None.
Recommended motion:
1.
That the Negative Declaration for Public Works Project No. 90-
31, extension of Industrial Parkway easterly, to join Hallmark
Parkway, and construction of bridges at Cable Creek and Devil
Creek Crossings, be adopted.
That a finding be made that the extension of Industrial

STAFF REPORT
The Negative Declaration for Public Works Project No. 90-
31 was recommended for adoption by the Environmental Review
Committee at its meeting of 1-10-91.
A 21-day public review period was afforded from 1-17-91
to 2-06-91. No comments were received.
We recommend that the Negative Declaration be adopted and
a finding made that the project is consistent with the Circula-
tion Element of the General Plan.

NOTICE OF PREPARATION OF NEGATIVE DECLARATION
OF ENVIRONMENTAL IMPACT
THE CITY OF SAN BERNARDINO proposes to adopt a Negative
Declaration for the following projects. The Environmental
Review Committee found that the project will not have a
significant effect on the environment on the basis of the
Initial Study and mitigation measures (if applicable).
WATER DEPARTMENT PROJECT NO. 90-04 - A proposal to drill a
well and put it into operation to replace reduced pumping
capacity wells in the general area of Wildwood Park. The
proposed well site is located directly north of 40th Street,
near the easterly boundary of Wildwood Park and is designated
PP, Public Park in the city's General Plan.
v/PUBLIC WORKS PROJECT NO. 90-31 To extend Industrial
Parkway easterly to join Hallmark Parkway consisting of the
construction of two bridges at Cable Creek and Devil Creek
crossings. The project site is located between the southern
terminus of Industrial parkway and the northerly terminus of
Hallmark Parkway in the IL, Industrial Light, General Plan
land use designation.
AMENDMENT OF SBMC SECTION 19.56.370 AND 19.56.380 To
regulate the surface treatment of public and private parking
areas, outdoor storage areas, and sales/display areas and to
permit slag surfaces in storage areas for industrial uses
only.
AMENDMENT OF SBMC SECTION 15.32.030 - To delete the require-
ment for Planning Commission approval for metal buildings and
to allow the review and approval of such structures to be
regulated by the Development Review Committee (DRC).
CONDITIONAL USE PERMIT NO. 90-59 .- To construct a 2,200
square foot fast-food restaurant located on a .38 acre site
at 1998 E. Highland Avenue at the northwest corner of High-
land and sterling Avenue in the CG-1, Commercial General,
General Plan land use district.
WATER DEPARTMENT PROJECT NO. 90-02 To install a 20 inch
transmission main to transfer water between the City'S Syca-
more tanks. The pipeline will begin at 42nd st. and Western
Ave. and continue north on Western to Hill Dr., east on Hill
Dr. to Mountain Ave., north on Mountain Ave. to Northpark
Blvd., east on Northpark Blvd. to "H" st., north on "H" St.
and beyond through Flood Control District right-Of-way to the
sycamore Reservoir.

CENTRAL CITY SOUTH OVERLAY DISTRICT - To revise and clarify
the land use plan and development qoals ~or the Central City
South Study Area. The area is bounded by Rialto Avenue on
the north, Inland Center Drive on the south, "E" Street on
the east and Interstate 215 on the west.

at the Planninq Department, 300 North "D" street, San
Bernardino, CA 92418, and the Feldheym Library, 555 West 6th
Street, San Bernardino, CA. Any environmental comments you
have should be received in this office no later than 4:00
p.m., February 6, 1991. If you do not respond in writinq,
we will assume that you have no opinions and/or
recommendations on the above projects.
