open until other funding options could be explored.

STAFF REPORT

As part of the 5' ~duction in its operating bu~et, the l'arb,
Recl:'Mtion, and. Community Services Depart1lent l:'eClOllJllended. that
sturges Center for the Pine Arts be eliminated fl:'om the qeneral
tund ~udqet, Clt a cost savings of $83,841. The Council acted to
reduce the sturqes OperClting budget to $41,920 tOl:' the rElllainlng
six months and dil:'ected .taft to explore other funcHnq options for
the Center. The funding was to ~. u.ed tor both personal services
and materials and services.
On January 29, 1992, thlil Ways and Means COlDllittee reviewed. a
proposal to fund sturges center with a collbination of 9eneral and
Economic Development funds. For the second. half of the fiscal
year, $34,842 will be allocated from the qeneral fund for personnel
co.ts, and. $33,180 will be allooated in Economic Development fUnds
for materials and Buppli.., for a total operating budget of
$68,022. The FY 1992/93 budget would have a sill11ar lIix of qeneral
and EM tunds to support the Sturges operations. zt is also
reoommended. that StUl:'qClS operatCl as a revenue-generatinq projClct on
a pilot b<lsis for one year beginning July 1, 1992, BDA would
continue to fund non-personnel operating costs, but rental fees
would be inoreased and- a promotional budget would. be established.

Under State cOlDunity redevelopment law, a redevelopment agency may
pay lIaintenance and operational expense. of a building if the
agency owns title to the building in question. In order to carry
out the reCOlIIlIIend.ation of the Ways and Muns CoIIIIlittee, it is
