Synopsis of Previous Council Action:
Council has approved Ways and Means Committee recommendation of funding for 4th of July
Celebration since 1990.
12/9/02 - Ways and Means Committee recommended item for approval.
Recommended Motion:
That the recommendation of the Ways and Means Committee for funding in the amount of
$45,700 to cover costs connected with the 2003 4th of July Parade and Celebration Arrowhead

Subject:
Request for funding oftbe 2003 4th of July Parade and Celebration at Arrowhead Credit Union
Park.
Background:
The Fourth of July Parade was inaugurated in 2000 by the 4th of July Parade committee with
great success. The Parks, Recreation and Community Services Department has successfully
conducted tbe 4th of July Celebration since 1990. This year's plans include a move of the
evening celebration to Arrowhead Credit Union Park. As a jointly sponsored event with the
Inland Empire 66ers of San Bernardino, the event will include a double header game, youth
activities, musical entertaimnent including the San Bernardino Symphony and a large fireworks
display. Activities will occur with in tbe ballpark and on the west parking lot. There will be a
regular ticket charge for patrons viewing tbe baseball games from the seating areas, however,
entry to tbe park will be free and the seating area will become available to all visitors at the
conclusion oftbe game.

The proposed funding request for July 4, 2003 has a reduction in cost in the amount of $9,500
from the previous year. In addition, the Inland Empire 66ers of San Bernardino show in-kind
and actual cost in the amount of $50,297.42 to support the July 4th event. (see attached). Since
the last Ways and Means committee meeting, staff adjusted the police cost up from $5000 to
$10,000 based on additional input from the Police Department. The Police Department continues
to review the impact of the venue change to their security operations and may have revised
information to share at the committee meeting.
Financial Impact:
The celebration is fully funded out of the Civic and Promotions Fund. Departmental labor and
overtime costs are also included in the funding; consequently, there are no other support costs to
the city. The celebration is funded at $40,600 to cover activities and logistics cost. The parade
is funded at $5,100 to cover street sweepers, sound, refuse, and traffic control cost. The total
funding request is $45,700.
Recommendation:
That funding in the amount of $45,700 from the Civic and Promotions Fund for the 2003 4th of
July Parade and Celebration be approved.
