REQUEST FOR WAIVER OF FEESSTAFFREPORT
FOR USE OF ENCANTO SOFTBALL
FIELDS FOR FUND RAISER TOURNAMENT
IN THE AMOUNT OF $600.
Charles Resendez, representing an organization called
Friends, has requested a waiver of fees for use of
Encanto softball fields on March 13-15.
The facility usage includes the use of two lighted
softball fields, the adjoining concession stand and the
alcohol permit process to allow for the sales of alcohol
(beer) during the event.
The fields will be used for a fast pitch softball
tournament as a fund raiser to establish a scholarship
fund in the name of Dick Salas. Pony Baseball, Inc. will
be sponsor of the event to enable the organizers to
acquire an ABC license.
Costs for the field use are as follows:
Field rental at $225 each
which includes a total of
24 hours of lights, field
preparation each day by city
staff, administrative costs
and overhead.

This department recommends that the request for the
waiver be denied since the request does not appear to
meet the findings acquired for exemption. According to
Resolution 91-35, the Mayor and Common Council may exempt
fees "upon a finding that the rental fee would create a
financial hardship jeopardizing the activity or event
planned for such use and that the activity or event will
be of unusual benefit to the residents of the City...."
Since this event is a fund raiser, there is no reason to
assume that revenues generated are not enough to cover
the facility use costs as well as for the scholarship.
Additionally, the softball teams, in all probability,
would be coming from outside the city since there are no
established fast pitch leagues in San Bernardino.

Dear Council Members:
Pony Baseball Inc.-San Bernardino, a non-profit or9anization, a10n9 with
other residents of San Bernardino and surrounding areas would like the
counci l' s approval for the use of the softball fields located at 10th and
Mt. Vernon Ave. in San Bernardino (known as Encanto Park) on March 13, 14
and 15, 1992. We would like this at no cost to our group. The reason bein9
that we are or9anizin9 the first Annual Dick Salas Memorial Fastpitch
Softball Tournament.
For your understanding, Dick Salas was also a member of this community. He
was born May 1, 1951, attended Monterrey Elementary School, Sturges Jr. High
School and graduated from Pacific High School (class of 69'). Upon
graduation he furthered his education by attending San Bernardino Valley
College, University of California, San Bernardino and at the same time
attended classed at the University of California, Riverside.
He was one of the foundi ng members for Los Padri nos, the founder of San
Bernardino Explorer Post, helped estab1 ish the Victims of Violent Crimes
Fund, an active member of the R.O.P. and also worked for San Bernardino City
Schools and many more.
He died June 20, 1977. He was shot trying to break up a fight at a wedding
he had been invited to by the groom (a student of his).
The proceeds from the Dick Salas Softball Tournament will be used to
establish a sCholarship fund in his name.
We feel this will help renew Dick's beliefs and also create a guide for the
youth in our community. We would like the city of San Bernardino to be a
part of it all in any manner it sees fit.
