STAFF REPORT
I. Brad Kilger recently requested numerous changes to
existing Planning Department classifications. We surveyed
the 16 cities as utilized in the Management/confidential
study. Our survey indicated our salaries are below the
average in all of our Planning classifications. Trying to
balance our internal equities, as well as address the
retention problem in Planning, and retain a valid career
ladder, my recommendations are listed below.
A. Establish a Planning Aide classification with the salary
set at Range 1105 $2206-$2687. This is consistent with the
survey results we gathered in addition to a proper placement
internally. This classification would be 13% below Planner
I.
B. The Planner I title should be changed to Assistant
Planner. The salary should be increased 2.5%, from Range
1113, $2435-$2968 to. Range 1115, $2496-$3041. This would
place Planner I 15.9% below Planner II including the new
salary range recommended below.

C. The Planner II title should be changed to Associate
Planner. The salary should be increased 7.6% from Range
1121, $2687-$3277 to Range 1127, $2895-$3526. This would
place Planner II 14.9% below the Senior Planner position
including the new recommended salary range. It should be
noted that prior to the 1987 classification study, the entry
level Planning Aide position existed, along with the
Assistant and Associate Planner titles.
D. The Senior Planner salary should be

recommendations. The Council Personnel Committee reviewed
this item on November 9, 1989, and recommended full Council
approval.

II. Attached is Roger Hardgrave's October 3, 1989 memo
(attachment A) to Marshall Julian, requesting 4 additional
positions in his Traffic Engineering Section, plus the
upgrade of the Assistant Traffic Engineer to Associate
Traffic Engineer. On November 6, 1989, Council approved a
motion granting that upgrade.

One of the new positions requested is a new classification,
Traffic Signal Electrician III. This new position would
schedule and assist in the assignments of traffic signal
personnel in the construction, installation, maintenance,
inspection, diagnosis and repair of traffic signal systems.
The requirements would include 1 year experience at the level
of Traffic Signal Electrician II, performing journey level
installation, maintenance and repair of traffic signal
control devices, and certification by IMSA at Level II.
This position would enhance the current career ladder in
existence by creating another level below the supervisor for
employees to be promoted to. Since this position would be a
"lead worker", only, one position would be established. The
salary recommended is Range 1116 $2528-$3080 which is 9.1%
above the Traffic Signal Electrician II and 12% below the
supervisor.
Roger also requested an additional Draftsperson, civil It.(
Engineering Assistant III and Maintenance Worker I. TheA fr~,,;iffJ/'
total financial impact for these 4 new positions, is $84,33.?;"",,"-('~.
for the remainder of the 1989-90, fiscal year, assuming the6~ v'

positions are filled by January, 1990.
The difference between our projected costs and Roger's is due
to our using step 5 salaries, instead of step 1, the
different salary range for Traffic Signal Electrician III,
and our costing based on the positions filled for 6 months of
the 1989-90, fiscal year. Roger concurs with our
recommendations.
Per the Public Works Department, the adopted 1989-90 budget
projected $400,000 in revenue from the Traffic systems Fee.
Based on the first 3 months actual revenues, revised 1989-90
projections exceed $900,000. A review by the City
Administrator has suggested a revised projection of $700,000,
which is more than adequate to fund the requested positions.
The Council Personnel Committee reviewed this item on
November 9, 1989, and recommended full Council approval.
Resolution 6413, section 10, reflects the addition of the
Traffic Signal Electrician III salary (attached). Resolution
6433 will be updated reflecting the 4 additional positions
during the March, 1990, quarterly update.
III. George Fujiwara has requested the re-establishment of
the Division Chief-SBETA classification. Attached is his' /q
August 8, 1989, memo (attachment B) discussing the proposed
change and including an organization chart.
If approved, George intends to reclassify two of his existing
four Mid-Management Staff Analyst III positions. The new l~
classification of Division Chief-SBETA should be in the
management unit, and it would be unclassified since it is a
division head as defined in Charter section 248. Division
Chief was an unclassified management position when last
filled in 1984.

The recommend~ salary is Range 4131, "'86-$3275. This
represents a 2~increase above Staff Analyst III. The same
percentage exists (25%) between the Division Chief-SBETA and
the Executive Director. The attached survey shows the
salaries paid by other agencies. The additional salary costi~
of this action is $15,552 per year, all of which comes from
SBETA's federal grant. Staff has advised Sue Tarvin, the
business agent for the San Bernardino Public Employees'
Association, the representative of the employees in the Mid-
Management bargaining unit, of this proposed change and
responded to her questions.
The Council Personnel committee reviewed on November 9, 1989 ,
and recommends full Council approval of the re-establishment'"
of the Division Chief-SBETA position at Range #4131.
Resolution 6413, section 14 includes said changes. Resolu-
tion 6433 will be updated during the next quarterly update,
in March 1990.

At the Council meeting of 7-11-89, Mayor Holcomb requested that
~e review the projected revenue for the Traffic Systems Fee Fund
for 1989/90. This action was taken in response to the acknow-
ledgement by the Council Personnel Committee that the traffic
functions were seriously understaffed, and the commitment that
additional positions would be provided over a number of years.
The current projected revenue in the 1989/90 Budget is $533,000.
Of this amount, $318,000 is allocated for traffic operations
projects to improve traffic flow, and $215,000 is designated for
transfer to the General Fund to finance salaries of traffic
personnel.
Listed below are the additional traffic related positions that
are needed as' a minimum to meet the ever increasing traffic
volumes in our City.

Revenue for the 1988/89 Fiscal Year, the first year that the
Traffic Systems Fee was in effect, was estimated at $400,000.
However, the actual amount was about $511,000.

There has been a tremendous increase in the level of development
activity since adoption of the General Plan. After reviewing the
current level of activity, it is obvious that the original
revenue projection of $533,000 is unrealistically low. As of 7-
1-89, there was an automatic increase in the amount of the fee to
account for the increase in the cost of living. This will also
result in additional revenue.
After carefully reviewing the anticipated level of activity for
the 1989/90 Fiscal Year, we have revised the revenue estimate
from $533,000 to $675,000. Based upon the amount of revenue
received in 1988/89, this projection appears very feasible.
We recommend .that the revenue estimate for the Traffic Systems
Fee Fund be adjusted as set forth above, and the additional funds
be allocated to fund the 4 additional positions and one re-
classification listed above.
Please advise if you would like any additional information or
justification for these commen tions.

I am requesting the reinstatement of the Division Chief position
classification in the San Bernardino Employment and Training Agency
(SBETA) organizational structure.
To more efficiently and effectively meet the ever expanding
responsibilities of administering federal and state employment
and training programs, I have reorganized the SBETA administrative
structure effective July 1,1989. (See Attachment I.) The addition
of Division Chief classification will further streamline the work of
the agency and assist in the achievement of goals.
Attachment II is a copy of the most recent Division Chief job descrip-
tion which was in effect until its deletion from the organizational
structure as a result of action taken by the former Director of
Personnel. I am ,recommending several changes to the job descrip-
tion which I shall be happy to discuss with the Personnel
Di rector.

In accordance with our recent discussion. I have conducted a salary survey
for the position of Division Chief for the San Bernardino Employment and
Training Agency. The survey was performed by using the Title II-A 781 JTPA
funding levels, which are based on the population and unemployment rate of
each Service Delivery Area, and obtaining the information from those that
were similar to the City of San Bernardino.
The results of this survey are as follows:
