Agenda Item No. .J. 5 lJ!UJ/Qi CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT BACKGROUND The City Of San Bernardino owns several buildings within the city, which now have some significant air conditioning problems. The City has an obligation under various legal instruments to provide air conditioning in public spaces. The air conditioners at the Carousel Mall, Feldheym Library and 5" Street Senior Center are marginally able to cool these buildings. The City needs to replace these air conditioners before this summer. The cost to replace air conditioning systems is very high and generuly these projects have a very long payback. Staff recommends that the air conditioning projects noted above be combined with four other air conditioning projects and twelve lighting projects to create an energy savings project that has a feasible payback period. Please note that the City must replace the three air conditioners at the Mall, Library and Senior Center this year, so there will be a large cost incurred to the City in any scenario. Facilities Management has learned that the California Public Utility Commission has mandated the utility companies to have monies available for energy efficiency projects as part of the deregulation of the electric industry. These monies will be available on a first come, first serve basis, and payable over three years. The savings, project costs and rebates are this departments estimates of what these numbers will be. Actual costs and savings may vary as the projects are . designed and engineered. The seven mechanical projects have very long payback periods, so the twelve lighting retrofit projects were added to lower the payback period for the project. FINANCIAL IMPACT The above chart illustrates that the energy efficiency projects proposed have an estimated cost of $846,920. The fmancing of this project for ten years will cost $256,033.60, for a total cost of $1,102,953.60. The project will be paid back at the rate of $110,295.36 per year, or $9191.28 per month. The energy cost savings will be $90,288 per year, creating an annual cost of $20,007.36 for this project. Also, the project will realize the PUC rebates noted earlier. The project is eligible for $169,462 in rebates, which will be paid to the City Of San Bernardino over three years. The first year will have a rebate of forty percent, or $67,784.80. The rebate for years two and three will be $50,838.60 each year. This leaves $31,262.69 which will be paid for out of the Utility fund over the ten year project repayment period.
