STAFF REPORT
The City of San Bernardino joined the national non-profit
organization We Tip several years ago to aid crime prevention. We
Tip sponsors a toll-free hotline which anonymous informants may
call to report vandalism and other crimes. Upon arrest and
conviction of a suspect, the informant may receive a reward of up
to $1,000. For members who participate in the hotline program, We
Tip tracks criminal cases and informs the police department of
their status.
The We Tip hotline is virtually the same type of operation as the
City hotline established by Resolution 89-436 but, as a national
organization, We Tip has a greater number of resources. By
participating in the We Tip program, the Police Department will be
able to monitor and prevent graffiti without dedicating staff time
to maintain the hotline. Also, We Tip funds the rewards to
informants and other program costs.
It is therefore recommended that Resolution No. 89-436 authorizing
the city's graffiti reward program be repealed.

WHEREAS, the City of San Bernardino, as a member of the We Tip
organization, has agreed to participate in the graffiti hotline
network: and
WHEREAS, as We Tip is a national non-profit organization that
sponsors a hotline which anonymous informants may call to report
vandalism, including graffiti writing, and receive up to $1,000
reward for the arrest and conviction of the vandal: and
WHEREAS, the We Tip hotline network operates with the same
mission and produces greater results than the graffiti reward
program establised by City of San Bernardino Resolution No. 89-436:
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Common Council
of the City of San Bernardino as follows:
SECTION 1.
Resolution 89-436, establishing a reward of
$1,000 for information leading to the arrest and conviction of any
person for willfully defacing or putting on public or private
buildings or property, is hereby repealed.

2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO ESTABLISHING A REWARD OF $1,000 FOR INFORMATION
3 LEADING TO THE ARREST AND CONVICTION OF ANY PERSON FOR WILLFULLY
DEFACING OR PUTTING GRAFFITI ON PUBLIC OR PRIVATE BUILDINGS OR

WHEREAS, the willful defacing and/or application of
6 graffiti on public and private buildings or property is
7 .increasing each year and results in substantial costs to the
8 public, businesses, landlords and private property owners, and
9
WHEREAS, the willful defacing and/or application of
10 graffiti on public and private buildings on property lowers
11 property values, discourages Clean-up efforts, lessens community
12 pride, reflects and attracts gangs and gang activity, and
13 encourages further defacing and graffiti; and
14 WHEREAS, such defacing and graffiti frustrates the City's
15 efforts at making the City a better place to live and work
16 through code enforcement and other related programs,
17 NOW, THEREFORE, BE IT RESOLVED by the Mayor and Common
18 Council of the City of San Bernardino as follows:

SECTION 1.
The City hereby offers a reward of $1,000 to
20 anyone providing information leading to the arrest and conviction
21 of any person for willfully defacing or putting graffiti on
22 public or private buildings or property.

SECTION 2.
If the reward is payable to two or more
24 persons, it shall be divided equally between such persons.
25
SECTION 3.
Any person convicted for defacing or putting
26 graffiti on publiC or private build~ngs or property shall be
27 liable for the amount of any reward paid pursuant to this
