf Course Residential North (79 acres). The golf course allows for two distinctive
residential areas: one will be located to the north in the canyon and the other in the southern portion
of the property. The residential components shall be incorporated along the fairways with the North
residential property consisting of private residences.
Parcel 6: Golf Course Residential South (65 acres). The South residential area will consist
predominantly of senior citizen condominium style units or single-family detached units. Access
to this portion of the development is provided both by Watemlan Road and a new four-lane highway
to the East which, if constructed, would connect directly to 40th Street.
Parcel 7: International Hotel (27 acres). This proposed hotel will be situated in a prime location
overlooking the existing Lake Vonette and the valley below. The site is planned for a 300-room
hotel, which will serve the Conference Center, the Spa Resort, and the planned Edutainment center.
This site is located within easy walking distance of the "Village Walk" which includes shops and
restaurants planned around the expanded five-acre lake and botanical gardens.
Parcel 8: CO/porate Offices (34 acres). Adjacent to the proposed hotel site is property overlooking
the entire golf course, botanical gardens and Lake V onette. In this private yet prominent setting the
site is ideal for a proposed corporate headquarters. In this location security is easily maintained. It
is within easy walking distance of the golf course clubhouse and "Village Walk" shops and
restaurants.

Parcel 9: Village Walk (43 acres). Plans include expanding the existing lake and landscaping the
northern edge with botanical gardens. This is the proposed site for the "Village" center. The center
will include restaurants, shops, pedestrian promenades and an outdoor concert theater for day and
nighttime entertainment. This site will be known as the "Village Walk" and is planned for 175,000
square feet of building space along with terraced parking structures and easy access from 40th
Street.
Parcel 10: Edutainment Center (34 acres). Using a concept similar to Universal City Walk with its
adjoining Universal Studios theme park, the Arrowhead Springs "Village Walk" plans to host a
smaller version of an adjoining theme park. This theme park will depart from traditional parks by
combining the best technologies in entertainment with the highest quality educational environments
thereby becoming an "Edutainment" center. Rides such as the "Journey to the Center of the San
Andreas Fault" will engage guests on an adrenaline-heightened learning experience to detennine
how the Arrowhead Springs site developed such unique geothermal resources. Sponsors from many
sectors will be engaged to participate in this next generation theme park from information
technologies to robotics, trom history and science to the arts and entertainment, including new forms
of transportation, energy, and advanced principles of sustainable living.
Remainder Parcel held by Arrowhead Water and Power, LLe. Arrowhead Water and Power, LLC
will own the approximately 1,360 acres on the Arrowhead Springs site for watershed and its mineral
rights. It owns all water rights for all springs, underground water, geothermal as well as the wells
and the surface water. It owns all the shares of stock in two mutual water companies and the rights
to spring water sold to Arrowhead Puritas. It is noted that it is the intent of Arrowhead Water and
Power, LLC to be responsible to design, develop and construct any and all water distribution

systems within the project subject to all state law, City Charter and municipal code requirements,
and PUC regulatory jurisdiction. Arrowhead Water and Power, LLC may be able to develop and
manage those resources for sale both for domestic and irrigation purposes within the project as well
as water to be bottled and sold off the project. An.owhead Water and Power, LLC may provide all
or some of the following services: Electric service; heating and cooling; gas; telephone; IT; sewer
treatment; security; metering of all utilities; billing and customer service.
