STAFF REPORT
PROBLEM:
Cargo thefts, and the recovery of property from this type of crime, have
steadily increased within our jurisdiction. At present no one has the
needed expert i se in our agency to adequately deal wi th these types of
crimes within our community. No local school has been established to
educate law enforcement in cargo theft.
RECOMMENDATION:
Detective Dale Blackwell should be sent to the National Center for State
and Local Law Enforcement Training in Glynco, Georgia. The training
hcil ity provides a two week school entitled, "Cargo Theft and Narcotics
Investigations and Transport Systems". The school date is the week of
March 18-29, 1991.
FINDINGS:
Certified Grocers is providing a $1,000 scholarship to our Department to
send one detective to the cargo theft school in Georgia.
The cost for tuition, room and board is $481. The cost of the round trip
plane fare is $479. The scholarshif' therefore, finances the entire cost
of the school. Housing and mea s are provided on federal facility
premises. The only cost to the City is the detective's two-week salary.
Subject matter covered by the school incl udes; cargo fencing, organized
crime, case management, methods of concealment, informants and undercover
operatives and technical investigative equipment.
Instructors are recruited from across the nation by the Federal government.
Los Angeles Police. and Sheriff's Departments have sent several detectives
to this school and now have a task force made up of officers trained at
this facility.
