BACKGROUND In October 2004, the City purchased fourteen (14) new defibril1ators from lol1 Medical Corporation to replace the current defibrillators that were in need of replacement. During the bid process, an evaluation was conducted on the formal quotes for the cardiac monitor defibrillators by the Fire Department's EMS Advisory Committee (paramedics) and determined that the loll was the superior monitor/defibrillator. This was based on clinical performance, ease of use, durability, and warranty coverage. Our experience with these cardiac monitor/defibril1ators has born out the initial evaluation findings. In an emergency, with lives hanging in the balance, commonality of equipment is essential to allow consistent performance in as short a time as possible. Fire is requesting authorization for the Director of Finance to issue a purchase order to loll Medical Corporation for four (4) cardiac monitor/defibrillators, cables, batteries, and chargers, four (4) automated external defibrillators, and three (3) training automated external defibrillators (attachment A). Procuring these loll cardiac monitor/defibrillators will allow us to replace the most heavily used of our front-line monitors as well as expand the number of our ALS (paramedic) units by placing a paramedic squad in service. This meets the obligations of our county island Fire/EMS protection contract, while enhancing the Fire Department service to City residents. The Automated External Defibril1ators (AED's) will be placed in command staff vehicles and expand the availability of early defibrillation to City residents. Early defibrillation is in accordance with American Heart Association standards and is critical to the survival of patients in cardiac arrest. loll Medical is not the only manufacturer of cardiac monitors/defibrillators and automated external defibrillators; however, loll is the exclusive brand used by the Fjre Department, making compatibility essential. Standardization of equipment for training purposes and for operational purposes is critical in ensuring reliable performance. Therefore, in accordance with the City of San Bernardino Municipal Code Section 3.04.010(B)(3), the Fire Department is requesting an exemption from the formal contract procedure set forth in San Bernardino Municipal Code Section 3.04.070 and recommend that loll Medical Corporation be issued a purchase order for four (4) cardiac/monitors, cables, batteries, and chargers; four (4) automated external defibrillators; and three (3) training automated external defibrillators.
