On Thursday, January 30, 1992 the Community Development Citizens
Advisory Committee reviewed the Center for Individuals with
Disabilities (C.I.D.) proposal and recommended that the Mayor and
Common Council approve C.I.D.'s request for $65,000 in matching funds
for the expansion of C.I.D.'s facility.

MOTION
That the Mayor and Common Council approve $65,000 to the
Center for Individuals with Disabilities from CDBG
appropriated Reserve Account for the expansion of its
facility at 8088 Palm Lane.

Center for Individuals with Disabilities
The Development Department staff has received a recent request from the
Center for Individuals with Disabilities for $65,000 to expand the
existing facilities at 8088 Palm Lane to accommodate the growing Center
for Individuals with Disabilities (C.I.D.) programs. Approval of the
request wold provide an Agency match to the County allocation of
$65,000 for this fiscal year.
In March 1991, (C.I.D) submitted a similar grant application for the
1991/1992 CDBG funding for $100,000 to assist in funding the expansion
project. The Community Development Citizens Advisory Committee due to
stringent funding constraints, did not recommend to the Mayor and
Common Council funding of the project.
The County of San Bernardino has allocated $65,000 from its CDBG fund
and has indicated that it will also allocate funds from 1992/1993
funding cycle. -The -Friends of C.I.D. have allocated $5,000 to the
project. The total expansion project cost is $250,000. The Center for
Individuals with Disabilities is requesting the Agency match the
County's allocation of $65,000 for this fiscal year.
Staff has reviewed the above referenced proposed use of funds and finds
the request submitted by the C.I.D. to be eligible for CDBG
Appropriated Researve Account funding.

I am writinq in reqards to the proposed CDBG project,
C.I.D. Annex. This includes badly needed expanded office
space to accomodate qrowinq C.I.D. proqrams. We
anticipate that the project will cost approximately
$250,000. It is our intention to make this a joint City
and County CDBG funded project.
In March, 1991, we submitted a qrant request for $100,000
to assist in fundinq this project. The City CDBG
Citizens Committee did not recommend the project.
However, the information that we received from your
office was that you were in support of the project and
that your office would be allocatinq funds for the
project out of continqency funds. In Auqust, Ed Flores
stated that your Department is committed to the project.
The County has allocated $65,000 from this fiscal year.
They have indicated that they will also allocate funds
from the fundinq cycle of the next fiscal year. They
have been very supportive of the project and are lookinq
to the City to assist in providinq CDBG Funds. The
Friends of the C.I.D. has also allocated $5,000 to the
project.
We are askinq your Department to at' least match the
County's allocation of $65,000 for this fiscal year. You
have indicated that you would obtain these monies from
