Let me first congratulate you on your mayoral election victory of February 3, 1998. Though
we have worked on common causes these past few months (in particular your own election)
neither of us has had or has yet taken the opportunity to directly communicate with each
other to discuss the possible roles that I might be able to assist you in achieving your goals
and objectives as Mayor of San Bemardino.
I feel that my two greatest assets are loyalty and having an open door policy. I can assure
you that I am 100 % loyal once I commit to a position or decision, no matter how I am tested
because of that decision or position. I have withstood adversity and public attack when I was
an integral force in the recall efforts of 1994 against Eddie Negrette, Fred Curlin, and Ralph
Hernandez through the organization I now chair, We The People of San Bemardino. Despite
the political differences I still carried on public political dialogue with these individuals yet did
not allow such conversation to otherwise persuade me to alter my political positions or
loyalties.
My experiences started with my work at the San Bernardino Employment and Training
Administration for the city of San Bernardino, as Management Information Systems
Supervisor. At this point in time (1978-1983) I became familiar with the roles of local non-
profit organizations in the community as well as the needs of businesses in the community
through the administration of OJT (on the job training) and the initial set-up of the Private
Industry Council.
I next started a business to sell micro-computers and train small businesses on computer
business software, in conjunction with local school authorities in the County of San
Bernardino, (1983-1988). This expanded to a consulting service in which I assisted small
businesses in the initial automation of their recordkeeping systems. This service I continue
to this day.
In 1985 my family opened up its first neighborhood financial service center (formerly known
as check cashing services), A & M Enterprises. By 1988 we were preparing to open our third
location, so I became fully involved in this business. Today I am the chief operations officer
handling over $2 million in deposits and transactions per month, through contracts with, SC
Gas, SC Edison, Western Union, GTE, Pacific Bell, The Sun, Cross Country Cable, and
Comcast Cable as well as others. I handle special check cashing situations for some local
businesses, am legally licensed by the State of California, and work with the IRS in its efforts
to curb money laundering. My experience in handling money and locating paper work
overages and shortages has given me a keen perception of how to review records in order to
follow cash flow trails. These experiences have allowed the business to support local non-
..
profits in several manners to repay the community for the utilization of my locations such as
year round Christmas clothes and food collection, avenues to disseminate literature, and sell
items such as candy for fund raising for little league and the ASA Leaming Center. The
business regularly sponsors little league and youth soccer teams in the local community.
I am presently a director or officer in each of the following local organizations: The North-
Enders, Baseline Area Business Association, The Thursday Moming Group, We The People
of San Bernardino, ASA learning Center, Uptown YMCA.
I am a member of The Highland Area Chamber of Commerce as well as the City of San
Bernardino Chamber of Commerce, serving on their legislative review committee and their
SCAT Committee. I also serve as the Ward Three representative on the CDBG Citizens'
Advisory Committee at the EDA. I recently joined the Perris Hill Neighborhood Association,
and am assisting other local neighborhood groups within the Second Ward to organize.
Wherever and however I may be of service to you and your administration, Judith, please let
me know. I have an interest in looking at the EDA and its functionality as well as identifying
its true cash position, with emphasis on developing measures of success. I also have an
interest in working with the SBETA .Private Industry Council due to my previous
governmental experience within the City of San Bernardino. My greatest area of
consideration is in ensuring that the Second Ward has a voice through a working relationship
within the Mayor's office, however that may best be achieved. I would be honored to be
considered as a key liaison.

One of my long term goals is to establish localized "We The People" organizations in each
Ward, bringing people together to both address and be educated on local issues that effect
their lives, through community forums and seminars.
My education has been through my junior year of college with emphasis on mathematics,
bookkeeping, and public administration. I am presently making arrangements to complete
my degree and continue my education to achieve a Masters degree in both Public and
Business Administration.

rabbi in 1963 and received a Master of Arts degree. He earned a Do(:tllT of Ministry degree from
the School of Theology at Claremont in 1984 speciali7.ing in cthks and communication. In 1988
he w,,-, awarded an honorary Doct.or of Divinity degree by the Hebrew Union College.
