1. PROPOSED ORDINANCE FOR THE COLLECTION OF COSTS IN
INVESTIGATION AND PROSECUTION OF CRIMES - Item continued.
2. SWEARING IN WITNESSES WHO TESTIFY BEFORE THE MAYOR
AND CITY COUNCIL - Item continued.
3. LICENSING OF JOURNEYMAN PLUMBERS AND RELATED TRADES-
PERSONS Item continued. A very extensive briefing was
presented by Mr. Magnus and Mr. Hendrickson who were recom-
mending that the city establish a certification program. The
Committee had several concerns and asked that the City
Attorney, in coordination with Building and Planning, review
the proposed ordinance, address the preemptive, criminal
penalty, and city liability issues and find out whether the
City can, in fact, delegate testing to P.I.P.E. This item is
to be rescheduled for January 25.
4. ORDINANCE ADDING SECTIONS 18.04.050 AND 19.02.030
AND AMENDING SECTIONS 18.80.010 AND 19.82.030 TO THE SAN
BERNARDINO MUNICIPAL CODE AND ESTABLISHING CRIMINAL VIOLA-
TIONS FOR NONCOMPLIANCE OF CONDITIONS OF SUBDIVISION MAPS,
CUP'S AND OTHER PERMITS - The Committee, with Councilman
Reilly against, recommended that the ordinance be forwarded
to the Council for approval at the December 18 meeting. The
Committee requested that the term "knowingly and wilfully",
be removed from the ordinance.

5. PROPOSED ORDINANCE RELATIVE TO URGENCY DEMOLITION
PROCEDURES - The Committee recommended approval after making
some particular changes. The title would be changed to
"Interim Urgency Historic Structure Demolition Ordinance". A
section is to be added entitled "Applicability" which would
read, "This ordinance will apply whenever a demolition permit
is applied for, when you have a structure that is 50 years or
older". Anyone could appeal a denial to the Mayor and Common
Council. On page 3 after Criteria. . . Significance, add the
sentence, "If at least one of the following criteria exist,
historical significance may be applicable". On page 4,
procedures I and 3 are to be combined. On page 5 under
Penalty add, "Misdemeanor not withstanding other civil or
administrative waivers." This item will be placed on the
December 18 agenda as an urgency ordinance.
6. PROPERTY LOCATED AT 1040-1/2 WEST BASELINE - ISSUE
OF NON-CONFORMING RESIDENCE - Item continued to January 11.
The Building and Planning Director and City Attorney were to
have coordinated on a method for allowing Mrs. Perea to
build. The Committee recommended the item be continued on
the December 4 Council agenda to allow the departments time
to coordinate the necessary document.
7. RESOLUTION OF THE CITY OF SAN BERNARDINO SUPPORTING THE
CALIFORNIA DESERT PROTECTION ACT - Item continued.
