Commercial General. The project site is located on the east side of Tippecanoe Avenue, between
Gould Street and Davidson Street.

REOUEST AND LOCATION
The applicant requests approval of a General Plan Amendment under the authority of
Development Code ~ 19.50 to change the land use designation of three (3) parcels totaling
approximately L12-acres, from RMH, Residential Medium High, to CG-l, Commercial
General. The parcels are contiguous and are located on the east side of Tippecanoe Avenue,
between Gould Street and Davidson Street (Attachment A).
The proposed amendment would expand the community-serving retail and service commercial
uses along Tippecanoe Avenue. The proposed amendment would be consistent with the long-
term comprehensive planning that includes the HUB project on 24.5 acres located to the
southwest of this project site.
SETTING/SITE CHARACTERISTICS
The 3 parcels are rectangularly shaped and relatively flat. One parcel is vacant and the other two
contain residential uses. Surrounding the property to the north across Gould Street are multi-
family residential uses in the RMH, Residential Medium High, land use district. To the east and
adjacent to the site is a single-family residential use in the RMH district. To the south is a
commercial use in the CG-l, Commercial General, land use district. To the west across
Tippecanoe Avenue is a vacant lot in the CR-3, Commercial Regional, land use district.
BACKGROUND
The Development Review Committee (ORC) reviewed General Plan Amendment No. 02-01 on
March 14, 2002, and moved it to the Planning Commission.
FINDINGS AND ANALYSIS
1. Is the proposed amendment internally consistent with the General Plan?
Yes, the proposal is consistent with the General Plan policies as follows:
General Plan Policy 1.19.1 0 states: "Permit a diversity of community-serving
retail and services uses.... in areas designated as "Commercial General" (CG-l)."
General Plan Policy 4.18.1 states: "designate land for local-serving general and
neighborhood commercial retail activity.
The change from the RMH district to the CG-l district will enable property owners to
make an expanded use of the site to provide for large commercial centers along
Tippecanoe Avenue that is developing with general commercial uses. The proposed
amendment would allow the site to be consistent with the existing adjacent commercial
properties to the south and west.

Due to its location and size, the proposed amendment will allow property owners to make
this area attractive for commercial development. The proposed area (approximately
49,000 square feet) along with the existing commercial properties (approximately 17,000
square feet) fronting Tippecanoe Avenue may become a potential site for development of
multi-tenant shopping center to serve the neighborhood and the surrounding community.

2. Is the proposed amendment detrimental to the public interest, health, safety,
convenience, or welfare of the City?
No, the proposal would not pose any threat to the public health, safety and welfare ofthe
City in that any commercial development proposal would be required to comply with all
applicable provisions of the Development Code, Chapter 19.06, Commercial District.
The proposed amendment would be compatible with the surrounding land uses and
consistent with the long-term zoning plan.
Due to its proximity to the HUB project site and the Costco/Staples Center development,
the proposed amendment will support complimentary commercial development for this
area. The proposed amendment will create an environment of value for commercial
development and will not adversely affect the quality oflife, health and safety ofthe
City's residents and businesses in this area.
3. Does the proposed amendment maintain the appropriate balance of land uses within the
City?
Yes, the proposed amendment is consistent with the General Plan policies as described in
Finding No. 1. The property is adjacent to other commercial uses in the CR-3 and CG-l,
land use districts. The proposed amendment is for 3 parcels and does not adversely
impact the balance ofland uses within the City.
The proposed amendment will promote land use consistency by extending the CG-l
district from Davidson to Gould Streets. The proposal will bring properties fronting
Tippecanoe Avenue to a balance with commercial land uses for the area.
4. Is the subject parcel physically suitable (including, but not limited to, access,
provision of utilities, compatibility with adjoining land uses, and absence of
physical constraints) for the requested land use designation and anticipated land
use development?
All agencies responsible for reviewing access, and providing water, sanitation and other
public services have all had the opportunity to review the proposal, and none have
indicated an inability to serve the project based on the change in land use designation.
All required utilities and public services can adequately serve the site.

The proposed amendment area is bounded by developed, dedicated streets and existing
infrastructure suitable for commercial development. All future commercial development
proposal on the site must conform to all applicable provisions ofthe Development Code
for setbacks, lot coverage and height requirements.
CONCLUSION
The proposal meets all the necessary Findings of Fact for approval of General Plan Amendment
No. 02-01.
RECOMMENDATION
Staff recommends that the Planning Commission recommend that the Mayor and Common
Council approve General Plan Amendment No. 02-01, based upon the Findings of Fact
contained in this Staff Report.

RESOLUTION OF THE CITY OF SAN BERNARDINO ADOPTING GENERAL
PLAN AMENDMENT NO. 02-01 TO THE GENERAL PLAN OF THE CITY OF SAN
BERNARDINO, TO AMEND THE GENERAL PLAN LAND USE DESIGNATIONS
FROM RMH, RESIDENTIAL MEDIUM HIGH, TO CG-l, COMMERCIAL
GENERAL, FOR 1.12 ACRES LOCATED AT 1155 AND 1623 EAST GOULD STREET
AND 1158 EAST DAVIDSON STREET.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Recitals
(a) WHEREAS, the General Plan for the City of San Bernardino was adopted by the
Mayor and Common Council by Resolution No. 89-159 on June 2, 1989.
(b) WHEREAS, General Plan Amendment No. 02-01 to the General Plan of the City of
San Bernardino was considered by the Planning Commission on September 3, 2002, after a
noticed public hearing, and the Planning Commission's recommendation of approval has been
considered by the Mayor and Common Council.
(c) WHEREAS, General Plan Amendment No. 02-01 was found to be exempt from the
California Environmental Quality Act (CEQA) pursuant to Section 15301, Existing Facilities,
and would not have a significant effect on the environment.
(d) WHEREAS, the exemption from CEQA has been reviewed by the Planning
Commission and the Mayor and Common Council in compliance with the California
Environmental Quality Act (CEQA) and local regulations.
(e) WHEREAS, the Planning Commission conducted a noticed public hearing on
September 3, 2002, in order to receive public testimony and written and oral comments on
General Plan Amendment No. 02-01 (a proposal to change the General Plan Land Use
Designation from RMH, Residential Medium High, to CG-1, Commercial General, for 1.12

Environmental Review Committee.
(t) WHEREAS, the Mayor and Common Council held a noticed public hearing and
fully reviewed and considered proposed General Plan Amendment No. 02-01 and the Planning
Commission and Environmental Review Committee recommendations and Planning Division
Staff Report on December 16, 2002.
(g) WHEREAS, the adoption of General Plan Amendment No. 02-01 is deemed in the
interest of the orderly development of the City and is consistent with the goals, objectives and
policies of the existing General Plan.
SECTION 2. Exemption
NOW, THEREFORE BE IT RESOLVED, FOUND AND DETERMINED by the
Mayor and Common Council that the proposed amendment to the General Plan of the City of
San Bernardino will have no significant effect on the environment, and the exemption
heretofore prepared by the Environmental Review Committee as to the effect of this proposed
amendment is hereby ratified, affirmed and adopted.
SECTION 3. Findings

The proposed amendment would not be detrimental to the public interest, health, safety,
convenience, or welfare of the City in that all retail commercial activities are conducted
within an enclosed structure. Furthermore, all future commercial development will be
required to comply with all applicable provisions of the Development Code.
The proposed amendment would not impact the balance of land uses within the City in
that the proposed property is adjacent to other commercial uses in the CG-I district and
is consistent with General Plan Policy 4.18.1. The General Plan Amendment does not

adversely impact the balance of land uses within the City.
In the case of an amendment to the General Plan Land Use Map, the subject parcel(s) is
physically suitable (including, but not limited to access, provision of utilities,
compatibility with adjoining land uses, and absence of physical constraints) for the
requested land use designation(s) and the anticipated land use development(s) in that all
required utilities and public services can adequately serve the site.
SECTION 4. Amendment
BE IT FURTHER RESOLVED by the Mayor and Common Council that:
The Land Use Plan of the General Plan of the City of San Bernardino is amended by
changing the land use designation from RMH, Residential Medium High, to CG-1,
Commercial General, for 1.12 acres located at 1155 and 1623 East Gould Street and
1158 East Davidson Street. This amendment is designated as General Plan Amendment
No. 02-01 and its location is outlined on the map entitled Attachment A, and further
described in Attachment B, copies of which are attached and incorporated herein for
reference.

General Plan Amendment No. 02-01 shall become effective immediately upon adoption
of this resolution.
SECTION 5. Map Notation
This resolution and the amendment affected by it shall be noted on such appropriate
General Plan maps as having been previously adopted and approved by the Mayor and
Common Council and which are on file in the office of the City Clerk.
SECTION 6. Notice of Exemption
The Planning Division is hereby directed to file a Notice of Exemption with the County
Clerk of the County of San Bernardino certifying the City's compliance with California
Environmental Quality Act in preparing the Exemption.
