STAFF REPORT
The following increases are being recommended for approval
for various part-time employees.
I. Animal License Checker
Debbie Biggs, Director of Animal Control, has requested that
the hourly rate for Animal License Checker be raised from i~
$5.00 to $6.00 effective January 1, 1990. This is due to the
fact that these positions are no longer seasonal but are
permanent, part-time. The increase is necessary to attract
and retain qualified employees. Funds for the hourly rate
increase are in this year's budget. This position has not
received a raise for at least 3 1/2 years.
II; Headstart positions
Per Annie Ramos, Director of Parks, Recreation and Community
Services, all four Headstart positions should receive an
approximate 2.25% increase retroactive to August 28, 1989 to
be in conformance with the terms of their federal grant. The
positions and hourly rates are:

In addition, an increase of 75 cents per hour is being
requested for the Groundsworker (formerly Groundsman)
position in order to be more competitive with private
landscape maintenance contractors. This increase would not
be effective until January 1, 1990.
III. Additionally, per Annie Ramos, the positions of Retired
Senior Volunteer Program Coordinator and Senior Companion
Program Coordinator are scheduled for a 5% increase effective
December 4, 1989 to be in compliance with their grant. This
increase is part of the 1989-1990 budget for both programs.
The last increase these positions received was in September,
1988.
These two positions, as well as the positions of Food Service
Supervisor I and Food Service Supervisor II, earn sick leave,
vacation and health benefits, per-the stipulations of their
grants. All four positions are full-time.

unit employees also be given to Mall Security personnel. The
general unit received a 3% increase in July, 1989.
V. The 3 titles of High School Activity Supervisor,
Attendant and Reserve Police Officer are being deleted
the City no longer using paid employees in
classifications. Reserve Police Officers receive a
monthly stipend for uniform maintenance.

The titles of Senior Librarian, Librarian, Library Clerk and
Recreation Supervisor (Aquatics) are being removed from this
resolution since these positions utilize the full-time hourly
equivalent to pay part-time employees and therefore do not
need to be listed in this resolution. section 2 of the
attached resolution adds a phrase extending this policy to
all such positions.
VI. Firefighter Trainee and Law Enforcement Trainee monthly
salaries are being increased to $1965 and $2107 respectively. IY

These salar es have always been set at 80% of "A" step of P-l
Firefighter and Police Officer respectively since the
inception of those classifications in 1981. The new raises
include Charter 186 mandated yearly increases and are
effective August 1, 1989.
VII. The title of Administrative Intern is being changed to 'V,
Student Intern and the hourly salary range is broadening from
$4.00-$6.00 to $5.00-$10.00, to permit departments to hire
college students to perform special studies and other
assigned work.
The Council Personnel Committee reviewed these items on
November 9, 1989 and recommend full Council approval.

SECTION 2. Each employee filling a position on a part-
time or temporary basis with a salary established in Resolution
6413, section 10, 11, 12, or 14 shall be paid the hourly
7 equivalent of the salary listed in that resolution.
