On November 20, 2000, the Community Development Commission approved a one-year contract extension in the

On November 19, 2001, the Community Development Commission approved a one-year contract extension in the
amount of$61,500 for the Neighborhood Initiative Program Coordinator.
On November 7, 2002, the Redevelopment Committee recommended that this item be sent to the Community
Development Commission for approval.

BACKGROUND:
On September 7, 1999, the Community Development Commission approved the
Cooperative/Delegate Agreement ("Cooperative Agreement") between the County of San
Bernardino and the Redevelopment Agency for implementation of the Neighborhood Initiative
Program ("NIP"). The Cooperative Agreement was later amended in early 2001 to require and
obligate the Agency to buy, rehabilitate, and resell all HUD properties in six (6) of the NIP areas
(see Map of Areas - Attachment I).
The purpose of the NIP is to restore blighted and distressed communities within the County of
San Bernardino, including the City of San Bernardino. Moreover, it is intended to stop
deterioration and rekindle investment and neighborhood pride by reversing blighted conditions
and revitalizing specific geographic areas of the City.
On November 15, 1999, the Commission approved a one (I) year professional services contract
with Diana L. Sanchez to serve as the Agency's Coordinator for programs and projects as
required under the NIP County/Agency Agreement. This contract was subsequently extended on
November 20, 2000, November 19,2001 and expires on November 19, 2002.
CURRENT ISSUE:
To continue the implementation of the NIP Program, it is necessary to extend Ms. Sanchez's
contract for another year, subject to reimbursement by the County of San Bernardino in the
amount of$65,300. This amount represents a less than 5% increase from the 2001-2002 contract
($61,500).
The NIP Coordinator's role and duties include, but are not limited to: organizing neighborhood
meetings, maintaining a rapport with NIP area residents, coordinating neighborhood clean-ups
and beautification projects, marketing Agency programs, encouraging renters to buy in the NIP
area, coordinating team meetings and projects with other City Departments, concluding or
closing out all real estate transactions between the County, the Agency and ARR Partners, and
the management and implementation of the Exterior Beautification Grant Program for Target
Area #1. Some additional duties that the NIP Coordinator has undertaken over the last year is
the coordination of infill housing projects such as six (6) new infill housing units constructed by
ANR Industries, Inc., oversight of the rehabilitation of nine (9) multi-family units and
development of single-family homes by Neighborhood Housing Services (NHS), developing
specifications for the exterior beautification program such as landscaping and painting,
reviewing and approving grant applications, interviewing and determining applicant eligibility

for grant approval, supervising the construction activities of the NIP contractors including the
monitoring of ARR Contractor expenses, processing contractor payment requests, coordinating
inspections with the City's Building Division, preparing monthly reports for the County to
transmit to HUD, tracking the Agency/City investment of funds in the NIP areas, submitting
invoices to the County for Agency reimbursement. Please refer to Attachment 2 which
describes the Coordinator's accomplishments for the past year.
The Coordinator will continue to work under the direction and supervision of the Deputy
Director/Director of Housing & Community Development.
ENVIRONMENTAL IMPACT:
A professional services contract is exempt from the California Environmental Quality Act
(CEQA) and the National Environmental Protection Act (NEPA).
FISCAL IMPACT:
Under the Agreement with the County, the Agency is required to advance all costs associated
with the County/Agency Agreement based on the commitment that the County will reimburse
the Agency for the pre-approved costs. This contract extension in the amount of $65,300 is
contingent upon County reimbursement of expenditures of which the County has recently
approved a line item Administration for the year 2002 in the additional sum of $1 00,000.
RECOMMENDATION:
That the Community Development Commission adopt the attached Resolution.

Section 1. The Executive Director or hislher designee is hereby authorized and directed t

execute on behalf of the Redevelopment Agency of the City of San Bernardino ("Agency") the one (1
year contract extension ("Amendment No.3") to the Professional Services Agreement by and betwee
Diana 1. Sanchez ("Consultant") and the Agency to provide assistance to the Agency in th

AMENDMENT NO.3
TO THE
AGREEMENT FOR PROFESSIONAL SERVICES
NEIGHBORHOOD INITIATIVE GRANT PROGRAM
THIS AMENDMENT to the Professional Services Agreement dated November 18, 1999
and as subsequently amended November 20, 2000 ("Amendment No. I") and November 19,
2001 ("Amendment No.2") is made and entered into this 18th day of November, 2002
("Amendment No.3"), by and between the Redevelopment Agency of the City of San
Bernardino, a public body, corporate and politic ("Agency"), and Diana L. Sanchez
(Consultant").
RECITALS
WHEREAS, Agency and Consultant have previously entered into an Agreement dated
November 15, 1999 ("Agreement"), and as subsequently amended on November 20, 2000 and
November 19, 2001 for the purpose of implementing and administering the Neighborhood
Initiative Grant Program ("NIP"); and
WHEREAS, Agency and Consultant desire to amend ("Amendment No.3") the
Agreement to extend the Agreement for an additional one (I) year as provided herein.
NOW, THEREFORE, in consideration of the mutual covenants herein set forth and the
mutual benefits to be derived therefrom, the parties agree to modify the Agreement in the
following two areas only:
Section 3. Terms (a):
"This Amendment No. 3 to the Agreement shall provide for the Agreement to be
extended for an additional one (I) year, commencing on November 20,2002 and shall remain in
full force and effect for a period of twelve months thereafter, unless terminated sooner for the
convenience of either party as provided in Section 24 of the Agreement. It is further understood
between the parties that this Amendment No. 3 is conditioned upon the Agency receiving
Neighborhood Initiative Program (NIP) funds pursuant to the County of San Bernardino and
Redevelopment Agency September 7, 1999 Cooperative Agreement. Should the NIP Funds not
be available to the Agency, then this Amendment No.3 shall terminate upon such notice to the
Agency that NIP Funds are no longer available."
Section 8 Compensation:
"The maximum compensation for services rendered under this Amendment No.3,
including all Consultant's costs shall not exceed $65,300. During the term of this Agreement,
Agency shall pay Consultant this compensation in twelve (12) equal installments on a monthly
basis. Consultant shall provide an itemized invoice to the Agency. Said compensation shall be
considered full and complete reimbursement for all Consultant's costs associated with the
services provided hereunder."
