Synopsis of Previous Council Action:
November 4. 2002: City Attorney' s Office is directed to prepare an Ordinance amending Section 2.58.0 lOA
of the San Bernardino Municipal Code to allow regular meetings of the Mayor and Common Council to
commence at I :30 p.m. rather than at 8:00 a.m as is currently established by ordinance; and that such
ordinance be brought back for a first reading at the next regular meeting of the Mayor and Council
(November 18, 2002).
Recommended motion:
That said ordinance be laid over for final adoption.

An ordinance of the City of San Bernardino amending Section 2.58.010 A.
of the San Bernardino Municipal Code relating to regular meetings of the
Mayor and Common Council.
At the November 4, 2002 Mayor and Common Council meeting, after several months of
experimenting with a one-thirty p.m. (I :30 p.m.) commencement time for its regular meetings rather
than eight o'clock (8:00 a.m.), by a 6-1 vote, the Council directed the City Attorney's Office to
prepare an ordinance "amending Section 2.58.01 0 A. of the San Bernardino Municipal Code to allow
regular meetings of the Mayor and Common to commence at I :30 p.m., rather than at 8:00 a.m. as
is currently established by ordinance; and that such ordinance be brought back for a first reading at
the next regular meeting of the Mayor and Council (November 18,2002)."
The proposed ordinance complies with the direction so given, and it is requested that it be
laid over for final adoption.

Synopsis of Previous Council Action:
3/4/02: Resolution No. 2002-65 was approved directing the City Clerk to continue the
commencement of Mayor and Common Council meetings of May, June, and
July, 2002 to 1 :30 p.m., with the Community Development Commission meeting
to follow thereafter.
7/15/02: Resolution No. 2002-228 was approved directing the City Clerk to continue the
commencement of Mayor and Common Council meetings from 8:00 a.m. to 1 :30
p.m. through December 2002, with the Community Development Commission
meeting to follow thereafter.
Recommended Motion:
Motion #1: That the City Attorney's Office be directed to prepare an Ordinance amending
Section 2.58.010A of the San Bernardino Municipal Code to allow regular meetings of the
Mayor and Common Council to commence at 1 :30 p.m., rather than at 8:00 a.m. as is currently
established by ordinance; and that such ordinance be brought back for a first reading at the next
regular meeting of the Mayor and Council (November 18, 2002)
OR
Motion #2: That effective January 2003, the Mayor and Common Council hold their regular
meetings at 8:00 a.m., as prescribed in Section 2.58.01 OA of the San Bernardino Municipal
Code.

Staft Report
Subiect:
Discuss and take possible action concerning scheduling of future meetings of the Mayor and
Common Council.
Backl!round:
In March 2002, the Mayor and Common Council adopted a Resolution directing the City Clerk
to continue the commencement of each Mayor and Common Council meeting from 8 :00 a.m. to
I :30 p.m., with the Community Development Commission meeting to follow thereafter.
The new meeting schedule was to be for a trial period to allow the public greater opportunity to
attend and participate in meetings of the Mayor and Common Council.
The initial trial period began in March and was to have ended in July; however, in July the
Mayor and Council adopted a Resolution extending the new meeting times through December
2002.
Since we are in the process of planning agenda schedules for the coming year, staff is requesting
direction from the Mayor and Council on whether or not they would like to continue the current
meeting schedule indefinitely. If such is their preference, then we recommend that the City
Attorney's Office be directed to prepare an Ordinance amending Section 2.58.010 of the San
Bernardino Municipal Code to reflect the new meeting times effective January 2003.
Financial Impact:
None anticipated.
Recommendation:
Motion 1:
That the City Attorney's Office be directed to prepare an Ordinance
amending Section 2.58.010A of the San Bernardino Municipal Code to
allow regular meetings of the Mayor and Common Council to commence
at 1 :30 p.m., rather than at 8:00 a.m. as is currently established by
ordinance; and that such ordinance be brought back for a first reading at
the next regular meeting of the Mayor and Council (November 18, 2002).
OR
Motion 2:
That effective January 2003 the Mayor and Common Council hold their
regular meetings at 8:00 a.m., as prescribed in Section 2.58.01OA of the
San Bernardino Municipal Code.

6 SECTION 1. San Bernardino Municipal Code Section 2.58.0 lOA. is amended to now read
7 in its entirety as follows:
8 "A. Regular meetings of the Mayor and Common Council of the Ci ty of San Bernardino
shall be held on the first and third Mondays of each month commencing at one-thirty
9 p.m. (1:30 p.m.) at the City Council Chambers, City Hall, 300 North "D" Street, San
Bernardino, California. If said first or third Monday is a legal holiday, then said
10 regular meeting shall be held on the following day commencing at one-thirty p.m.
(1:30 p.m.)."
