Staff Report
Subject:
Resolution approving the adoption of a proposal by the American Lung Association to create a
Clean Vehicle Policy.
Background:
The Mayor received a letter from the American Lung Association ofthe Inland Counties
requesting support from the City for the adoption of their proposed Clean Vehicle Resolution. A
Clean Vehicle is a vehicle that releases low or no emissions. This resolution would publicly
establish a procurement policy that makes air quality a leading criterion in choosing the vehicles
the City will purchase. The policy would establish preference for the acquisition of the cleanest
available vehicle practical for a given application whenever funding is available. Public safety
and emergency vehicles would be exempt from this policy.
A wide variety of zero and low emission vehicles in many applications are now available from a
variety of manufactures in ultra-low (ULEV), super-ultra-low-emission (SULEV), and zero
Emission Vehicles (ZEV). Some of these vehicles are gasoline-powered, natural gas-powered,
hybrid electric, and battery-powered electric.
Financial Impact:
The purchase price oflow and zero emission vehicles may be higher than comparable traditional
fuel vehicles. However, incentive funding is available through SCAQMD and the California Air
Resources Board to help cities acquire low and zero emission vehicles. Low and zero emission
vehicle purchase will only occur if additional funding is available to assure that the costs of such
vehicles becomes comparable to the acquisition costs of conventional vehicles. In some cases,
the City is already mandated by the SQAMD to purchase alternative fuel vehicles (i.e. heavy-
duty vehicles).
Recommendation:
Adopt resolution.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO APPROVING THE ADOPTION OF A PROPOSAL BY THE
AMERICAN LUNG ASSOCIATION TO CREATE A CLEAN VEHICLE POLICY.
WHEREAS, more than 2/3 of Southern California's air pollution comes from
mobile sources, such as cars, trucks, and buses and conventional gasoline-powered
cars, even the newest cleanest cars, degrade with use and become serious sources of
pollution; and
WHEREAS, "Upstream emissions'" from gasoline, including those from
refineries, and from diesel trucks delivering the fuel, and from evaporating and spilled
fuel are significant contributors to unhealthy air; and
WHEREAS, A wide variety of low emission vehicles in many applications are
now available from a variety of manufactures in ultra-low (ULEV), super-ultra-low-

WHEREAS, Reducing air pollution is a shared responsibility, requiring the
cooperation and participation of all communities and their community members; and
WHEREAS, cities are significant users of vehicles and equipment that cause air
pollution and regularly purchase new vehicles and equipment to meet the needs of
their community members; and
WHEREAS, Cities can and should lead by example so residents and
businescses will also willingly partiCipate in clean air programs; and

AMERICAN LUNG ASSOCIATION TO CREATE A CLEAN VEHICLE POLICY.
WHEREAS, Significant incentive funding is now available through local Air
Districts and the California Air Resources Board for cities to acquire ULEVs, SULEVs,
and ZEVs and these monies will make the cost of acquiring ULEVs, SULEVs, and
ZEVs comparable to purchasing conventional vehicles; and
WHEREAS, Many cities have leased ULEVs, SULEVs, and ZEVs and use them
in their fleets on a day-to-day basis and their experience has been uniformly positive;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCil OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That the City of San Bernardino shall, as a matter of continuing
policy, give preference to the acquisition of zero and low emission vehicles for each
application for which such vehicles meet the requirements of the City of San
Bernardino and whenever funding is available to assure that the costs of such vehicles
is comparable to the costs of acquisition of conventional vehicles, and;
