The Community Development Commission previously appropriated $48,000
to the Greater Los Angeles World Trade Center Association (GLAWTCA) to
conduct Phase I of the San Bernardino International Business
Recruitment and Retention Program.
On February 4, 1992, The International Trade Committee reviewed the
proposal submitted by GLAWTCA For Phase II of the San Bernardino
International Business Recruitment and Retention Program and
recommended approval to the Community Development Commission.

City of San Bernardino International Business Recruitment
and Retention Proaram - Phase II
The Greater Los Angeles World Trade Center Association (GLAWTCA) under
agreement with the City of San Bernardino Economic Development Agency
(EDA) has been providing professional services to the Agency in
connection with the establishment of a International Business
Recruitment and Retention Program. The first phase of the study
($48,000) has been completed and GLAWTCA is proposing a Phase II
component which would accomplish certain objectives as outlined in the
attached work description at a cost not to exceed $103,000.
Briefly, GLAWTCA proposes to (i) interview the Mayor and Council, the
Administrator of the Economic Development Agency, business leaders and
leading economic development officials; (ii) analyze certain domestic
and international trends affecting various sectors of the economy;
(iii) compile the collected data, develop certain strategies and
evaluation criteria for selected strategies; (iv) review the EDA
organizational structure as it relates to the proposed program; (v) and
review opportunities which become available as a result of the closure
of Norton Air Force Base.
The timeline for the completion of Phase II is from February 18, 1992 _
June 30, 1992. Mary Tuten, President and CEO of GLAWTCA will be
available to answer any questions the Commission may have.
Staff recommends adoption of the form motion.

We are very pleased that the International Trade Committee met yesterday
and voted to recommend to the City Council that we be retained to conduct
Phase II of the international business recruitment and retention program.
As you know, we do not. generally enter into contractual arrangements with
our members for this kind of work. We consider our relationship with you to
be very unique and special. As a not-for-profit corporation with global
contacts and intelligence, we are in a unique position to leverage your efforts
comprehensively and cost effectively in California and around the world.
Since we entered into our partnership, our organization has become the
largest private trade group in California dedicated to international business.
And, we have established new World Trade Centers around the world,
bringing the total members of our "family" to 238 centers in 54 countries. We

PHASE II
WORK DESCRIPTION
Phase II involves the following work process and work products:

1.0 Prepare for and conduct community meetings with a
diversified cross-section of the cUltural/business community,
and conduct other relevant background interviews and research,
to identify common objectives and build a consensus for San
Bernardino's marketing plan.
1.1 Interview the Mayor and City Council members to
identify issues, concerns and vision for future
economic development in San Bernardino.
1.2 Interview the Agency Administrator of the San
Bernardino Economic Development Agency to identify
issues, concerns and vision for the future growth.
1.3 Interview economic development leaders in the
community and in the Inland Empire Region to
identify issues, concerns, and vision for future
economic development in San Bernardino.
1.4 Interview existing San Bernardino businesses to
identify issues, concerns and vision for future
economic development in the region.

2.0 Analyze each strategy identified in step 1.6 and develop
the San Bernardino marketing plan.
2.1 Evaluate strategies identified in step 1.6. For
each strategy consider the following:
major issues
advantages and disadvantages
requirements to start up, logistics
financing
coalitions and key players
projected annual operating budget
timeline and critical path
2.2 Evaluate possible combinations of the strategies
analyzed in step 3.1 and formulate draft San
Bernardino marketing plan.
2.3 Review draft marketing plan with Economic
Development Agency, the Mayor's Office and the city
Council.
2.4 Finalize San Bernardino marketing plan.
2.5 Prepare request for proposal (RFP) for external
marketing assistance where appropriate for the
implementation of the marketing plan.
3.0 Review and evaluate the current Economic Development
Agency (EDA) in order to assist it in carrying out the
San Bernardino international business recruitment and
retention program.
3.1 Conduct fact-finding interviews with the Agency
Administrator and lead Economic Development Agency
staff.

strengths and weaknesses with respect to
international business recruitment and retention.

3.6 Review draft recommendations with the EDA Agency

4.0 Review the opportunities presented by and progress toward
the privatization of the Norton Air Force Base.
4.1
Review current plans and proposals for Norton Air
Force Base and interview Inland Valley Development
Authority (IVDA) members to determine priorities,
time-lines and critical issues surrounding re-use of
the property.
Evaluate current plans/proposals as they pertain to
the potential conduct of international business
including the following:
opportunities for aerospace and transportation
related business,
potential for establishing a FTZ at or near
Norton Air Force Base
air cargo business prospects and how Norton
Air Force Base fits in to the changing
transportation dynamics (e.g., railroad, ports,
Ontario airport, etc.)

4.3 Interview key individuals to identify the
opportunities/pitfalls of the Norton Air Force Base
plan which they perceive.
4.4 Create a list of qualified "prospective partners"
for Norton Air Base (e.g. Lockheed/Japan Airlines).
4.5 Integrate results from steps 4.1 - 4.4 into the San
Bernardino marketing plan in step 1.6.
FEES AND EXPENSES
Total costs for Phase II, inclusive of any and all direct expenses,
is $ 103,000.00, payable in three (3) equal installments. The
first installment ($34,333.00) will be due and payable February 29,
1992. The second installment ($34,333.00) will be due and payable
April 30, 1992. The third and final payment ($34,334.00) will be
due and payable July 30, 1992.
TIME-LINE
.
February 18, 1992, through June 30, 1992. Final oral presentations
will be made during July, 1992, at the convenience of the City of
San Bernardino.

PROJECT TEAK
Merry Tuten, President, Greater Los Angeles World Trade Center
Association (GLAWTCA). Ms. Tuten has more than fifteen years of
international experience, having held positions such as the head of
one of the US's largest and most successful commodity commissions,
the Alaska Seafood Marketing Institute; Director of Pacific Rim
Relations for a Governor; and Director of a public corporation
where she managed a $ 300 million natural resource and real estate
portfolio. She holds a M.S. degree from the University of Michigan,
and a B.A. degree from the University of California, in resource
management.

Bob poe, Vice President, Trade Development, GLAWTCA. Mr. Poe is
best known for convincing Federal Express to locate its world air
cargo hub, and UPS to build its Asian air cargo hub, in Anchorage.
He held positions.as pirector of International Trade, and Deputy
Commissioner of Transportation, with the State of Alaska, and has
seven years "Big 6" management consulting experience with Coopers
& ,Lybrand and Price Waterhouse. He holds a M.B.A., and a B.S. in
Business, from the University of Missouri - St. Louis.
The Greater Los Angeles World Trade Center Association will sub-
contract professionals with specific areas of expertise when
necessary. The two project team members noted above will be the
principals for this project.
