Synopsis of Previous Council action:
October 7, 1991, the Mayor and Common Council continued the item until October
21, 1991.
October 21, 1991, the Mayor and Common Council upheld the Board of Building
Commissioners recommendations to require the owner to rehabilitate and requested
staff to return in 30 days with an oral report.
November 18, 1991, the Mayor and Common Council continued the item until December
16, 1991 for an oral report from staff.
December 16, 1991, the Mayor and Common Council continued the item until January
21, 1992 for an oral report from staff.
January 21, 1992, the Mayor and Common Council continued the item until February
17, 1992 for an oral report from staff.
Recommended motion:
That the Mayor and Common Council accept the Staff Report. Staff will
advise Council if any problems or unreasonable delays are experienced
on this rehabilitation in the future.

STAFF REPORT
Subject: status Report regarding the rehabilitation of the subject
property to meet the requirements of the 1988 Uniform
Housing Code as ordered by the city council on October
21, 1991.
Commentarv
In response to the decision of the City council on October 21, 1991
Mr. Duke prepared and submitted plans and subsequently obtained the
required building permits on November 18, 1991. Mr. Duke commenced
work the following week, and has continued to make progress to this
date.
The progress in regards to each building is delineated below.
Bui14inq A:
In order to correct the violations in regards to deficient room and
unit sizes, inadequate ventilation, and emergency egress from the
bedrooms, it is necessary to rearrange the floor plan. 'fo
accomplish this, the owner has completed the demolition of the
appropriate interior wall partitions and has started
reconstruction. As of this date, the framing of the new partitions
has been started, but is not complete.
Bui14inq B:
The rehabilitation of this structure is approximately 75% complete.
As of this date, the owner has accomplished the following items:
1) A new concrete slab and footing has been installed under
the east winq of the building. .
2) Reconstruction of walls damaged by termites.
3) Reconstruction of the roof and ceiling framing of the east
winq. The existing roof framing and ceiling height were
substandard..
4) The roof sheathing has been replaced and a new roof
coverinq has been installed.
5) All plumbinq lines have been replaced, and the bathroom has
been relocated to provide the proper clearances for
plumbinq fixtures.
6) Windows have been installed to meet the minimum
requirements for natural light and ventilation.

7) The electrical circuits in the bedroom and part of the
living room have been rewired, and additional outlets have
been installed. A new subpanel and electrical feeders
have been installed.
8) The interior side of the firewall has been covered with
5/8" type X drywall.
9) New d~all has been installed on most of the interior
walls and ceilings.
10) Most of the exterior siding has been replaced.
*Note: These items were not specified in the pre-inspection
report.
Building c:
The interior walls have been removed or relocated to provide the
required clearance in the bathroom, and to make the unit comply
with the minimum floor area requirements of the Uniform Housing
Code. Also, the owner has partially rewired the unit to correct
the electrical deficiencies.
The owner has been cooperative and has agreed to do additional
work to correct deficiencies which have been discovered during the
course of the rehabilitation process. The owner has stated that
he expects to have buildings Band C completed and ready for
occupancy within the next 30 days. He has requested a Temporary
Certificate of Occupancy (as permitted by UBC 307 d) to allow
occupancy of these units while he continues the rehabilitation of
building A.
Recommendation
That the Mayor and Common Council accept the Staff Report.
